activities of government expand which occurs both in
the field of services and in the regulation of private
activities.
• state administration of the modern era takes the form
of public bureaucracy, and administrators were
recruited on the basis of public law, became more
formal.

national, regional (state), and local, is a permanent force
in the life of a nation.
• It is possible for a state to exist without a legislature or
an independent judiciary but no state can exist without
administration.

completion of developmental tasks are men, money and
material.
