is reliable and an administration that is
accountable to the public.”

quality of life.
• It is a continuous struggle to achieve the
desired goals

• Pakistan faced the leadership crisis just
after its formation.
• Constitution was made after nine years.
• Martial law was imposed soon after the
formation of the new constitution.
• Mature leadership does not come in the
absence of the democratic setup.
• Army could never be a replacement for the
democratic leadership.
• Army dictate the assemblies according to their
will and mandate
• Real power exists outside the parliament.
• Careful and prudent use of resources is also
good governance, prime minister in Pakistan is
most of the time lacks vision and farsightedness.
• Prime minister has dozen of ministers that are
enjoying all the perks in a country is indebted
under 80 billion foreign debt and one third
population is living below the poverty line.
• The situation in country is deteriorating, army is
once again directly and indirectly influencing the
politics

• The devolution of power means distributing it


among the grass root level. It was done in 2001
• Benefits of devolution of power: Allocate
authority to local level , Do the welfare without
delay,
Maximize the contribution of women
To get peoples 'feedback, reduce the rural and
urban divide

• Eliminate all form of discrimination


• Accountability should be free from all sort of
impartialities
• Salaries should be according to the inflation
rate
• People's representatives should do
everything with transparency and should
be free from corruption
• People are appointed on merit by people.
REMEDIES FOR THE GOOD
GOVERNANCE
• Change in attitude of the bureaucracy.
• Feudalism must be abolished
• Administration should be free of prejudice and
impartial behaviour
• Civil servants should remain neutral, impartial
and non-partisan
• All the national resources should be utilized
• Accountability should be impartial, across the
board and neutral
• Pay of the civil servants should be high and
according to the inflation
GOOD GOVERNANCE AND ISLAMIC
PERSPECTIVE
• Gap between people and government
should be bridged
• Requisites of Good governance, equity,
elimination of corruption, prosperous
society is developed, responsible
government is formed, civil servants are
responsible to the people and work for the
welfare of the people thus Islamic
government is the best alternate of good
governance.
The government during Hazrat
Umer’s Era
• The government during Hazrat Umers era was the best
example of good governance.
• He set the basis of Majlis-e-shura it include Majlis-e-amma and
majlis-e-Khasa
• He devided the state into fourteen provinces, he appointed
qazis kitab wali, Sahiba bait ul maal, Sahib-e-hadith.
• The central government contained various departments
Dewan Jund, Dewan Kheraj, Dewan Insha, complaint cell
and Wakf department.
