SVEEP Objectives

The SVEEP programme aims at:


a) Awareness of COVID-19 safety
related Poll Day guidelines
b) Bridging gaps in registration
c) Wider participation in voting
d) Informed and ethical voting
e) EVM and VVPAT awareness
Information and
Motivation
The Observer can check the following:
a) Wide publicity of safety guidelines for conduct of
elections during COVID-19, issued by the Commission
b) Awareness materials on EVM and organising of EVM-
VVPAT familiarisation camps
c) Adequate material on Informed and Ethical Voting
d) Publicity of the message “check name on Electoral Roll”
e) Outreach activities like runs, competitions, plays,
women centric events, youth voter festivals
f) Reminder services on poll day through SMS, FM Radio,
Cable TVs etc.
g) Usage of media platforms for awareness, including SM,
digital, electronic, print as well as outdoor media
h) Appointment of State/District Icons
Facilitation
The Observer can check the following:
a) Awareness of Postal Ballot facility among PwD, Senior
Citizens (80+) and COVID suspected/affected electors
b) Voter helpline number 1950 is operational
c) Voter Facilitation Centres (VFCs) are set up and they
display voter awareness material
d) ‘name search facility’ on CEO’s/DEO’s website and its wide
publicity
e) Polling stations have Assured Minimum Facility (AMF)
f) Model Polling Station, All Women Polling Stations
g) Voter slips and voter guides are distributed to electors
h) Voter Facilitation posters are displayed at polling stations
Role of the Observer
The Role of the Observer is to see whether:
a) Nodal Health Officer in the district is overseeing SVEEP
activities and Poll Day arrangements for COVID-19
related safety precautions
b) A suitable Nodal Officer has been posted for SVEEP
c) The District Core Committee for SVEEP meets regularly
under the chairmanship of the DEO/CEO (ZP)
d) The electoral process comprising of Enrollment
process, Polling booths, election awareness drives,
training & sensitization of election machinery and
volunteers, grievance redressal mechanism,
information & technology, etc. is accessible to PwDs
e) The District Monitoring Committee on Accessible
Election (DMCAE) and Assembly Constituency
Committee on Accessible Election (ACCAE) are in place
and meet periodically
Electoral Roll related
The Observer can check the following:
a) The citizens are facilitated at Matdata Sahayata
Kendras/Voter Facilitation Centres/Common Service
Centres for issue of EPIC (including Braille EPIC),
duplicate EPICs, display of Voter List, issue of voter slips
in braille and Voter Education & Information
b) DEO has carried out awareness campaign informing
people that having one’s name in the Voter List is a pre-
requisite for casting a vote
c) DEO has extended facilities for searching name in the
Voter List and locating polling station through internet,
sms, telephone and other means
d) Adequate publicity has been made for Voter Portal
https://voterportal.eci.gov.in
Polling related
The Observer can check the following:
a) The new COVID safety measures for voters,
candidates and polling officials are widely
publicised through all popular media
b) DEO has carried out Voter Information
campaign about When, Where and How to
correctly vote and also answer other questions
that a potential voter may want to ask
c) People have proper understanding of VVPAT
use, EVM, Braille facility on EVM, other PwD
friendly facilitations at the polling stations
d) National Icons and Regional Icons including
the PwD Icons are being used optimally
e) Informed & inducement free voting
Accessibility measures
The Observer can check the following:
a) Postal Ballot has been distributed to marked PwDs and Senior
Citizens (80+) by BLOs
b) Extensive mapping of PwD electors
c) Disability coordinator is in position
d) Sensitization of Polling Officials during training/briefing
regarding facilitation of PwDs
e) Accessible voter awareness material
f) Special camps to create awareness among PwDs
g) Ramps at PS of gradient 1:10 and above
h) Sign language interpretation available (as video or in person)
i) Tactile Signages; wheel Chair and Volunteer
j) Braille Ballot Sheet
k) Assistive devices like magnifiers, stools etc at PS
l) Unobstructed access from road to PS
Poll Day Preparations
