ISSUES &

CONSIDERATIONS IN
PHILIPPINE
EDUCATION
LESSON 8
INTRODUCTION
Colonial influences in the Philippines’ education system.
Prominent and deep-rooted innovations.
New Philippine education system.
Although the Philippine education system has
historically bee a model for other Southeast
Asian countries, this has not been so in recent
years. Such a structure has deteriorated – an
increasingly evident and valid reality in the
more isolated poverty-ridden regions of the
world.
Main Concerns in the Philippine School
Sectors
● Quality Education Public Schools

● Budget for Education ● Issues regarding the K-12

● Affordability of Education ● Mandatory School Uniforms

● Drop-out Rate (OSY) ● Discipline Issues

● Mismatch ● Addressing Diversity

● Brain Drain ● Unbiased Grading

● Social Divide ● Access to the Internet

● Lack of Facilities & Teacher Shortage in ● Curriculum Mapping

QUALITY
EDUCATION
How can we assess the Quality of Education?
The National Achievement Test is designed to determine their
academic levels, strengths and weaknesses, as well as their
knowledge learnt in major subjects throughout the year.
The National Career Assessment
Examination (NCAE) is a
standardized test administered by
the Department of Education to help
students identify their aptitudes and
interests for career guidance.
The low consistency of the
Philippine education system is
expressed in the contrast of the
graduation rate between the
heavily urbanized city of Metro
Manila.
BUDGET FOR
EDUCATION
The 2023 National Budget for the Philippines is Php 5.268
trillion. The Department of Education (DepEd) has a budget
of Php 895.2 billion for 2023. This is an increase from Php
801.7 billion in 2022. The budget for education is the highest
priority sector in the Philippines.
Why does there are still a
lot of children who cannot
attend school?
AFFORDABILITY
OF EDUCATION
Despite of the allocated budget for Education, why it
is still an issue when it comes to the affordability of
education?
Socio-economically deprived
students, otherwise known as
children who are part of high-and-
low-income poverty-stricken
households, have considerably
higher drop-out rates at the
primary school.
DROP-OUT RATE
(OSY)
France Castro, Secretary of the Alliance of
Concerned Teachers (ACT), noted the urgent need to
tackle the growing number of Out-of-School Youth in
the region.
Did you know?
In 2012, the Department of
The Philippines has a total of
Education registered a drop-out
1.4 million out-of-school
rate of 6.38 % in primary school
students, according to UNESCO
and a drop-out rate of 7.82% in
statistics, and also the only
high school.
ASEAN country to be listed in
In 2013, the DEPED reported
the top five countries with the
38, 503 primary schools
most significant number of OSY.
alongside 7,470 secondary
schools.
MISMATCHED
What do you call of the common problem of those
OFW’s who have finished their courses and degrees
yet, Domestic Helpers in other countries?
BRAIN DRAIN
What is brain drain and what is brain gain?
When can we call it a brain drain?
SOCIAL DIVIDE
How is it possible that even in education, there is still
a social division?
LACK OF FACILITIES &
TEACHER SHORTAGE IN
PUBLIC SCHOOL
Despite of the funds and a lot of freshly graduate
student teachers, why does this issue are possible?
ISSUES REGARDING
THE K-12
Is K-12 really helpful? Or just another vain for those
deprived?
Some of the advantages that were presented by the
Philippine K to 12 programs revolved around better
student training, and better competency of students
on a global scale – with the officials claiming that
Filipino students who graduate from senior high
school will not only be ready for employment but
will also be up to par with the international
education standards.
MANDATORY SCHOOL
UNIFORMS
Must they be consider compulsory?
Advocates against enforcing school
uniforms contend that attire has little effect
on schooling. What one wears at home has
no impact on what is learned at school.
Also, say the former, all students don’t need
to afford a uniform – should they be refused
education for lack of a uniform?
DISCIPLINE ISSUES

Which is better, the traditional way of disciplinary

methods or today’s?
“Age-old strategy Vs. Giving-em another policy of
Chance”
Zero tolerance laws would Second-chance programs

weapons to institutes.
ADDRESSING
DIVERSITY
What is the difference between addressing diversity
and stereotyping?
Racial inequalities and ethnic differences
have been at risk in public schools since
its establishment. The most critical step
in tackling diversity in schools will come
from the program itself.
UNBIASED GRADING
Is this how it is going? What are these ratings
reflecting? Or rather what are the grades to reflect?
Will they protect the academics?
Unbiased standardization of the grading
system would entail close analysis of all
the aspects of these questions and
dilemmas to arrive at an unbiased
interpretation that leaves no room for
uncertainty.
ACCESS TO THE
INTERNET
Access to the internet helps educational leaders
minimize costs and improve the efficiency of the schools
and colleges. How is it real?
Adequate access to the internet is the key to
a better vision for the future. It opens the
doors to different content, skills and
educational tools through opportunities for
learning in and outside the classroom.
CURRICULUM MAPPING
Who are those creator of the curriculum and how
they are creating it?
Curriculum creation is a problem solving
process that includes considering the
needs and concerns of developing
services and introducing approaches and
options for learners and their contexts.
