Council in Tagalog is called “Sanggunian”.
SK Officials must learn their relationship with the Punong Barangay as Chief Executive and as SB Presiding
Officer. SK Chairperson, being a member of the SB, is NOT a subordinate of the Punong Barangay or the
Barangay Kagawad. They must maintain cooperative and collaborative relationship to effectively address youth-
related issues, promote community development, and enhance the welfare of the barangay's youth population.

Kabataan, strengthened by R.A. 10742 or “SK Reform Act of 2015”

Implications:
⮚ Punong Barangay cannot and should not control SKs, both its
programs and its funds.
⮚ Great power = Great responsibility. SKs are responsible and
accountable on the usage of their own funds. Time to learn the
how-tos of financial management!
Investment Plan Must be approved by the SK and comply with budget MILG, BYC
(ABYIP) regulations.
Resolutions Must be documented, approved, and filed MILG, BYC
systematically.
Program and Financial Must be accurate, complete, and submitted on time. MILG, BYC, COA
Reports
Youth Database Must be regularly updated and maintained securely. BYC
Public Disclosure Must be complete and available to the public as COA
Documents required by law.
Contracts Must be authorized by the SK Chairperson and COA
comply with legal requirements.
SK Secretary KK Records Must accurately reflect the views, concerns, and BYC
suggestions of KK members.
Posted Documents Must be displayed prominently on the barangay MILG, BYC
bulletin board and at least three other conspicuous
places within the barangay.
Regulatory and oversight bodies (e.g., MILG, BYC, COA, Ombudsman) will be
looking into these documents as a reflection of your performance.
