related issues, promote community development, and enhance the welfare of the barangay's youth population.

of the Punong Barangay, a separate council, the
Sangguniang Kabataan, was created to exercise the
authority to decide over youth activities in the Barangay.

Notes on the Relationship between


SK Chairperson-Punong Barangay
The Punong Barangay only supervise youth activities, NOT control:
a. SK is a separate council created to plan and implement activities
concerning youth development.
b. The SK is even granted independence over the operations,
disbursements and encashment of their SK fund, income and
expenditures. SK Funds are deposited directly to the SK.

Implications:
⮚ Punong Barangay cannot and should not control SKs, both its
programs and its funds.
⮚ Great power = Great responsibility. SKs are responsible and
accountable on the usage of their own funds. Time to learn the
how-tos of financial management!

officers perform their duties. If the latter fail or neglect to fulfill

Control, on the other hand, means the power of an officer to

ha[s] done in the performance of his duties and to substitute
the judgment of the former for that of the latter."

• Youth activities are SUPERVISED, NOT CONTROLLED, by the Punong Barangay.


• SKs must assert their autonomy over their authority to decide on youth
development interventions in the Barangay, and the use of funds dedicated to it.
