2. Agenda Statement - defines the CBYDP's outcome/major goal statement per center.
This may be adapted from the PYDP, or statement that may be crafted that addresses
the local needs.

3. Youth Development Concerns - contains the issues/concerns of the youth in their
respective locality/community, which needs immediate action.

The CBYDP is composed of the following key elements:

1. Centers of Participation - refers to the priority Centers of Participation. The CBYDP


may contain all centers, or they may choose Centers applicable on their local situation.

The CBYDP shall refer to the three-year comprehensive youth development plan of the
barangay formulated by the Sangguniang Kabataan (SK), in consultation and
concurrence of the Katipunan ng mga Barangay (KK) and anchored on Philippine Youth
Development Plan (PYDP) and other Local Youth Development Plan.

4. Objectives/ Description - provides specific result to be achieved to address the youth
development concerns

5. Performance Indicator - refers to the measureable value that demonstrates how


effectively a program/project/activity is achieving its objectives

6. Target - states the extent set accomplishment of the programs/projects/activities such
as the nature and number of beneficiaries.

7. Programs/Projects/Activities - are the proposed youth development initiatives that are
designed to respond to the identified youth development concerns.

8. Budget - refers to the total amount of the necessary expenditures for the
implementation of each program, project and activity

9. Person Responsible - identifies the Committee or the SK Official that is responsible to
lead the planning, implementation and monitoring of the program, project, and activity.

WHEN SHOULD THE SK PREPARE THIER COMPREHENSIVE BARANGAY YOUTH
DEVELOP PLAN (CBYDP)

Answer:
The SK shall prepare CBYDP for the 2019-2020 within three (3) months from assumption to office.
This shall serve as the basis of the SK in the preparation of the ABYIP and thier annual budget for
FY 2019 pursuant to the section 8 (a) of the SK Reform Act:

"(a) In consultation and the concurrence of the Katipunan ng Kabataan, and within (3) months from
assumption to office,
formulate a three (3) year rolling plan, which shall be known as the Comprehensive Barangay Youth
Development Plan, which shall serve as the basis in the preparation of the annual Barangay Youth
Investment Program. This plan shall be aligned with the Philippine Youth level, municipal, city and
provincial as is relevant".

In section 18 of the SK Reform Act, failure to formulate the CBYDP and ABYIP within the
prescribed period without justifiable reason shall be a ground for suspension and removal from office
of any selected SK Officials for not more than six months or removed from office by majority vote
for all members of the Sangguniang Bayan or Sangguniaang Panlungsod which has jurisdiction in the
barangay of the concerned Sangguniang Kabataan official which shall be final and executory. It
specifically states that:

"Sec 18. Suspension and Removal from Office. - Any selected official of the Sangguniang Kabataan
may, after due process, be suspended for not more than six (6) months or removed from office by
majority vote of all members of the Sangguniaang Bayan or Sangguniang Panglunsod which has
jurisdiction in the barangay of the concerned Sangguniang Kabataan official which shall be final and
executory, on any of the following grounds:

(d) Failure to formulate the Comprehensive Barangay Youth Development Plan and the Annual
Barangay Youth Investment Program, or approve the annual budget within the prescribe period of
time without justifiable reason.

9. Revise

- Integrate inputs, recommendations and suggestions obtained fro the reviewers/


evaluators. Revise the plan accordingly

2. Set the Vision


- Determine what the SK/KK wants to become and where it wants to go, what
the SK/KK in the barangay envision themselves to be like in the future.
8. Evaluation

- Present the drafted plan to the KK for their concurrence, MYDC and BDC for their
review and evaluation. Should be aligned with the relevant PYDP and other LYDPs

1. Consult with the KK
- Present the Action Plan to KK. Gather opinions and ideas of KK
Constituents. To facilitate formulation and drafting of the plan, identify partners
from KK, youth organizations and youth sub-sectors to consult with.
7. Prepare the plan

- Integrate the vision, situational analysis, development goals, strategies, programs,


projects into a document
10. Approval/ Adoption

- Present the final plan to the SB for approval. The SB shall adopt the plan and include it
in the BDP

6. Identify and prioritize programs and projects
- Identify sectoral development problems. Set sectoral targets that address
corresponding problems. Identify and prioritize based on their respective
importance and on the availability of resources

- Define the aspirations common among the youth

- Analyze the situation of the youth in barangay
5. Determine development strategy

- Lay out the steps to be taken to achieve the goals
