MESSAGE OF THE PUNONG BARANGAY

Good Day!
Barangay Youth Disaster Reduction Management Plan is resisting or managing change to
preserve, restore, improve and maintain its essentials basic structure and function (living
standard).

Barangay Youth Disaster Risk Management is also supported by our Barangay Coucil by
aiming to reduce the damage caused by natural hazard like earthquake and floods through an
ethics of prevention.

Greeting of Peace and Prosperity!

The Sangguniang Kabataan of Francia in my Humble Leadership offers a lot of program


and activities for our Barangay for the past years during my term as we help for the
Nation Building and one of the most challenging is crafting this Barangay Youth Disaster
Risk Reduction Management Plan to avoid any damages and casualties in our Barangay
whenever there’s a Natural Calamity.

Youth has proven their worth as volunteers especially during any unfortuitous event by
helping to heir respective barangay’s and I believe that no youth will be left behind and
there will be no casualties and damages if we will help hand in hand to attain our goal on
why we formulate this BYDRMP!

WHEREAS, the Barangay Disaster Risk Reduction and Management Council has endorsed
for approval and adoption by the Sangguniang Barangay the three (3) year Barangay Youth
Disaster Risk Reduction and Management Plan (2023- 2025 of Barangay Francia ,
Iriga City, Camarines Sur;

WHEREAS, after review, the said Barangay Youth Disaster Risk Reduction and
Management Plan, as attached, is found to be aligned with the development policies of the
Barangay Government and the City/Municipal Development Council;

NOW THEREFORE, on motion of Sangguniang Barangay Member Noel T. Penolio, duly


seconded by Sangguniang Barangay Member Abner M. Abagat,

BE IT RESOLVED, by the Sangguniang Barangay of Barangay Francia,


Iriga City, Camarines Sur, in session duly assembled, as it is hereby resolved to approve and
adopt the Barangay Development Plan (2023 - 2025) as endorsed by the Barangay
Development Council;

RESOLVED FURTHER, that copies of this Resolution be forwarded to all concerned for
their information and consideration.

WHEREAS, after review, the said Barangay Youth Disaster Risk Reduction and
Management Plan, as attached, is found to be aligned with the development policies of the
Barangay Government and the City/Municipal Development Council;

NOW THEREFORE, on motion of BDRRMC Member Noel T. Penolio, duly seconded by


BDRRMC Member Abner M. Abagat.

BE IT RESOLVED, by the BDRRMC of Barangay Francia, Iriga City,


Camarines Sur, in session duly assembled, as it is hereby resolved to approve and adopt the
Barangay Youth Disaster Risk Reduction and Management Plan (2023- 2025 as endorsed
by the Sangguniang Kabataan Francia Council;

RESOLVED FURTHER, that the Barangay Youth Disaster Risk Reduction and Management
Plan be integrated in the Barangay Disaster Risk Reduction and Management Plan and
Barangay Development Plan as the SK Council’s commitment to disaster risk reduction and
climate change adaptation management of Barangay Francia.

RESOLVED FURTHER, that copies of this Resolution be forwarded to the Sangguniang


Barangay for their information and adoption and approval.

A RESOLUTION APPROVING AND ADOPTING THE THREE (3) YEAR


BARANGAY YOUTH DISASTER RISK REDUCTION AND MANAGEMENT PLAN (2023- 2025)
FOR BARANGAY FRANCIA, IRIGA CITY.

WHEREAS, Section 13, Article II of the 1987 Constitution declares that “the State recognizes the
vital role of the youth in nation building and shall promote and protect their physical, moral,
spiritual, intellectual and social well-being, and shall inculcate in the youth patriotism and
nationalism and encourages their involvement in public and civil affairs.””;

WHEREAS, Section 8 (h) of Republic Act 10742 or the Sangguniang Kabataan Reform Act of 2015
provides that the Sangguniang Kabataan shall partner with the LYDC in planning and executing
projects and programs of specific advocacies like good governance, climate change adaptation,
disaster risk reduction and resiliency, youth employment and livelihood, health and anti-drug
abuse, gender sensitivity and sports development;

WHEREAS, Section 20 (c) of Republic Act 10742 or the Sangguniang Kabataan Reform Act of
2015 states that the Sangguniang Kabataan Funds shall give priority programs, projects and
activities to ensure environmental protection, climate change adaptation and disaster risk
reduction and resiliency;

WHEREAS, the Department of the Interior and Local Government and the National Youth
Commission Joint Memorandum Circular No. 2015-01 dated July 2, 2015 institutionalized the
participation of the youth in climate change adaptation and disaster risk reduction and
management- related activities;

WHEREAS, the Department of the Interior and Local Government conducted the Wemboree,
Changing the Mindset from Me to We last August, 2022 participated in by Sangguniang Kabataan
Federation Presidents and one of the outputs required by the said activity is the Barangay Youth
Disaster Risk Reduction and Management Plan;

WHEREAS, the Sangguniang Kabataan Council has formulated its Barangay Youth Disaster Risk
Reduction and Management Plan (2023- 2025 as a component to its Comprehensive Barangay
Youth Development Plan as well as its commitment to disaster risk reduction and climate change
adaptation and management for Barangay Francia.
WHEREAS, after review, the said Barangay Youth Disaster Risk Reduction and Management Plan,
as attached, is in line with the development policies of the Barangay Government and the
City/Municipal Development Council;

NOW THEREFORE, on motion of Sangguniang Kabataan Member Fritz I. No, duly seconded by
Sangguniang Kabataan Member Maria Estela V. Orbita,

BE IT RESOLVED, by the Sangguniang Kabataan Council of Barangay Francia,


Iriga City, Camarines Sur, in session duly assembled, as it is hereby resolved to approve and adopt

I. ORGANIZATIONAL STRUCTURE
Ang Barangay Disaster Risk Reduction Management Committee o BDRRMC ay isang
komite ng Barangay Development Council na siyang itinalaga ng batas (RA 10121 o tinawag na
Philippine Disaster Risk Reduction and Management Act of 2010) upang mangasiwa at
manguna sa mga gawaing pangkaligtasan ng mga taong nakatira sa komunidad. Ang naturang
komite ang syang namumuno sa pagpapatupad ng mga programa at gawain sa loob ng
komunidad o barangay upang maiwasan at mabawasan ang epekto ng naka-ambang panganib
o ng disaster sa mga tao, sa mga tirahan at sa mga pangunahing hanapbuhay at sa iba pang
elemento sa barangay.

Ang BDRRMC, sa ilalim ng Barangay Development Council ay may mga tungkulin na


kailangang gawin at ipatupad ayon sa nakasaad sa RA 10121. Ito ay ang mga sumusunod:

1. Mag-apruba, magsubaybay at magtasa ng implementasyon ng barangay disaster risk


reduction management plan at seguraduhing ito ay sinusuri at sinusubukan ng naaayon sa
nasyonal at lokal na programa at plano;
2. Seguraduhin na nakasama at nakapasok ang disaster risk reduction at climate change
adaptation sa local na mga plano, gawain, programa at pondo bilang istratehiya sa patuloy
na pagpapa-unlad at pagbawas ng kahirapan sa komunidad;
3. Mag-rekomenda ng pagpapatupad ng sapilitan o boluntaryong paglikas bago dumating ang
bantang panganib sa mga taong nakatira sa komunidad lalo na sa mga lugar na delikado,
kung kinakailangan; at
4. Magtipun-tipon isang beses sa loob ng tatlong buwan o kung kinakailangan.

Ang Pagbuo ng BDRRMC:

Ang komite ay binubuo ng mga miyembro ng konseho, edukasyon, simbahan at mga


sektor o organisasyon sa isang pamayanan o barangay. Ito ay pinamumunuan ng Punong
Barangay bilang Chairperson ng komite. Ang mga sumusunod na sector ay dapat na
magkaroon ng aktibo at makahulugang papel sa BDRRMC na aprobado ng konseho ng
barangay sa pamanagitan ng ordinansa o resolusyon.

● Sektor ng mga Kabataan Frederick Noel P. Fucio
● Sektor ng mga kababaihan Gerardo F. Cervas
● Sektor ng mga matatanda o Senior Citizen Gerardo F. Cervas

Pangunahing batayan ng pagiging miyembro ng mga sector sa BDRRMC ay ang


pagiging lehitimong organisasyon na may mga programa o proyekto sa barangay. Ang isang
lehitimong organisasyon ay may kaukulang katibayan ng pagkilala mula sa alinmang ahensya
ng gobyerno o LGU. Sila din ay dapat aktibong nakikilahok sa mga gawaing pang-kaunlaran sa
barangay. Kung hindi pa sila rehistrado sa anumang ahensiya ng gobyerno, maaari din silang
mag-sumite ng sulat sa barangay na naglalayong kilalanin sila ng barangay bilang isang
lihetimong samahan. Ang Barangay Council ay magbibigay ng katunayan ng pagkilala na sila
ay isang lehitimong samahan na nagpapatupad ng mga programang pangkaunlaran sa
barangay sa pamamagitan ng Executive Order mula sa Punong Barangay
Composition:

Ang pangkalahatang pamumuno (Chairmanship) ng BDRRMC ay nakaatang sa Punong


Barangay katuwang ang mga namumuno sa bawat sub-committee (Vice-Chairmanship) at
susuportahan ng Operations/ Admin.
Ang bawat Sub-committee ay pamumunuan ng Vice-Chairperson na susuportahan ng bawat
team leaders.
Iminumungkahi ng ang bawat sub-committee ay pamumunuan ng miyembro ng Sanggunian
ng Barangay at ang bawat Teams ay pamunuan naman ng mga sector sa barangay na may
mandatong magsagawa ng mga gawain ayon sa hinihingi o responsibilidad ng isang Team.
Halimbawa nito ay ang Education Team na maaring ibigay sa pamumuno ng mga guro o
representatives mula sa mga paaralan na nasasaklaw ng barangay.

Tungkuling ng Administrative Support:


● Tiyaking handa at nasa maayos na hanay ang bawat kakailanganin ng BDRRMC katulad ng
mga legal na dokumento, at mga porma na gagamitin upang agarang mabigyan ng suporta at
kakailanganin ng mga kikilos sa pagtupad ng isang gawain o proyekto ng barangay.
● Tiyaking nasa maayos na record o pagtatala ang lahat ng mga plano, gawain, mga MOA/
MoU, BDRRM Plans at mga batas ng barangay patungkol sa DRRM.

Mga tungkulin at responsibilidad ng komite:

Ang apat na Sub-committee (Batay sa apat na thematic area ng DRRM)


(1) Pag-iwas at Mitigasyon (Prevention and Mitigation)/ Research
● Magsagawa ng mga pagaaral sa barangay patungkol sa DRRM/CCA;
● Magrekomenda at suportahan ang pagsasakatuparan ng mga batas patungkol sa DRRM
mga programang patungkol sa pangangalaga ng kalikasan at kapaligiran;
● Tumulong sa pagpapatupad ng mga batas, programa at aktibidad upang maiwasan at
mabawasan ang lakas ng tama ng anumang peligro o bantang panganib na maaaring
maranasan ng barangay;
● Manguna sa pagtatanim ng punong kahoy o bakawan; at
● Magsagawa ng pag-aaral sa bulnerabilidad ng barangay.
(2) Paghahanda (Preparedness) / Planning and Training
● Suportahan ng tama at dekalidad na pagpaplano sa barangay
● Magsagawa at tumulong sa mga gawaing paghahanda katulad ng mga pagsasanay bago
dumating ang bantang panganib o peligro;
● Magsagawa ng simulation exercises o drills; at
● Magpakalat ng mga impormasyon ng paghahanda sa lahat ng taong nasasakupan ng
barangay lalo na sa mga nakatira sa delikadong lugar
(3) Pagtugon sa Disaster (Response) / Operations
● Manguna sa pag-patupad ng mga programa, proyekto at aktibidades na may kinalaman sa
DRR at Climate Change;
● Tumulong sa paglikas ng mga tao mula sa delikadong lugar patungo sa evacuation center o
ligtas na lugar;
● Seguraduhing alam ng mga tao ang paparating na peligro o panganib sa pamamagitan ng
tamang pag-abiso sa tamang oras at panahon para makapag-handa ang mga tao.

(4) Pagbangon at Rehabilitasyon (Recovery and Rehabilation)


● Upang makatulong sa pagkumpuni ng mga nasirang pampublikong ari-arian at mga
serbisyong panlipunan; at
● Magbigay ng nararapat na solusyon o rekomendasyon sa mataas na antas ng pamahalaan
kung anong klaseng programa, proyekto o aktibidades ang dapat na ibigay sa kanila sa
pamamagitan ng participatory assessment at pagpa-plan
Mga Responsabilidad ng mga team o grupo sa ilalim ng ng BDRRMC:
a. Communication and Warning Team
● Susubaybayan ang lebel ng tubig sa ilog (o dagat) o alin man sa mga anyong lupa at tubig
na puwedeng magdulot ng baha sa loob barangay, at mag-ulat kaagad sa BDRRMC o sa
Punong Barangay tungkol sa kalagayan ng mga ito upang makapagsagawa ng agarang
desisyon ang BDRRMC sa pagkilos;
● Magbigay ng tama, nasa oras at tumpak na impormasyon o babala sa komunidad para sa
isang maaga, maagap at ligtas na pag-desisyon kung ano ang nararapat na aksyon ng
BDRRMC o paglikas ng mga taong nakatira sa mga peligro at mapanganib na lugar kung
kinakailangan kahit wala pa ang bagyo o ano mang nakaambang peligro o panganib;
● Sinisiguro na may maayos, tama at maayos na sistema o proseso at kagamitan sa
komunikasyon ng barangay lalo na patungkol sa DRRM; at
● Nakikipag-ugnayan at nakikipag-tulungan sa iba pang sub-committee ng BDRRMC o
ahensya ng pamahalaang lokal patungkol sa BDRRM at lalo na sa panahon ng emergency
o disaster.

b. Transportation Team
● Siniseguro ng team na ito na may maayos na sistema ng transportasyon sa barangay sa
ano mang gawain patungkol sa DRRM. Kasama na ang pag-imbertaryo ng mga maaring
gamiting sasakyan sa mga gawain ng DRRM lalo na kapag may disaster at pagsasagawa
ng mga MOA sa mga pribadong sector na may mga sasakyan.

c. Security and Safety Team


● Tumitiyak na ligtas ang bawat miyembro ng barangay sa ano mang gawain at proyekto
patungkol sa DRRM.
● Tumitiyak na nasa maayos na kalagayan at kinalalagyan ang bawat kagamitan o euipment
na ginagamit sa DRRM o mga relief goods at iba pa na nakalaan para sa maaring
maganap na disaster.
● Nagsasagwa ng mga alituntunin patungkol sa pagtiyak ng kaligtasan sa mga gawain ng
BDRRMC lalo na sa tueing may disaster.

a. Edukasyon/ Education Team


● Tumitiyak na isinasa-alangalang ang edukasyon ng mga bata at kabataan sa ano mang
programa ng DRRM.
● Tumitiyak na kasama ang mga pribado o pampublikong paaralan sa mga programa ng
BDRRMC o ang BDRRMC sa mga programa ng mga paaralan patungkol sa DRR;
● Tumutulong sa pagpapataas ng kamalayan at kaalaman ng mga myembro ng barangay
tungkol sa mga gawain at kaganapan sa DRRM; at
Tumutulong sa pagdodo-kumento ng mga plano at iba pang gawain ng BDRRMC.

b. Proteksyon/ Protection Team


● Sinisuguro ng team na ito laging isinasa-alangalang ang mga karapatang pantao sa alin
mang gawain o proyekto ng BDRRMC lalo na ang mga bulnerableng sektor katulad ng
mga bata, mga kabataan, mga kababaihan, mga buntis, mga nanay na nagpapasuso, mag
may kapansanan, mga nakatatanda at mga katutubo; at
● Tinitiyak ng yeam na ito na sinusunod ang mga ligal na pamamaraan sa pagpapatupad ng
mga batas sa DRRM sa barangay at iba pang mga protocol, polsiya o alituntunin na
pinaiiral patungkol sa DRRM.

a. Damage Control Team


● Sinisuguro ng team na ito na ang mga istruktura o mga kagamitan at mga bagay na
maaaring maapektuhan o mapinsala ng anuman na naambang panganib o peligro sa
komunidad ay kinakailangang naayos o natangal na sa delikadong lugar; at
● Ang team din na ito ang may katungkulan na alamin at ilista (imbentaryo) ang lahat ng
mga bagay, istrukutra, gamitan, pasilidad at iba pang mga bagay na maaaring
maapektuhan ng panganib o peligro sa loob ng komunidad.

b. Research and Planning Team


● Manguna sa pagsasagawa ng pananaliksik at pag-aaral sa kung anong mga posibleng
peligro o panganib ang maaaring maranasan ng komunidad at kung anong angkop na
programa, proyekto o aktibidades ang nararapat na ipatupad ng barangay;
● Manguna sa paggawa ng mga plano na may mga mekanismo at sistema na kung paano
subaybayan at tasahin ang mga ipinapatupad na mga programa, proyekto at aktibidades;
at
● Seguraduhin na ang gagawing pag-aaral, pananaliksik, pagpa-plano ay may sapat na
bilang at partisipasyon ang mga kinatawan ng mga bata, mga kabataan, mga kababaihan,
mga buntis, mga nanay na nagpapasuso, mga may kapansanan, mga nakatatanda at mga
katutubo at iba pang mga sektor/grupo na nasa loob ng barangay.

Mga Responsibilidad ng mga grupo o team na kasama sa Pagtugon sa disaster (Response


Sub-Committee):

a. Rapid Damage Assessment and Needs Analysis (RDANA)Team


● Magsagawa ng agarang pagsusuri at pagtatasa ng mga naapektuhan ng kalamidad o
disaster at agad masumite ng ulat sa BDRRMC;

A Community Risk Assessment (CRA) or sometimes called as Hazard, Vulnerability and Capacity Assessment
(HVCA) is a process that uses a participatory approach which enables the community to Identify potential
