Good Day!
Barangay Youth Disaster Reduction Management Plan is resisting or managing change to
preserve, restore, improve and maintain its essentials basic structure and function (living
standard).
Barangay Youth Disaster Risk Management is also supported by our Barangay Coucil by
aiming to reduce the damage caused by natural hazard like earthquake and floods through an
ethics of prevention.
Youth has proven their worth as volunteers especially during any unfortuitous event by
helping to heir respective barangay’s and I believe that no youth will be left behind and
there will be no casualties and damages if we will help hand in hand to attain our goal on
why we formulate this BYDRMP!
WHEREAS, the Barangay Disaster Risk Reduction and Management Council has endorsed
for approval and adoption by the Sangguniang Barangay the three (3) year Barangay Youth
Disaster Risk Reduction and Management Plan (2023- 2025 of Barangay Francia ,
Iriga City, Camarines Sur;
WHEREAS, after review, the said Barangay Youth Disaster Risk Reduction and
Management Plan, as attached, is found to be aligned with the development policies of the
Barangay Government and the City/Municipal Development Council;
RESOLVED FURTHER, that copies of this Resolution be forwarded to all concerned for
their information and consideration.

WHEREAS, after review, the said Barangay Youth Disaster Risk Reduction and
Management Plan, as attached, is found to be aligned with the development policies of the
Barangay Government and the City/Municipal Development Council;
RESOLVED FURTHER, that the Barangay Youth Disaster Risk Reduction and Management
Plan be integrated in the Barangay Disaster Risk Reduction and Management Plan and
Barangay Development Plan as the SK Council’s commitment to disaster risk reduction and
climate change adaptation management of Barangay Francia.

SECRETARY’S CERTIFICATION
WHEREAS, Section 13, Article II of the 1987 Constitution declares that “the State recognizes the
vital role of the youth in nation building and shall promote and protect their physical, moral,
spiritual, intellectual and social well-being, and shall inculcate in the youth patriotism and
nationalism and encourages their involvement in public and civil affairs.””;
WHEREAS, Section 8 (h) of Republic Act 10742 or the Sangguniang Kabataan Reform Act of 2015
provides that the Sangguniang Kabataan shall partner with the LYDC in planning and executing
projects and programs of specific advocacies like good governance, climate change adaptation,
disaster risk reduction and resiliency, youth employment and livelihood, health and anti-drug
abuse, gender sensitivity and sports development;
WHEREAS, Section 20 (c) of Republic Act 10742 or the Sangguniang Kabataan Reform Act of
2015 states that the Sangguniang Kabataan Funds shall give priority programs, projects and
activities to ensure environmental protection, climate change adaptation and disaster risk
reduction and resiliency;
WHEREAS, the Department of the Interior and Local Government and the National Youth
Commission Joint Memorandum Circular No. 2015-01 dated July 2, 2015 institutionalized the
participation of the youth in climate change adaptation and disaster risk reduction and
management- related activities;
WHEREAS, the Department of the Interior and Local Government conducted the Wemboree,
Changing the Mindset from Me to We last August, 2022 participated in by Sangguniang Kabataan
Federation Presidents and one of the outputs required by the said activity is the Barangay Youth
Disaster Risk Reduction and Management Plan;
WHEREAS, the Sangguniang Kabataan Council has formulated its Barangay Youth Disaster Risk
Reduction and Management Plan (2023- 2025 as a component to its Comprehensive Barangay
Youth Development Plan as well as its commitment to disaster risk reduction and climate change
adaptation and management for Barangay Francia.
WHEREAS, after review, the said Barangay Youth Disaster Risk Reduction and Management Plan,
as attached, is in line with the development policies of the Barangay Government and the
City/Municipal Development Council;
NOW THEREFORE, on motion of Sangguniang Kabataan Member Fritz I. No, duly seconded by
Sangguniang Kabataan Member Maria Estela V. Orbita,
RESOLVED FURTHER, that copies of this Resolution be forwarded to the Barangay Disaster Risk
Reduction and Management Committee under the Barangay Development Council for their
information, approval and adoption.

I. ORGANIZATIONAL STRUCTURE
Ang Barangay Disaster Risk Reduction Management Committee o BDRRMC ay isang
komite ng Barangay Development Council na siyang itinalaga ng batas (RA 10121 o tinawag na
Philippine Disaster Risk Reduction and Management Act of 2010) upang mangasiwa at
manguna sa mga gawaing pangkaligtasan ng mga taong nakatira sa komunidad. Ang naturang
komite ang syang namumuno sa pagpapatupad ng mga programa at gawain sa loob ng
komunidad o barangay upang maiwasan at mabawasan ang epekto ng naka-ambang panganib
o ng disaster sa mga tao, sa mga tirahan at sa mga pangunahing hanapbuhay at sa iba pang
elemento sa barangay.
b. Transportation Team
● Siniseguro ng team na ito na may maayos na sistema ng transportasyon sa barangay sa
ano mang gawain patungkol sa DRRM. Kasama na ang pag-imbertaryo ng mga maaring
gamiting sasakyan sa mga gawain ng DRRM lalo na kapag may disaster at pagsasagawa
ng mga MOA sa mga pribadong sector na may mga sasakyan.
The barangay is located in the Poblacion part, Iriga City, Camarines Sur. It is four (2.5)
kilometers away from city/municipal hall and it takes 1 5 (minutes) to reach the barangay
hall. It is accessible by tricycle and private vehicles. It is bounded on the. North by S a n
M i g u e l , I r i g a C i t y , on the East S a n F r a n c i s c o a n d p o r t i o n o f S t a .
C r u z S u r , on the S o u t h West San Jose, Iriga City and Southern Part San Jose Pangaraon,
Nabua, Camarines Sur

A Community Risk Assessment (CRA) or sometimes called as Hazard, Vulnerability and Capacity Assessment
(HVCA) is a process that uses a participatory approach which enables the community to Identify potential
hazards and determine the nature and extent of risks they pose. It determines also the strengths and
opportunities available within the barangay that will help us minimize or at least cope with these risks.
It is a means to collectively analyze community vulnerabilities, highlight capacities and identify gaps for
integrated and strategic investment of resources to reduce their occurrence or impact to population, property,
and environment.
