SYSTEMS IN PAKISTAN
Health Care system
 It implies the organization of the
people, institution and resources to
deliver health care services to meet
the health needs of target population.
Healthcare Delivery System
 State provides healthcare through a three-
tiered / three levels healthcare delivery system
and a range of public health interventions.
 Primary Health care (PHC) services
 Secondary Health care (SHC) services
 Tertiary Health Care (THC) services
Pakistan Health Service Delivery
 Consists of two sectors:
Public Sector
Private Sector
 Under constitution health is primarily

responsibility of provincial government,


except in federally administrated areas.

 Service delivery is being organized through:
 Preventive services Primary care

 Promotive services facilities

 Curative services Secondary and


 Rehabilitation services Tertiary care

Three level Healthcare delivery system

 Primary Healthcare Services:


1. Basic Health Unit (BHU)
 It is the first level of healthcare
 Necessary to maintain health and protection from
diseases
 For example: Immunization, health education, family
planning and treating minor illness.
 Bedding: Each UC has a BHU, 2 beds, can severe
10,000 to 25000 population.
 Staffing: MO , Dispenser, Vaccinator, LHV

2. Rural Health Clinic/centre (RHC)


 It is intended to increase access to primary care services.
 Promotes health and protection from diseases.
 Can be public/ non-profit healthcare facility but in rural area.
 For example: Immunization, health education, family
planning and treating minor illness.
 Bedding: Each have 10 – 25 beds, can severe 40 to 60
thousand population.
 Staffing: M/S, MO , Dispenser, staff nurse, LHV, lab
Technician, X-ray Technician, Vaccinator

3. Some other examples of (PHC) services:


 Urban Health Centers, Mother And Child Health
Centre (MHC Centers) , Dispensary etc

 Secondary Healthcare Services:


1. District Headquarter Hospital (DHQ)
 Major healthcare facility of the region.
 Large number of beds for patients who need long-term care.
 Services: ICU, curative services as gynecology,
ophthalmology, pediatrics, ENT, Gastroenterology, General
medicine, General Surgery etc.
 Bedding: Each have above 100 beds, can severe 1 to 3 million
population.
 Staffing: M/S, DMS, AMS, SPECIALIST/ CONSULTANT ,
MO , DISPENSER, STAFF NURSE, LAB: OT
TECHNICIAN, X-RAY TECHNICIAN, VACCINATOR, LHV,

 Tertiary Healthcare Services:


1. Provincial Hospital (Teaching Hospitals)
 Biggest in province level run by provincial govt and provides tertiary care
services.
 Some are affiliated with universities, college, medical schools or nursing schools .
 Provides healthcare to patients while teaching medical students .
 Services: ICU, curative services as gynecology, neurology, oncology, orthopedics,
ophthalmology, pediatrics, ENT, Gastroenterology, General medicine, General
Surgery , Rehabilitation services etc.
 Bedding: Each have above 100 beds, can severe 1 to 3 million population.
 Staffing: Chancellor, VC, Professor, Assistant professor, senior registrar, M/S,
DMS, AMS, SPECIALIST/ CONSULTANT , MO , DISPENSER, STAFF
NURSE, LAB: OT TECHNICIAN, X-RAY TECHNICIAN, VACCINATOR,
LHV, WARD SERVANTS , DRIVERS ETC.

 Tertiary Healthcare Services:


2. Federal Hospital (Teaching Hospitals)
 Medical facilities run federal government.
 Some are affiliated with universities, college,
medical schools or nursing schools .
 3. Specialized Health Facilities/ Hospitals:
 Mental Health , Rehabilitation centers, Skin
Diseases Hospitals, Dental, Eye hospitals,
kidney/Dialysis centers etc.
Healthcare Team
 Consists of group of people who coordinate their
particular skills in order to assist a patient or his
family.
