DISTRICT PROFILE
• Nebbi district is one of the districts in northern region of Uganda.

• It is bordered by Arua district in the Northwest and the North, DRC in the
south, Zombo in the west, and Pakwach District in the east.
• The District has 1 county,8 rural Sub-counties, 1 Town Council,1
Municipality, 51parishes, 429 village councils,3 divisions.
• The district population stands at 237,257
• 46.4% of the population are children <15 years and 3% elderly (over 65
years).
• This puts the districts total dependency ratio at as high as 59%.

Health Facilities
• The District has two Hospitals and one Health Centre four.
• All Sub counties within the District have a Health centre III
• Not all Parishes have Health Centre II as per the Ministry of
Health guidelines.

Reasons for low completion rates
• Early marriages and pregnancy
• Child labour
• Domestic violence
• Child trafficking
• Child neglect and abandonment
• HIV/AIDS
• Declining family extended protection system
• Poor structures /facilities in school
Recommendation
• Sensitization on parenting
• Role model visits to schools
• Dialogue with school stakeholders
• Recommend for provision /improvement of the structures
• Strengthen the family extended protection system
• Encourage reporting on child abuse and neglect
• Popularizing the child toll free line

Innovations and Best Practices
• Data cleaning was done at the District level

• Identifying and mentoring new OVC service providers on the OVCMIS


tool e.g Plan international, Action Aid, Nebbi Parents Support Group
• DOVCC and SOVCC meeting held quarterly

• Cases of juveniles are mostly solved out of court

• IDI and other partners are willing to transport juveniles to remand home

• Support pupils feeding in school by IDI


Challenges
• Poor parenting
• UPE policy making parents to neglect their roles
• Poor feeding affecting children performance
• Absenteeism is still high in school affecting performance
• Child neglect by teachers
• Follow up of cases is still low
• Low budget to address children issues
Recommendations
• District to increase its budget next Financial Year 2019/2020 to
address children’s issues.
• Conducting community dialogue on parenting

• Joint monitoring of schools

• Radio talk show on parenting

• Encourage parents to contribute in cash to feed their children in


school
Future plans
• Utilize the free government air time on radios to conduct radio talk shows to
disseminate all policies and laws in relation to child care and protection
• Sustain DOVCC and SOVCC meeting
• Conduct community dialogue meetings to sensitize the parents on their
parenting roles of child upbringing.
• Continue lobby for more funding and support from other partners
