How PANCHAYATI RAJ started?

Panchayat :

Earlier 5 elderly members of the village used to come


together to solve disputes and conflicts. With time this
structure was given a formal recognition and changed
into a system which became an administrative unit.

Panchayati Raj: Panchayat is a village council in India. It is the local


government of an area.
Features of the Panchayati Raj

(a) 3-tier system of Panchayati Raj for all States having population of over 20
lakh;

(b) Panchayat holds elections regularly every 5 years;

(b) reservation of seats for Scheduled Castes, Scheduled Tribes and women (not
less than one-third of seats);

(d) appointment of State Finance Commission to make recommendations as


regards the financial powers of the Panchayats.
What is Gram Sabha?

The Gram Sabha is a meeting of all adults


who live in the area. This could be only one
village or a few villages.

Anyone who is 18 years old or more and who


has the right to vote is a member of the Gram
Sabha.
What is Gram Panchayat?
Each Gram Sabha elects a representative
who is known as the Ward Member (Panch).
All the members of the Gram Sabha also
elect a Sarpanch who is the Panchayat
President.

The Gram Panchayat is elected for five years.

The Gram Panchayat has a Secretary who is


also the Secretary of the Gram Sabha.

The Panchs , Sarpanch and Secretary form


the Gram Panchayat.
Secretary : the person is not an elected person but is appointed by the government. The Secretary is responsible
for calling the meeting of the Gram Sabha and Gram Panchayat and keeping a record of the proceedings.

Functions of Gram Sabha

• The Gram Sabha is a key factor in making the Gram Panchayat

• The Gram Sabha prevents the Panchayat from doing wrong
things like misusing money or favouring certain people.
Functions of Gram Panchayat

• The construction and maintenance of water sources, roads,


drainage, school buildings and other common property resources.

• Levying and collecting local taxes.

• Executing government schemes related to generating


employment in the village
