Q.1. What problem did the villagers in Hardas village face? What did they do to
solve this problem?
Ans. 1) The villagers in Hardas village faced water problem. 2) The hand pump water
had gone well below the point up to which the ground had been drilled. 3) They
hardly got water in taps. 4) Women had to go very far to get water. 5) The villagers
gathered together in the Gram Sabha meeting to find a solution to the problem. 6)
They suggested to deepen two hand pumps and clean the wells. 7) They also
suggested about water shed development program for conserving water and
recharging it in the village.
Q.2. What, in your opinion, is the importance of Gram Sabha? Do you think all
members should attend Gram Sabha meetings? Why?
Ans. 1) The Gram Sabha is the most important body of the Panchayati Raj System. 2)
It is the place where all plans for the work of the Gram Panchayat are placed before
the people. 3) It prevents the Panchayat from doing wrong things like misusing money
or favouring certain people. 4) It keeps an eye on the elected representatives and in
making them responsible to the persons who elected them. 5) All members must
attend Gram Sabha Meetings because it is their problems which would be discussed
and it is the only way to participate in the proceedings of various plans discussed in
the meetings.
Q.3. What is the link between a Gram Sabha and a Gram panchayat?
Ans. 1) Gram Sabha elects the members of Gram Panchayat. 2) Gram Panchayat is
answerable to Gram Sabha. 3) Gram Sabha keeps an eye on the working of the Gram
Panchayat. 4) Gram Sabha makes plan for the development of a village and Gram
Panchayat implements them.

Q.5. What is the difference between a Gram Sabha and a Gram Panchayat?
Ans. 1) Gram Sabha consists of all adults (people who are 18 years old or above) of a
village whereas, the Gram Panchayat is a small body whose members are elected by
Gram Sabha members. 2) Gram Sabha is a permanent body and not subject to
dissolution, whereas the Gram Panchayat is elected for five years.
