Security Dialogue:
Strategic Partnership
Defense Co-operation
The Dialogue between the leader, institution, or party that attempts to shift a threat from politics to
a security concern. This can legitimize extraordinary measures to contain the threat.

SECURITY DIALOGUE
The measures taken by states and international organizations to ensure safety and
survival. These measures include military action and diplomatic agreements.
The dialogue process achieve not only those immediate solutions, it builds a lasting
foundation for trust and future cooperation among citizens, police and other state
institutions. And, because USIP mentors and supports local civic groups as partners in
the process, each dialogue also strengthens the host country’s capacity to resolve its
own problems peacefully in the future.
QUAD: QUADRILATERAL SECURITY
DIALOGUE
 The Quad, is a diplomatic network between Australia, India, Japan and the United States that is maintained by talks
between member countries.
 The dialogue was initiated in 2007 by Japanese Prime Minister Shinzo Abe, with the support of Australian Prime Minister
John Howard, Indian Prime Minister Manmohan Singh and U.S. Vice President Dick Cheney.
 The dialogue was paralleled by joint military exercises of an unprecedented scale, titled Exercise Malabar.
 The diplomatic and military arrangement was widely viewed as a response to increased Chinese economic and military
power.
 In a joint statement in March 2021, "The Spirit of the Quad," the Quad members described "a shared vision for a Free and
Open Indo-Pacific," and a "rules-based maritime order in the East and South China seas," which the Quad members state
are needed to counter Chinese maritime claims.
 The Quad pledged to respond to COVID-19, and held a first Quad Plus meeting that included representatives from South
Korea, New Zealand, and Vietnam to work on its response to it.
 As of 2023, Quad countries together have a combined GDP nominal of US$36.7 trillion (34.7% of the gross world product)
and a combined GDP PPP of US$48.1 trillion(27.5% of the world's GDP).
INDIA-EU MARITIME SECURITY DIALOGUE

 India and the EU held their first maritime security dialogue in a virtual format on 20 January 2021.
 The consultations involved exchanges on developments in maritime security environment, regional cooperation
activities, developments of mutual interest and opportunities for cooperation between India and the EU.
 The dialogue seeks to develop mutual understanding and cooperation opportunities between India and the EU in the
maritime security domain as another factor of the strategic partnership between the two sides consistent with the India-
EU Roadmap to 2025.
 The 3rd India-EU Maritime Security Dialogue was held on 5 October 2023 in Brussels. The Indian delegation was led
by Joint Secretary for Disarmament & International Security Affairs, Ministry of External Affairs and the EU
delegation by Director for Security and Defence Policy, European External Action Service.
 The two sides conferred on ways to sustain a secure maritime environment conducive for inclusive growth and global
well being. They reviewed ongoing cooperation initiatives in the maritime domain and avenues of reinforcing
international and regional mechanisms for comprehensive maritime security.
 They explored avenues to strengthen their shared efforts in areas such as countering illicit maritime activities (IMA),
maritime law enforcement and capability building. They also discussed cooperation in enhancement of maritime
domain awareness (MDA) and looked forward to a forthcoming India-EU maritime engagement.
DELHI REGIONAL SECURITY DIALOGUE

 The Delhi Regional Security Dialogue on Afghanistan, hosted by India’s National


Security Adviser Ajit Doval in 2021, brought together security czars of Russia, Iran,
and the five Central Asian nations to brainstorm on the serious situation since the
Taliban’s takeover and find ways to stem instability from spilling across
Afghanistan’s borders.
 Delhi Dialogue highlighted that the meet “exceeded India’s expectations” by
generating “complete unanimity” of all eight attending countries on the way
forward in Afghanistan.
 The meeting was followed by a crucial statement penned by India and the seven
attending countries called as Delhi Declaration on Afghanistan, which calls against
use of Afghanistan’s territory for sheltering, training, planning, or financing any
terrorist acts. This concerns the security of all these countries that lie in the
Afghan neighbourhood.
INDIA-US STRATEGIC SECURITY DIALOGUE

 The two sides exchanged views on a wide range of global security and
nonproliferation challenges and reaffirmed their commitment to work together to
prevent the proliferation of weapons of mass destruction and their delivery
systems and to deny access to such weapons by terrorists and non-state actors .
 They committed to strengthen bilateral security and civil nuclear cooperation,
including the establishment of six U.S. nuclear power plants in India. The United
States reaffirmed its strong support of India's early membership in the Nuclear
Suppliers Group.
STRATEGIC PARTNERSHIP
1. India currently conducts bilateral relations on the level of “strategic partners” with the United States, Russia, China,
Japan, Indonesia, Australia, Vietnam, South Korea, Iran, ASEAN, Afghanistan and several others.
2. Strategic partnerships are commonly associated with defense or security related issues, but a survey of formal
strategic partnerships around the world reveal they can also be quite a hold-all, covering a wide range in bilateral
relations, from defense to education, health and agriculture, and quite commonly, economic relations, including trade,
investment and banking.”
