What is Metrology?

Metrology is defined by the

International Bureau of Weights and
Measures (BIPM) as:

“The science of measurement, embracing

both experiment and theoretical
determinations at any level of uncertainty
in any field of Science and Technology."
Why Metrology?

• Reliable measurements for equitable and fair trade

• Guarantee quality in production and support innovation
• Facilitate resource management and environmental
control
• Ensure effective enforcement of technical directives

• Generates over 10 Billion USD in added value to world

economy
• An important evaluation tool for health, security, and
quality of life
Key Concepts

Traceability

The term traceability is for example used

to refer to an unbroken chain of
measurements relating an instrument's
measurements to a known standard.
Traceability can be used to certify an
instrument's accuracy relative to a known
standard.
Key Concepts

Calibration

Establishing the relation between the

indication of a measuring instrument and
the value of a measurement standard.
Traceability is obtained through an
unbroken chain of calibrations.
Types of Metrology

• Scientific or fundamental metrology concerns the establishment

of measurement units, unit systems, the development of new
measurement methods, realisation of measurement standards and
the transfer of traceability from these standards to users in society.

• Applied or industrial metrology concerns the application of

measurement science to manufacturing and other processes and
their use in society, ensuring the suitability of measurement
instruments, their calibration and quality control of measurements.

• Legal metrology concerns regulatory requirements of

measurements and measuring instruments for the protection of
health, public safety, the environment, enabling taxation, protection
of consumers and fair trade.
International Metrology System

Turkey was one of the 17 original signatories

of the Meter Convention of May 20, 1875
for the establishment of uniformity and equivalences in
measurements for technical and commercial activities.

UME Mission
To establish, maintain,
and disseminate
national measurement
standards at the highest
metrological level, and
to ensure their
international
traceability, in line with
the country’s needs
through the
development of existing
and new measurement
technologies and
standards, for the
purpose of increasing
product quality,
reliability and
Vision

To become a center of
excellence and a leader
within the domain of
Metrology.
Role of UME

 To establish and maintain national measurement

reference standards in accordance with the definition of
basic and derivative SI Units

 To ensure the traceability of national measurement

reference standards to international standards

 To establish a national measurement system and provide

services to the laboratories within this system in terms of
calibration, training, consultancy and other mechanisms
Role of UME

 To contribute to research and development in the area

of measurement techniques, calibration and basic
metrology at an international level

 To increase the quality of production in Turkey by

providing the measurement infrastructure through the
national measurement system

 To represent Turkey at an international level in the field

of metrology
Main
Tasks
 Development and maintenance of an effective
metrological infrastructure as required for Turkey’s
accession to the European Union
 Participation in the conduct of international comparisons
to support international recognition of UME, and to
establish the traceability of national measurement
standards to international reference standards.
 Achievement of the highest level of equivalence of
national measurement reference standards with respect
to the implementation of the MRA
 Conduct research in the field of Fundamental Metrology
