DECLARATION BY GENERATING COMPANY

• The generating company shall certify that:


(i) The generating station meets the requirement of the CEA Technical Standards for
Construction, CEA Technical Standards for Connectivity, CEA Technical Standards for
Communication, Central Electricity Authority (Measures relating to Safety and Electricity
Supply) Regulations,2010 and these regulations, as applicable.
(ii) The main plant equipment and auxiliary systems including the drainage dewatering
system, primary and secondary cooling system, LP and HP air compressor and firefighting
system have been commissioned and are capable of full load operation of units on a
sustained basis.
(iii) Permanent electric supply systems including emergency supplies and all necessary
Instrumentations Control and Protection Systems and auto loops for full load operation
of the unit are put into service.
• These certificates shall be signed by the authorized signatory not below the rank
of CMD or CEO or MD of the generating company and shall be submitted to the
concerned RLDC and to the Member Secretary of the concerned RPC before the
declaration of COD.
Guidelines to be followed before COD of the Hydro Power Plant
As per CERC (Indian Electricity grid code) 2023,
DOCUMENTS AND TESTS PRIOR TO DECLARATION OF COMMERCIAL OPERATION:
The tests as specified in the following clauses shall be scheduled and carried out
in coordination with NLDC and the concerned RLDC by the generating company,
and relevant reports and other documents as specified shall be submitted to
NLDC and the concerned RLDC before a certificate of successful trial run is issued
to such a generating company or the transmission licensee, as the case may be.
All hydro generating stations having a capacity of more than 25 MW shall submit
documents confirming the enablement of automatic operation of the plant from
the appropriate load dispatch center by integrating the controls and tele-
metering features of their system into the automatic generation control in
accordance with the CEA Technical Standards for Construction and the CEA
Technical Standards for Connectivity
Guidelines to be followed before COD of the Hydro Power Plant
Documents and Tests Required for Hydro Generating Stations:
• The generating company shall submit Original Equipment Manufacturer (OEM)
documents for the turbine characteristics curve indicating the operating zone(s)
and forbidden zone(s).
• The following tests shall be performed considering the water availability and
head:
(i) Primary response through injecting a frequency test signal with a step change of ± 0.1 Hz
for various loadings within the operating zone.
(ii) Reactive power capability as per the generator capability curve considering
overexcitation and under-excitation limiter settings.
(iii) Black start capability, wherever feasible.
(iv) Operation in synchronous condenser mode wherever designed.
Guidelines to be followed before COD of the Hydro Power Plant
DRAWAL OF START UP POWER AND INJECTION OF INFIRM POWER:
• A unit of generating station that has been granted connectivity as Per GNA
Regulation shall be allowed to inter-change power with the grid during the
commissioning period, including testing and full load testing before the COD, after
obtaining prior permission of the concerned Regional Load Dispatch Centre.
• Drawal of start-up power shall not exceed 15 months prior to the expected date of
first synchronization and one year after the date of first synchronization
• Injection of infirm power shall not exceed one year from the date of first
synchronization.
• Drawal of start-up power shall be subject to payment of transmission charges as per
the Sharing Regulations;
• The charges for deviation for drawal of start up power or for injection of infirm
power shall be as per the DSM Regulations;
• Start-up power shall not be used by the generating station for construction activities;
DATA TO BE FURNISHED PRIOR TO NOTICE OF TRIAL RUN
• The following details, as applicable, shall be furnished by each regional entity
generating station to the concerned RLDC, RPC and the beneficiaries of the
generating station, wherever identified, prior to notice of trial run:
Trial Run
• The generating company proposing its generating station for trial run or repeat of trial run shall
give a notice of not less than seven (7) days to the concerned RLDC, and the beneficiaries of
the generating stations.
• The concerned RLDC shall allow commencement of the trial run from the requested date or in
the case of any system constraints, not later than seven (7) days from the proposed date of the
trial run. The trial run shall commence from the time and date as decided and informed by the
concerned RLDC
• TRIAL RUN OF GENERATING UNIT
• Trial Run of Hydro Generating Unit shall be carried out in accordance with the following
provisions :
• short interruption or load reduction shall be permissible with a corresponding increase in
duration of the test;
• cumulative interruption of more than four (4) hours shall call for a repeat of trial run;
• generating station is not able to demonstrate the MCR when sufficient water is available,
the generating company shall de-rate the capacity (or go for a repeat trial run) and such de-
rating shall be effective from COD.
TECHNICAL STANDARDS FOR CONSTRUCTION OF HYDRO-ELECTRIC
GENERATING STATIONS
• EOT Cranes:
(a) The Electric overhead travelling cranes shall comply with the requirements and
standards of latest versions of relevant Indian Standards or International
Electrotechnical Commission standards.
(b) (i) The crane capacity shall be kept as 5% more than the maximum weight to be
lifted inclusive of the weight of the lifting arrangements.
(ii) If the maximum weight to be lifted is more than 300 Tonnes, two cranes
each of equal capacity shall be deployed to lift the heaviest package in tandem
operation.
(c) provision of radio remote control shall be made for cranes having capacity 100
Tonnes and above.
(d) A monorail of adequate capacity can be provided for handling smaller packages,
equipment and subassemblies and shall have larger reach than main
Lease Agreement between THDC and PTCUL
The stamp and registration charges of this agreement shall be borne by PTCUL,
THDCIL will provide the supporting documents of applicable fees at chamoli for lease.
This agreement is exclusive for the construction of 400kv substation for onwards power
transmission of power generated from VPHEP, PTCUL shall bear all charges including
survey, designing and testing and also of operation and maintenance of 400KV
substation
PTCUL will try to develop and construct 400 KV substation before commissioning of
THDCIL project 1.e. VPHEP.
PTCUIL shall take the insurance of the structures/ equipments as per norms.
PTCUL shall be responsible for the safety and security of the sub-station. PTCUL shall
observe the standard safety and security norms.
It is agreed by the THDCIL. through lease deed agreement that the land is transferred
for construction of 400 KV Substation.
The authorized officials of THDCIL will have the right of entry on the subject land
during the term of lease.

The GNA Regulations will replace the CERC
(Grant of Connectivity, Long-term Access and
Medium-term Open Access in Inter-State
Transmission and related matters) Regulations,
2009 (CERC Regulations 2009).

removed unlike the connectivity regulation ,
2009
GNA will enable them to supply from any
point, as long as the quantum contracted for is
met.
General Network Access (GNA)
As Per Regulation 37.3 of the GNA Regulations 2022,
Where Long term Access has been granted on the existing system, the treatment of such Long
term Access and corresponding quantum of Connectivity shall be as under:
 (a) The entity shall have the option of, either
(i) to convert the Long term Access granted under the Connectivity Regulations, 2009 as GNA under these
Regulations, or (ii) to surrender such Long term Access.
 (b) Option under clause (a) of this Regulation shall be exercised by the entity within one month of coming
into effect of these Regulations, failing which such Long term Access granted under the Connectivity
Regulations, 2009 shall be considered as surrendered.
The entity exercises the option (i) of clause (a) of this Regulation to convert the Long term
Access granted under the Connectivity Regulations, 2009 as deemed GNA under these
Regulations, it shall furnish Conn-BG1 for Rs. 50 lakhs and ConnBG3 @ Rs. 2 lakh/MW
corresponding to such Long term Access quantum within two (2) months of exercising such
option.
On furnishing of Conn-BG1 and Conn-BG3, the Long term access shall be treated as GNA
deemed to have been granted under these regulations and the existing agreements between
the entity and the Nodal Agency shall be aligned with provisions of these regulations.
Application for Grant of Connectivity and GNA:
Applications for grant of Connectivity or grant of GNA, as the case may be, shall
be made online to the Nodal Agency and shall be digitally signed by the
Applicant.
Each application for grant of Connectivity shall be accompanied by an application
fee of Rs.5 lakh along with applicable taxes.
Eligibility for Connectivity to ISTS
Generating station(s), including REGS(s), with or without ESS, with an installed
capacity of 50 MW and above individually or with an aggregate installed capacity
of 50 MW
An Applicant, which is a generating station including REGS, shall apply for grant of
Connectivity to the Nodal Agency for the quantum equal to the installed capacity
of the generating station:
• An Applicant may apply for grant of Connectivity at (i) a terminal bay of an ISTS
sub-station already allocated to another Connectivity grantee or (ii) switchyard of
a generating station having Connectivity to ISTS, with an agreement duly signed
between the Applicant and the said Connectivity grantee or the generating
station having Connectivity to ISTS, as the case may be, for sharing the terminal
bay or the switchyard and the dedicated transmission lines
Connectivity Bank Guarantee:
• Connectivity Bank Guarantee shall be submitted by an Applicant in three parts,
Conn-BG1 amounting to Rs. 50 lakhs, and Conn-BG2 and Conn-BG3
• Conn-BG2 towards terminal bay(s) shall be furnished on the basis of number of
terminal bay(s) allocated as under:
Voltage level of allocated terminal bay Conn-BG2 (per terminal bay)

400KV Rs. 6 Cr

• Conn-BG3 @ Rs. 2 lakh/MW, for the existing ISTS, shall be furnished by the entity
Connectivity Agreement:
An entity which has been intimated the final grant of Connectivity, shall furnish
technical connection data, inter alia, generator data for fault studies, dynamic
simulation data, details of data and voice communication, to the Nodal Agency
Within 30 days of the intimation of connection details by the Nodal Agency,
Connectivity Agreement shall be signed between the Nodal Agency and the entity
which has been intimated final grant of Connectivity. On signing of the
Connectivity Agreement such entity shall become the Connectivity grantee.
The entity, may, for drawl of Start-up power or injection of infirm power, identify
elements in the ATS and seek COD of those elements prior to the Start date of
Connectivity as agreed in the Connectivity Agreement. A separate agreement
shall be signed between the Nodal Agency and the entity for the same covering
the commercial terms and conditions. Such entity shall be liable to pay
transmission charges as per Regulation 13 of the Sharing Regulations
As per CERC Indian Electricity Grid Code :
• After grant of connectivity and prior to the declaration of commercial operation,
the tests as specified under Chapter-5 of Indian Electricity grid code shall be
performed.
• Post completion of all physical arrangements of connectivity and necessary site
tests, the concerned user shall request the RLDC for permission of first time
energization in the specified format as per the procedure published by NLDC
• SLDC shall prepare procedure for first time energization of new or modified
power system elements to intra-State transmission system. In the absence of
such procedure of SLDC, the NLDC procedure shall apply for the elements of 220
kV and above (132 kV and above in case of North Eastern region).
