Requirement and expectation

Provision for opening of street & Railways for works related to


Electricity Network (Appropriate Govt / Local Authority's consent )

Every distribution licensee, shall, on an application by the owner or


occupier of any premises, give supply of electricity to such premises,
within one month after receipt of the application requiring such supply :
Provided that where such supply requires extension of distribution
mains, or commissioning of new sub-stations, the distribution licensee
shall supply the electricity to such premises immediately after such
extension or commissioning or within such period as may be specified
by the Appropriate 26 commissioning or within such period as may be
specified by the Appropriate Commission. Provided further that in case
of a village or hamlet or area wherein no provision for supply of
electricity exists, the Appropriate Commission may extend the said
period as it may consider necessary for electrification of such village
area.

Provisions relating to safety and electricity supply

Standard of performance of licensee.

Rule : Central Electricity Authority ( Measures Relating to Safety and Electric supply) Regulations, 2010
Requirement and expectation

Designate person(s) to operate and carry out the work on electrical


lines and apparatus.

Ensure:
1) all electric supply lines, wires, fittings and apparatus which are on a
consumer's premises, are in a safe-condition and fit for supplying
electricity.

Earthed terminal on consumer premises

Affix a danger notice permanently in a conspicuous position in Hindi or


English and the local language with a sign of skull and bones of a design
as per IS-2551 on-

(a) every motor, generator, transformer and other electrical plant and
equipment together with apparatus used for controlling or regulating
the same;
(b) all supports of overhead lines of voltage exceeding 650 V which can
be easily climbed upon without the aid of ladder or special appliances;
(c) luminous tube sign requiring supply, X-ray and similar high frequency
installations of voltage exceeding 650 V but not exceeding 33 kV

Follow the prescribed safety precautions

Street Boxes shall not contain gas pipe, and precaution shall be taken to
prevent, as far as reasonably possible, any influx, of water or gas.
Where an installation is already connected to the supply system o the
supplier or trader, every such installation shall be periodically inspected
and tested at interval not exceeding five years by Electrical Inspector or
by the supplier as many be directed by State Government in this behalf
or in the case of installations belonging to or under the control of
Central Government, And in the case of Installation in mines, oil fields
and railways, by the Central Government.

Ensure to test the installation himself or accept test results submitted


by consumer before connecting or reconnecting the supply.
Serve on the applicant a notice in writing, where the installation is likely
to be dangerous, requiring consumer to make such modifications as are
necessary to render the installation safe and shall refuse to connect or
reconnect the supply until the required modifications have been
completed.

Provision for supply and use of electricity in multi-storeyed building


more than 15 mtrs height

Make an application to the Electrical Inspector for permission to


commence or recommence supply after an installation has been
disconnected for six months and above at voltage exceeding 650 V to
any person.

Interlocks and protection for use of electricity at voltage level exceeding

Requirement and expectation

All licensees, generating companies and person(s) mentioned below,


but not limited to, shall furnish to the Authority such statistics, returns
or other information relating to generation, transmission, distribution,
trading and utilization of electricity at such times and in such form and
manner (Formats)as specified under these regulations.

Rule : Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006. and its all

Requirement and expectation

All interface meters, consumer meters and energy accounting and audit
meters shall be of static type.
The consumer meter shall be installed by the licensee either at
consumer premises or outside the consumer premises: Provided that
where the licensee installs the meter outside the premises of the
consumer, then the licensee shall provide real time display unit at the
consumer premises for his information to indicate the electricity
consumed by the consumer: Provided further that for the billing
purpose, reading of consumer meter and not the display unit shall be
taken into account.

Every meter shall meet the requirement of accuracy class as specified in


the standards given in the Schedule.

Installation of meters
(1) Generating company or licensee, as the case may be, shall examine,
test and regulate all meters before installation and only correct meters
shall be installed.
(2) The meter shall be installed at locations, which are easily accessible
for installation, testing, commissioning, reading, recording and
maintenance. The place of installation of meter shall be such that
minimum inconvenience and disruptions are caused to the site owners
and the concerned organizations.

The operation, testing and maintenance of all types of meters shall be


carried out by the generating company or the licensee, as the case may
be.

Sealing of meters
(1) Sealing Arrangements
(a) All meters shall be sealed by the manufacturer at its works. In
addition to the seal provided by the manufacturer at its works, the
sealing of all meters shall be done as follows at various sealing points as
per the standards given in the Schedule:
Sealing of interface meters, shall also be done by both the supplier and
the buyer.
(ii) Sealing of consumer meters shall be done by the licensee.
(2)The consumer shall, as far as circumstances permit, take precautions
for the safety of the consumer meter installed in his premises belonging
to the licensee.
(3) Licensee shall be responsible for the safety of the consumer meter
located outside the premises of the consumer and the consumer shall
be responsible for the safety of the real time display unit installed by
the licensee in consumer premises.

(a) It shall be the responsibility of the licensee to record the metered


data, maintain database of all the information associated with the
consumer meters and verify the correctness of metered data.
(b) The licensee shall maintain accounts for the electricity consumption
and other electrical quantities of its consumers.
(c) Brief history, date of installation and details of testing, calibration
and replacement of meters shall be maintained by the licensee.

In case the consumer reports to the licensee about consumer meter


readings not commensurate with his consumption of electricity,
stoppage of meter, damage to the seal, burning or damage of the
meter, the licensee shall take necessary steps as per the procedures
given in the Electricity Supply Code of the Appropriate Commission read
with the notified conditions of supply of electricity.
The testing of consumer meters shall be done at site at least once in five
years. The licensee may instead of testing the meter at site can remove
the meter and replace the same by a tested meter duly tested in an
accredited test laboratory. In addition, meters installed in the circuit
shall be tested if study of consumption pattern changes drastically from
the similar months or season of the previous years or if there is
consumer’s complaint pertaining to a meter. The standard reference
meter of better accuracy class than the meter under test shall be used
for site testing of consumer meters up to 650 volts. The testing for
consumers meters above 650 volts should cover the entire metering
system including CTs, VTs. Testing may be carried out through NABL
accredited mobile laboratory using secondary injection kit, measuring
unit and phantom loading or at any accredited test laboratory and
recalibrated if required at manufacturer’s works.

Requirement and expectation

Supply power at a frequency of 50Hz and at a permissible voltage


variation.

The licensee shall, at the time of receipt of application form, stipulate a


date for inspection of applicant's premises in mutual consultation with
the applicant, under written acknowledgment. -The date of inspection
must be scheduled within 7 working days in Class-I cities and urban
areas and l0 working days in rural areas from the date of receipt of
application form. If the applicant wishes, he can get the inspection
scheduled on a non-working day for the licensee (i.e. Sunday, gazetted
holidays etc.) on payment of inspection fee of Rs. 500.
Obtain the necessary way leaves and permissions for laying down the
service lines for the supply of power.

The Distribution Licensee will not provide more than one connection for
one premise or it adjoining/contiguous premises belonging to same
owner if these are not separated by a public road or by private premises
-

If the licensee is of the opinion that provision of supply requires


installation of a distribution transformer within the applicant's
premises. the applicant shall make available to the licensee a suitable
room or portion of land within his premises for installation of the
distribution transformer.

The overall timeline for releasing new electricity connection, from the
date of receipt of application, shall be as per GERC (Standard of
perfpormance of Distribution Licensee) Regulations, 2005 and
amendments thereof.

In case the applicant had opted to get the extension work done himself
and/or the applicants installation in the premise where the supply has
been demanded is completed in all respect and tested by the
supervisor, holding a certificate of competency issued or recognized by
the Government, the applicant should sign and submit to the
Distribution Licensee, completion and test report of the installation
along with necessary test report charges specified in GERC (Licensee's
Power to recover Expenditure incurred in providing electricity and other
Miscellaneous Charges) Regulations, 2005, as amended from time to
time, the licensee shall on receipt of the test report stipulate a date for
testing the consumer installation through mutual consultation, under
written acknowledgment. The date of testing must by scheduled within
7 working days in Class-l cities and urban Areas and l0 working days in
Rural areas form the date of receipt of such information:
The applicant or his authorised representative shall be present during
testing along with licensed Electrical Contractor or his authorised
representative who had under taken the installation. If the consumer
installation is found satisfactory the licensee shall arrange to install the
meter and accessories and seal the meter, meter box, and accessories
in the presence of consumer and provide electricity supply with in 2
working days or the date of testing.

The applicant shall apply for temporary supply in the format prescribed
in Annexure I or II (as applicable) to this Code along with the documents
prescribed in clauses 4.15 - 4.20 of this Code as
well as a No Objection Certificate (NOC) from the local authority if the
supply is required at a place owned by the local authority:

During the inspection, the licensee shall examine the technical


feasibility of the connection applied for. If the connection is not found
technically feasible, the licensee shall inform the applicant in writing
within 3 working days for LT and l5 working days for HT/EHT
connections after receipt of application form, giving reason(s) for the
same.
However, no connection up to 10 kW shall be rejected on technical
grounds.

After the period of temporary supply is over and supply has been
disconnected, the licensee shall prepare the final bill on the basis of
actual consumption. Deposit amount after adjusting unpaid dues, and
after deducting material (meter, transformer, isolator etc.) charges at
the rate of l% every month and actual cost incurred for erection and
dismantling charges, which shall not be more than 100% of the material
cost, shall be refunded by the licensee. Refund of these securities shall
be made within
60 days from the date of disconnection, failing which the licensee shall
be liable to pay interest at a rate equivalent to the late payment
surcharge.
The consumer shall provicle space of requisite dimensions and at
convenient location as mutually agreed between the consumer and the
licensee. free of charge, for erection / installation of that part
of service line that falls within his premises, transformers, switch gear,
meter and all other apparatus up to the point of commencement of
supply. The whole of service line and other apparatus shall be deemed
to be the property of the licensee and shall remain under his control.

Provide suitable meter including Current Transformers and Potential


Transformers, Circuit Breaker or Air Break Switch (Isolator) or High
Voltage Fuse or other suitable device as the case may be, in case of HT /
EHT consumers.

No installation shall be serviced without a meter. All meters should


conform to the requirements as laid down in the CEA (Installation &
Operation of Meters) Regulations,2006 and amendments thereof,
issued under section 55 of the Act.

For LT loads Linked Switch with fuse or Miniature Circuit Breakers


(MCBs)/ ELCB/ Cut Out and for HT/ EHT loads Linked Switch with fuse
or Circuit Breakers (CBs) in accordance with Clause 35 of CEA (Measures
relating to Safety and Electric Supply) regulations, 2010 and
amendments thereof, of appropriate rating as well as specifications
shall be installed by the consumer.

Retain one copy signed by the consumer regarding the intimation of all
seals affixed on the meter and metering Apparatus.
Retain one copy signed by the consumer regarding the information any
abnormalities or irregularities in meter or meter seals or cut outs.
It shall be the licensee's responsibility to satisfy itself regarding the
accuracy of the meter before it is installed and the licensee may test
them for this purpose. The licensee shall conduct periodical
inspection/testing and calibration of the meters as specified by the CEA
(Installation & Operation of Meters) Regulations, 2006 and all
subsequent amendments. The licensee shall give the accuracy report of
the meter by the laboratory to the consumer and also give periodical
inspection and testing and calibration report of the meter to the
consumer.

The licensee shall inspect and check the correctness of 'the meter
within time period specified in GERC (Standard of Performance of
Distribution Licensee) Regulations,2005. as amended from time to time.

The licensee shall dispatch the test report to the consumer, to be


received under acknowledgment, within 2 working days of the date of
testing. In case of faulty meter, rectification for a maximum period of six
months or from the date of last testing, whichever is shorter, on the
basis of the test report, shall be adjusted in the subsequent bill.

If, as a result of testing it is established that the meter became


defective/burnt due to technical reasons viz. voltage fluctuation,
transients etc. attributable to the licensee, the cost of the meter shall
be borne by the licensee.
Furnish advance notice wherever possible during failure and
interruption of supply to cause minimum inconvenience to the
consumer.

The total harmonic distortion for voltage at the connection point shall
not exceed 5% with no individual harmonic higher than 3% and the total
harmonic distortion for current drawn from the transmission system at
the connection point shall not exceed 8%.

Requirement and expectation


In case of applications for Low Tension supply, where such supply
requires only laying the service line from the existing distributing main
to the consumer’s premises, the Distribution licensee shall estimate the
cost of service line and the cost of terminal and metering arrangements
at the premises of the consumer, but not including the cost of meter.
The estimate of the cost of electric line, electrical plants and metering
arrangements shall be based on the latest cost data as published by the
Distribution Licensee.
In respect of above consumers the Distribution Licensee may dispense
with the process of preparation of detailed individual estimate and
instead charge on the basis of per KW of contracted load and per Meter
rate. Although, it will not prepare individual estimate, the Distribution
Licensee shall maintain the cost incurred in respect of such categories of
the consumers who are provided with electricity only through extension
of service line (with out undertaking any of the work like DTR or laying
of HT line). The average cost incurred (according to the latest cost data
as published by the Distribution Licensee) shall be used as the yard
stick for determining the per kW cost of these categories of consumers.

Ensure to estimate the cost in cases of applications for:


a). erecting new electrical plant/sub-station; and
b). Augmenting the capacity of the existing electrical plant/sub-station;
c). laying or extension of the HT line; in the manner mentioned in the
log sheet "Estimated Cost"

In case of HT, and in co-ordination with transmission licensee in


case of EHT, ensure to prepare an estimate of the cost of the
aforementioned work including the cost of terminal and metering
arrangements at the premises of the consumer, but not including the
cost of meter.

Prepare a cost data book covering broad specifications of various items


and materials as well as man-hours of various categories of labour
needed for providing any electric line or electrical plant used for the
purpose of giving supply of electricity based on the actual cost data of
the financial year immediately preceding the year in which the estimate
is to be prepared.

Requirement and expectation

The records of all the fatal electrocution accidents shall be maintained


along with the investigation report of the Chief Electrical Inspector (CEI).
A copy of the action taken report with regard to the procedure
prescribed by the CEI for safety measure for avoiding recurrence of such
accidents shall be submitted to the Commission.

The licensee shall attend to complaints of interruption in Power


Supply(No-Power Complaints) on account of any reason including
blowing of HT/Dropout (DO) /LT fuse at consumer premises or of
distribution transformer/ Miniature Circuit Breaker (MCB) trouble or
due to loose connections/disconnection at meter, MCB or service line,
and shall restore power supply, if not due to line fault or distribution
and/or power transformer(s) failure, within 6 hours for an HT/DO fuse
fault and 4 hours for all other faults as specified in these Regulations of
receiving the complaint in all urban areas and within 24 hours in rural
areas. The licensee shall maintain as far as possible uninterrupted
supply of power to Railways and in case of any disruption, restore the
supply on top priority.
Complaints at consumer premises will be attended normally between 8
a.m. to 8 p.m. Individual complaints of consumers received during night
time (8 p.m. to 8 a.m.) shall be attended to within relevant working
hours specified of the next day in urban areas and by next day in rural
areas. However in case of essential services like water supply, public
and large hospitals and other important government services, the
complaint shall be
attended immediately, round the clock. Further in respect of other
consumers, the licensee shall make utmost efforts to restore power
supply at the earliest even when a complaint received after 8 PM.

After receiving the complaint, it's should be identified in one hour for
further investigation
In case of routine line fault, the licensee shall restore the power supply
to the consumer within 8 working hours of receiving the complaint
/information in urban areas and within 24 hours of receiving the
complaint /information in rural areas.

In case of snapping of HT wire, the licensee shall de-energise the line in


case it is not de-energised automatically, immediately on receipt of the
information and restore the power supply to the consumer within 8
working hours of receiving the complaint /information in urban areas,
within 24 hours of receiving the complaint /information in rural areas
and in case of inaccessible or remote area within 48 hours of the
receiving complaint/information

In case of falling of trees on HT overhead lines (without breaking of


poles), the licensee shall de-energise the line in case it is not de-
energised automatically, immediately on receipt of the information and
restore the power supply to the consumer within 10 working hours of
receiving the complaint /information in urban areas and within 24 hours
of receiving the complaint /information in rural areas. In case of
conductor breakdown, the line shall be restored within 12 hours of
receiving the complaint /information in urban areas and within 24 hours
of receiving the complaint /information in rural areas. In case of
breakage of poles the restoration should be done within 24 and 48
hours respectively in towns and rural areas.

In case of fire due to short circuit of LT lines, the licensee shall restore
the power supply to the consumer within 6 working hours on control of
fire after isolation in urban areas and within 30 hours of receiving the
complaint /information in rural areas.

In case of failure of distribution transformer (i.e.11/0.4 KV or 22/0.4 KV


as applicable ) the licensee shall effect replacement of transformer and
restore power supply within 1 day of receiving the complaint/
information in urban areas and within 3 days of receiving the
complaint/ information in rural areas. However for the consumers
covered by single transformer supplying to single consumer having
outstanding overdues, the time limits shall be counted from the date of
settlement of such dues
In case of failure of service main, both over head and under ground, the
licensee shall restore power supply within 24 hours through temporary
arrangement of receiving the complaint/ information in urban areas. In
case of rural area, the electricity shall be restored within 48 hours of
receiving the complaint/ information. The licensee shall rectify the
underground cable within 3 days of receiving the complaint/
information. The time limits are applicable from the receipt of
permission from the competent authority for road opening etc. for
underground cables.

The anticipated period of interruption due to scheduled outage shall be


notified well in advance (a minimum of 48 hours in advance) by public
notice through local newspapers or local radio/TV stations, etc. and as
far as possible shall not exceed 10 hours in a day.

The licensee shall ensure that supply is normally restored `by 6 p.m. The
supply to essential services shall be maintained through prior
consultation with providers of such services.

The licensee shall attend to consumer complaints in respect of the


following conditions within the time specified here below.
(a) Neutral voltage exceeding 2% of the supply voltage.
(b) Voltage variation
(c) Harmonics
The complaint of neutral voltage should be attended to immediately as
it can endanger life.

Maintain the voltages at the point of commencement of supply to a


consumer within the limits stipulated hereunder, with reference to
declared voltage:
a). In the case of Low Voltage - +6% and -6%;
b). In the case of High Voltage - +6% and -9%; and,
c). In the case of Extra High Voltage - +10% and -12.5%.
Measure and maintain records of the harmonic currents drawn by
various consumers.

Regularly attend any complaints regarding meter/metering system


within time limits prescribed in "Complaint on Metering System"

Release new electric connection within the time limits as prescribed in


"Release of new connection"

Provide temporary supply of electricity to consumers who may require


the services for purposes like construction of residential houses,
illumination during festivals, etc., within the time period specified
below:
a). up to 10 kVA – 5 days
b). up to 25 kVA – 10 days
c). up to 50 kVA – 20 days
d). Over and above 50 kVA – 30 days
Follow the below-mentioned time schedule for shifting the service
connection in the existing premises or for deviation for the existing lines
upon request of the consumers from the date of payment:
a). Shifting of meter / service - 7days.
b). Shifting of LT / HT lines - 20 days.

c). Shifting of Transformer structures - 30 days.

Requirement and expectation

TECHNICAL AND DESIGN CRITERIA

The Licensee and the Consumers shall be responsible for the provision
and maintenance of clear, unambiguous signs and labels indicating the
numbering and / or name of the equipment / apparatus and circuit at
the substations and connection sites. The equipment installed shall
conform its relevant I.S specification and the ratings and salient
specification shall be maintained on the equipment’s nameplate. No
electrical equipment shall be used without its manufacturers nameplate
permanently affixed to it. In the event of such discrepancies observed,
the same
shall be treated as per pertinent section of Electricity Act, 2003.

Planned outages of Power System for the duration as specified in


Standard of Performance for Licensee for maintenance purposes shall
be intimated to the public through media including publishing in at least
two largely circulated Newspapers (one in English and one in Gujarati)
of that area, two days in advance.
Interruptions to power supply in any part of the Distribution System
lasting for the period as specified in Standard of Performance for
Licensee due to breakdown in any part of the Distribution System may
be termed as a Distribution System Failure. (b) The Distribution Licensee
shall evolve a restoration process for such a
Distribution System Failure.

MONITORING AND CONTROL OF VOLTAGE, FREQUENCY AND


POWER FACTOR

The metering for 230 V single-phase supply shall be provided on a


suitable board, located in such a place protected from sun and rain and
shall be in a convenient position for taking readings. The terminals of
the meter shall be made tamper-proof and sealed. For 400 Volts three
phase supply, the meters and associated metering equipment including
connections shall be enclosed in a suitable tamper-proof box.
The tamper-proof box shall be of sufficient strength and design with
locking and sealing devices and shall have adequate provision for heat
dissipation with the required electrical clearances. The design shall
permit readings to be taken without access to the meter or its
connections.

Requirement and expectation

Ensure to carry out assessment of potential


DSM in their license area one year before the start of every MYT Control
Period.

Constitute a DSM Cell within one month of


notification of these regulations. The cell shall comprise of the Staff as
under;
 a)One officer not below the rank of Superintending Engineer
 b)Two Officers not below the rank of Deputy Engineer
c) Five officers not below the rank of Junior Engineer.
d) Three members of clerical staff.
Ensure that the following responsibilities are complied by DSM Cell:
i. Load Research and development of baseline data
ii. Formulation of DSM Plan
iii. Design and development of DSM projects including cost benefit
analysis, plans for implementation, monitoring and reporting and for
measurement and verification
iv. Seeking necessary approvals to DSM Plan and individual programmes
v. Implementation of DSM programmes
vi. Any other additional function that may be assigned by the
Commission from
time to time

Ensure to comply with the following compliances:-


1).Undertake load research to identify the target consumer
segment/s and end uses for DSM programmes to build the necessary
database. 2).Undertake market research to
estimate market potential for specific energy efficiency technologies
and applications, establish key
performance indicators, and determine existing baseline market
conditions
3). Develop baseline data for its area of supply On the basis of the
results of load and market research.
4).Design, develop and implement the initial DSM programmes on the
basis of available data and studies completed by Bureau till the
complete baseline data is available for its area of supply and
establishment of base
line data shall not be a pre-requisite for design of such initial DSM
programmes by
the Distribution Licensees.
Ensure to formulate and submit to the Commission a perspective
DSM Plan covering period of the control period, within one year of
notification of these regulations. The Plan shall include,
i. An overall goal for DSM Plan
ii. Description of DSM programmes to form a part of DSM Plan
iii. Implementation Process and schedule of each programme in the
plan as a whole
iv. Plan for Monitoring and Reporting
v. Indicative cost effectiveness assessment of programmes.
Ensure that the first DSM Plan is prepared within one
year of the date of these Regulations and shall be for the period till the
end of on-going MYT Control Period.

Submit the DSM Plan before 6 months of the filing of MYT Petition.

1).Ensure each DSM programme is included in the DSM Plan, a detailed


description to be
provided in a separate Programme Document.
2). Ensure to carry out cost benefit analysis for each DSM programme
as per the
guidelines (guidelines to be checked) issued by the Commission on Cost
effectiveness from time to time.
1).Ensure to obtain approval of the Commission prior to implementing
any DSM programme. 2).Ensure that each
Programme Document shall includes the following:
i. Description of the programme;
ii. Objectives and rationale for the programme;
iii. Consumer segments and estimated level of participation;
iv. Estimate of baseline;
v. Assessment of programme in line with Cost Effectiveness Guidelines
issued by
the Commission
vi. Mechanism for recovery of cost and performance incentives;
vii. Marketing, delivery strategy and Implementation schedule;
viii. Implementation mechanism e.g. Energy Service Companies, Bidding
for DSM
Projects, DSM Resource Acquisition, etc.
ix. Monitoring and evaluation plan;
x. Plan for Training/Seminars/Workshops to increase consumer
awareness

1).Ensure to undertake implementation of DSM programmes in line


with the guidelines issued by the Commission from time to time
2).Ensure to undertake implementation of quick gain DSM
programmes.
3). Ensure to carry out implementation of activities assigned to it either
by itself or through appropriate independent entity
While doing so, assure that continuity and
consistency are maintained and interest of the consumers is not
compromised.

Ensure to prepare plan and undertake monitoring and reporting of


DSM programmes as per Guidelines on Monitoring and Reporting issued
by Commission from time to time or as approved by the Commission
while approving
the DSM programme.

Ensure to submit the reports on progress of DSM Plan and expenses


incurred on implementation of DSM Plan every six months

at a particular distribution transformer shall not exceed capacity of the
distribution transformer
