service of Barangay Health Workers Ordinance No. 64-2015- An ordinance establishing the guideline in the hiring and terminating of Barangay Health Workers (BHWs) in the City of Valencia, Bukidnon, providing their honoraria, appropriating funds and for other purposes. Qualifications of Barangay Health Worker (BHW) 1.) DOH basic training course for BHWs conducted by accredited government agency or NGO 2.) Must be at least 18 years old and not more than 40 years old at the time of appointment 3.) Rendered voluntary primary health care services for at least 6 months to 1 year in the community prior to appointment 4.) Completed at least secondary education 5.) Must be physically and mentally fit certified by a government physician 6.) Permanent resident of barangay as certified by Punong Barangay Local Health Board (LHB)- refers to body created with functions enumerated therein as well as the determining body on matters pertaining to the benefits and incentives of the BHWs and/or any issues and concerns
Registration and Accreditation Committee (RAC)
DUTIES AND RESPONSIBILITIES OF BARANGAY HEALTH WORKER (BHW) a. Maintains regular communication with community leaders and professional health workers; b. Provides linkage between the community and local health agencies; c. Assists the community to develop a health plan and to take action to promote their health and wellbeing; d. Facilitates the community members to identify and respond to their community health problems; e. Keep records of work/program of activities on health; f. Develops appropriate knowledge and skills among community members to promote their participation in local health initiatives; DUTIES AND RESPONSIBILITIES OF BARANGAY HEALTH WORKER (BHW) g. Conducts health classes and /or household teachings; h. Updates knowledge of communities on relevant health issues; i. Distributes appropriate information, education and communication materials; j. Provides primary health care services; k. Refers patients with complication and those suspected to have communicable disease to appropriate health center or hospital; I. Monitors health status of household members under his/her area of service coverage; DUTIES AND RESPONSIBILITIES OF BARANGAY HEALTH WORKER (BHW) m. Keeps records of health activities in the community and health stations; n. Ensures proper maintenance of the health station and safe custody of its equipments, medical supplies and health records. 0. Provides basic nutrition services to the extent possible and refers families with malnourished children to other services; and p. Prepares and submits accomplishment reports. REGISTRATION OF BARANGAY HEALTH WORKER (BHW) a. A duly accomplished registration form; b. Birth certificate or any official document in support of the declared age; c. Certificate of completion of the BHW Basic Training Course; d. Certificate from the Rural Health Midwife or from a duly authorized representative of an NGO and the President of the BHW Association about the applicants' service record stating that he/she has personal knowledge about the BHW having rendered voluntary primary health care services in his/her barangay for at least Six (6) months to One (1) year immediately preceding the date of the filing of the application for registration; e. Medical certificate duly signed by a government physician; and f. Barangay Chairman's certificate attesting to the BHW's residence in the barangay being served. Annual Registration For the renewal of registration, the following documents must be submitted: 1. Duly accomplished form for renewal of registration; and 2. Certificate of service record for the year prior to the renewal of registration as certified by the City Health Officer or NGO representative and head of BHW Association. ACCREDITATION OF BARANGAY HEALTH WORKER (BHW) Qualifications for BHW Accreditation. In order to qualify for Accreditation, the applicant must: 1. Be registered with the RAC; and 2. Have actively rendered voluntary primary health care services in his/her locality for at least three (3) years immediately prior to the filing of application for accreditation. GROUNDS FOR TERMINATION OF APPOINTMENT A. Serious misconduct or wilful disobedience of the lawful orders in connection with his/her work; B. Gross and habitual neglect of his/her duties; C. Fraud or willful breach of the trust reposed in him/her by duly authorized representative; D. Conviction of a crime or offense in the society; E. BHWs openly campaigning for any political candidate or political group in any local or national elections.
