Introduction:

 Education:
The process of giving and receiving systematic instructions especially
at schools and universities.
 Education Sector:
Establishments that provide instruction and training in a wide variety
of subjects.
 Education Sector Reform:
Education reform is the name given to the goal of changing public
education.
Objectives Of Education Sector Reform:

 Make primary education and adult literacy more widespread.


 Popularize Madarsas to encourage employment opportunities for
their graduates.
 Improvement in quality of education at all levels through better
teachers.
 Upgrade training options, curriculum, textbook and competency
based examination system.
Objectives Of Education Sector Reform:

 Introduce area specific education at secondary level with


innovative approaches for students’ counseling.
 Encourage district education authorities to improve education
standard.
 Promote Public Private-Partnerships.
 Encourage General Education.
Education Sector Reform 2005-2010:

 Originated from the policy of 1998-2010 and focuses on


development of human resources.
 Major thrust areas of ESR are as follows:
1) Free and universal primary education.
2) Free textbooks.

4) Improving all aspects in quality education.
5) Introduction of new educational curricula.
6) Offering incentives for private sector.
7) Introduction of computer course at all levels.

Constitution Of Islamic Republic Of
Pakistan:

“The State shall remove illiteracy and
provide free and compulsory secondary
education within minimum possible period.”
Education System Of Pakistan:

 EFA – Education for all – a global movement by UNESCO started


in 2000
 Pakistan - part of this treaty
 Pakistan - lagging behind in achieving EFA goal
 Education system of Pakistan is in bad condition
 Allocation for education is inadequate
Education System Of Pakistan:

 Allocation amount is not spent because of corruption

position in education

Problems In Education System Of
Pakistan:

 Gender discrimination:
Leads to low participation of girls in education.
 Lack of technical education:
Due to craze for white collar jobs in people of Pakistan, our general route of
education cannot cope with the demand.
 Low allocation:
Not sufficient to fulfill the growing needs of population and involvement of
modern technology in the education system. Low salaries, high taxation are also
hindering the growth of this sector.

 Poverty:
1. In tribal areas
2. Curse for average income group
3. Poor parents cannot afford education of their children
 Social imbalance:
1. Elite class students follow O & A levels curriculum. They have no awareness of
their religion and culture.
2. Urdu medium students have to work in lower level positions. They are unaware of
outside world.
 Education as business:
Education being pursued by some people as an industry with the intention of making
money.
Problems In Education System Of
Pakistan:

 Outdated curriculum:
Not motivating learners for practical research and development, scientific knowledge
and reflective observation.
 Inefficient teachers:
Teaching is lowest among the jobs. Teachers get lesser incentives and slow
promotions. Teachers are not well groomed and equipped with knowledge and training.
 Corruption:
Causes educational policies, plans and projects to fail. There is no accountability and
transparency in the system.

 Mismanagement of system:
Teacher absenteeism, poor professional training, absurd teaching methods are the
reasons for poor educational system.
 Private school system:
Tend to enroll more students. Are growing rapidly that is why people lack trust in
public sector. Heavy fees which is out of reach of general class.
 Infrastructure problems:
Educational institutes do not have basic facilities such as electricity, water, boundary
walls, tables, chairs and blackboards.

 Increase in population:
1. Lack of education
2. Male birth desire
3. Early age marriages
 Lack of educational policies:
National educational policies have been made since 1947. Policies remain on
paperwork and lack implementation. They failed because of weak planning.
Recommendations:

 Hiring highly qualified teachers


 Payment of handsome salary to teachers
 Training of teachers
 Free and compulsory primary education
 Balance in education standard
 Scholarships and support by government
Recommendations:

 Ground reason for many social problems
Literacy Rate:

 Divided into three regions i.e. in cities, villages and tribal areas
 High in Lahore, Islamabad and Karachi – almost 75%
 Low in tribal areas – almost 9% because females are not allowed to
attend school
Reasons For Low Literacy Rate:

 Poverty
 Lack of awareness
 Gender discrimination
 Government’s mismanagement
 Population growth
