1The idea that the brain can be made tofunction at a more efficient and directedlevel has been the subject of research byscientists, mystics, health practitionersand others for as long as mankind hascontemplated such matters. In the lastdecade, advances in the science of the brainhave begun to yield significant results. Theresults of the research are startling,challenging and, if misused, will befrightening. The certainty to be expectedfrom the research is that it will continueto proceed.The idea that people can be impacted byexternal signal generators which create, forexample, pulsed electromagnetic fields,pulsed light and pulsed sound signals is notnew. The following information demonstratessome of the possibilities and gives hints ofthe potentials of the technology. On thepositive side, researchers in the field oflight and sound are making huge progress ina number of areas, including working withlearning disabilities, attention deficitdisorders, stroke recovery, acceleratedlearning, drug/alcohol addiction andenhanced human performance. individuals the possibility of influencingspecific conditions in the mind and bodyotherwise thought beyond our direct control.The military and others interested in suchthings have also focused a large amount ofresearch into this area for the purpose ofenhancing the performance of soldiers whiledegrading the performance of adversaries.What is known is that great strides in thearea of behaviour control are now possiblewith systems developed and under developmentby most sophisticated countries on theplanet. These new technologies represent amuch different approach to warfare which ourgovernment is describing as part of the"Revolution in Military Affairs". Whilethese new technologies offer much formilitary planners, they offer even more tocitizens generally. Their potential use inmilitary applications and "peacekeeping"creates the need for open debate of this newrealm of intelligence-gathering,manipulation and warfare. The most basicethical questions regarding use of thesetechnologies have not been adequatelyaddressed.At the same time that defence andintelligence-gathering capabilities arebeing sought, independent researchers arefully engaged in seeking positive uses forthe technology.
