Moved by Councillor Fox,

Seconded by Councillor Ward,
That Council adopt the Agenda of the March 3, 2009 Special Meeting of Council for
Budget purposes.

B. REPORTS

1. Standing Committee of Council Finance Committee

Moved by Councillor Green,

Seconded by Councillor Bateman,
That Council receive the recommendations of the Standing Committee of Council
Finance Committee and go through the Budget process and that the Standing
Committee Report be posted on the Township’s website.
CARRIED

C. PRESENTATIONS

1. 2009 Budget and Long Term Financial Plan

H.Tsikayi made a presentation regarding the 2009 Budget and Long Term Financial
Plan.

The summary of the presentation included:

• Total Budget Summary 2009 - 2011
• Major Cost Drivers 2009 - 2011
• Contribution to Capital
• 2009 Tax Increases Comparison
• Household Charges Comparison
• Property Tax Burden Index
• Budget Summaries by Utility / Function
• Reserves & Surpluses
• Next Steps

H.Tsikayi noted that a lot more work remains to be done. The next steps are to
present to Council direction on priorities for service delivery and capital programs
along with revenue enhancements for each fund. Staff will then work with Council to
prepare a Draft Financial Plan and present the document for public consultation.
The results of the public consultation would be summarized and presented to
Council for approval and the final adoption date is approximately May 14, 2009.

M. Bakken reported that the next scheduled session is on March 10 and 11, 2009.

Councillor Bateman left the meeting at 5:14 p.m.
