The arrival of Air Pacifics new A330200 Airbus will enable Fiji to expand and sustain its connections to countries with a high number of out-bound tourists, says President Ratu Epeli Nailatikau. Speaking during the arrival of the Airbus at the Nadi International Airport, Ratu Epeli said the new planes will also open our economy to new and emerging markets like China, India and the greater Asian region, and perhaps even in Europe. The new planes and the expanded routes will contribute greatly to growing Fijis economy and its proud tradition of hospitality and tourism, he said. On the whole, Fijis tourist arrivals, including those from our traditional sources in Australia, New Zealand and America continue to reach unprecedented levels. I have no doubt that the new aircrafts will translate into even more arrivals, in the same way that they will help create more jobs and contribute significantly to sustaining our tourism industry as Fijis top foreign exchange and revenue earner. He said the new planes will also enable Fiji to increase our export opportunities to new markets and it is important for all Fijians to note that with these expanded opportunities comes greater responsibility for all. Our collective responsibility is to develop our country into one of the best tourist destinations in the world. We need to ensure that we provide unparalleled hospitality in an equally safe and environment-friendly destination. These will add great value
to the natural beauty of our islands and the uniqueness of our people. So, our challenge is to be among the best tourist destinations in the world! The Airbus made its maiden voyage from France to Nadi via Hong Kong with President Ratu Epeli Nailatikau and the First Lady Adi Koila Nailatikau onboard. Benjamin Prasad, 7, a class two student of Suva said since hearing about the aircraft on radio, he was eagerly waiting the moment with his grandmother and mother. I want to be a pilot when I grow up and I want to fly an Airbus. It was very nice to see the new plane and I just want to fly in it sometime soon," he said. Rosemary Barry, a tourist on holiday from Australia said she had read about the Airbus and seen pictures of it on the website and in papers but to actually witness it live over her head was something different. The aircraft is simply beautiful. The outside features look great. The design is just amazing and I guess it truly reflects the culture and wonderfulness of Fiji and its people. For sure I would love to grab a flight on the Airbus in the near future," she added. Prime Minister Commodore Frank Bainimarama and Attorney General Aiyaz Sayed-Khaiyum officially welcomed the new Airbus at the Nadi International Airport.
A senior officer in Fiji's military has rejected any criticism in a recent study indicating many Fijians want a smaller army with no political role. Lieutenant-Colonel Mosese Tikoitoga, the military's land forces commander, was responding to research by the Pacific Theological College's Institute of Research and Social Analysis. This study showed that many people want a military that is reduced in size and subservient to the elected civilian government. The study said Fijians want the military to continue playing a part in international peacekeeping and maintain its domestic role in disaster relief and building infrastructure. Perception But Colonel Tikoitoga said the military does not want to be involved in politics.
"At the moment the military is running the government, or is perceived to be running government. But is a civilian cabinet in place . . . ? Apart from the fact that the prime minister is the commander of the RFMF (Royal Fiji Military Forces), the Fiji military forces (are) not, as in the constitution, involved with the daily running of the governance of Fiji. "The RFMF has gone back to barracks." Colonel Tikoitoga said: "The army in the past has always been subservient to civilian government. "In any democratic government in the future, the army will be subservient to the government." The research was conducted using focus groups with a total of 330 people, and through in-depth interviews with 82 leaders.
The Chinese government through Fiji's Public Service Commission (PSC) was offering 32 new scholarships for Fijians who wish to study undergraduate, master's and doctoral degree programs in China, the Fijian government confirmed Tuesday. Five awards will be provided under the Chinese Government Unilateral Scholarship Scheme and 27 will be under the Chinese Government Scholarship Scheme, said a statement and adding that these will all be administered by the PSC. The disciplines in which students will be studying in China include agriculture, art, economics, education, engineering, law, literature, management, medicine and natural sciences. Parmesh Chand, permanent secretary of the commission called on students

While the students will be sponsored by the Chinese government, the PSC will also provide supplementary allowances for them, said Chand. "Air fares to and from China will only be provided for the five awards under the Unilateral Scheme. The increase in scholarships for students to study in China is part of the Fijian government's efforts to send Fijian students to new country destinations, he added. If homeowners settle their outstanding balance on their ground rent account, all interest charges will be waived, Naiorosui added. Housing Authority is encouraging its homeowners to prioritise their ground rent payments to avoid legal action to recover outstanding ground rent, cancellation of lease by re-entry and their name being entered to the Data Bureau which will hamper the ability to access credit facilities from other credit providers.

NEW Zealand companies invested $342million into the local economy from 2005 to 2010, adding mileage to its third spot ranking as one of Fiji's top five investors behind China and Australia. Speaking at the Fiji-New Zealand trade and investment mission seminar at the Tanoa Plaza in Suva, Ministry of Industry and Trade permanent secretary Shaheen Ali said New Zealand had a long and positive history of trade with Fiji, noting more than $287million worth of exports were traded to Fiji. "Fiji is New Zealand's largest export partner in the Pacific while New Zealand is a key investment partner," he said. "Fiji's close proximity to New Zealand makes it a perfect market and a natural trading partner. "Fiji not only offers a market of 800,000 people but as a regional hub, provides access (duty free) to a market of over nine million around the Pacific. "Fiji is generating a strong interest among New Zealand investors." Acting head of mission at the Fiji High Commission in Wellington, Mere Tora,
said 12 business delegates were part of the seminar five were Fijian diaspora living in New Zealand while the other seven were potential investors. "They have connections to Asia and that goes with our current foreign policy of looking north. We can get leverage to other markets," she said. "This kind of mission and focus group is very important. I expect some real outcomes after this seminar. "They are business people so seeing what is really on the ground will help them make up their minds about investing in Fiji." She said trade agreements with New Zealand were organised by the Pacific Islands Forum Secretariat. "We've got the NZ-Fiji Business Council and a sister organisation called the Fiji-NZ Business Council so interaction has already been established. "But these businessmen are here and we want to show them what's here, encourage them to invest and trade with businesses in Fiji." The initiative includes site visits to various businesses in Suva followed by oneon-one business meetings.

Two issues which the former PNG Prime Minister suggested for the MSG governments to focus on were to assist the Kanaks of New Caledonia to exercise their right to self-determination and a nuclear-free Pacific. The highlights were the Melanesian Market Day, traditional sport competitions and the Pacific International Relations Forum where issues like the importance of MSG and what it does will be discussed.

Fijis proximity to New Zealand is beneficial for both countries, said the Permanent Secretary for Industry and Trade, Shaheen Ali. Mr Ali made these comments while addressing 12 prospective New Zealand-based business investors at the Trade and Investment Seminar in Tanoa Plaza. The delegates are in the country to check out prospective areas of potential investment organised by the Fiji High Commission in New Zealand and the Pacific Trade and Invest organisation. Mr Ali said New Zealand has been a key investment partner from 2005 to 2010 generating $342 million investment to Fiji.

Representatives of a film company from India have been in Fiji for more than a week scouting for locations for a film they wish to shoot here. HARIKRIT FILMS, based in New Delhi, has set its sights on Fiji and plans to begin shooting the film as early as June. Producer and script writer J.V Manisha said unlike other films that have been shot here in Fiji she plans to bring something different with this film. Films have used the beautiful locations of Fiji but they have not really portrayed the real culture of the people. We want to do that and have heard that Fiji is a great place filled with hospitable people and a Government that promotes film making, Ms Manisha said. Together with Tarsem Antil, who is in charge of the post production of the film, they have visited Nadi, Ba and plan to also go to the islands for some location for the film.

The title of the movie is Page No. 217 and its a love story, with a lot of suspense, and a murder mystery in there as well but it will be a logical storyline, she said. As far as cast goes Ms Manisha mentioned Akhilendra Mishra, who is an Indian film and television character actor best known for his role in the Academy Award nominated film Lagaan. PEOPLE living in the Central Division are being urged to take extra precaution when dealing with sanitation and hygiene issue. This follows the recent typhoid and diarrhea outbreak in the division last month. Rewa sub-divisional health inspector Kanito Lovobalavu in a recent visit to Uluiloli Village in Tailevu said government through various programs under the Health Ministry was doing its best to make every community in Fiji safe for people to live in. "With the resources available at its disposal, the ministry can only do so much," Mr Lovobalavu said."The onus is on each individual to take ownership of their own health and take the necessary steps upon sound advice to improve it," he said.

He reiterated the need to put health in the forefront of development and asked the elders of Uluiloli Village to ensure they created an environment that was conducive to health and one where health issues were discussed freely and allowed to be enhanced. "We need to work as a unit and as people of our own unique culture and traditions in working towards a common goal," Ratu Semisi said. to making money by selling the clothes that she will sew. She said similarly many women in her area survived by selling coconut baskets and handicrafts for a long time but it was not enough for survival. However, she said things will change now. A retired man set himself and his house on fire in the early hours of Tuesday morning following a dispute with his wife in Field 28 in Rarawai Housing Settlement in Ba. The 62-year-old deceased is believed to have intentionally poured kerosene on himself and the property before chasing his wife out of the property, locking the house from the inside and setting himself and the property on fire. Firefighters fought hard to extinguish the fire and stop it from spreading to nearby houses. The 12.1m x 9m corrugated iron and cement house was completely destroyed with its contents valued $52,360.00. National Fire Authority chief executive John OConnor said members of the community should seek professional counseling and help to try and resolve their family dispute and not resort to setting properties on fire to solve domestic issues. This year NFA has attended to six
deliberately lit or arson fire cases which have become a concern to the NFA as this has put the lives of other family members at risk. Our plea to the members of the community is to refrain from starting fires as fire is the most dangerous disaster that is hard to stop when it starts. People should never start fires with the intention to harm themselves because they are compromising the safety and wellbeing of their family members, their properties and other members of the community, OConnor said. Setting fire to ones property is not the solution to any problems and our humble plea to all members of the community is to refrain from resorting to the means of fire related activities such as burning their home and setting themselves on fire. The incident has increased the number of property fires to 27 so far this year and has resulted in second fire death for 2013.
The mother of a prisoner brutally beaten by Fiji authorities and exposed in a horrific video has confirmed it is her son. "Oh my son, oh Lord," Viriseini Sanawa told the Fiji Times after watching the video. "My heart is in pain." Her son is Iowane Benedito, 24, who was caught by Fiji police in November after he escaped from jail. A nine-minute video shows plainclothes police beating him and sexually torturing him. Fiji police say they are investigating the torture and refuse further comment but social media in the country has mostly identified the police, including prominent members of the Fijian rugby union, sevens and league sides. With signs that Fiji's military rulers fear the video is creating a security threat inside the country, the Fiji Times has taken the bold step of publishing Mrs Sanawa's story. The newspaper is being taken to court over breaching military decrees and if convicted will be forced to close. The Fiji Times said Mrs Sanawa's neighbour called her to watch what they believed was her son being brutalised by the group in the tray of a truck. "That's my son ... Iowane, my son," she
said on seeing it. "My heart aches when I watch how my son was treated like an animal," she said in Fijian with words translated by the newspaper. "I can't rest because I did not expect that what cannot be done to any human being was done to my son." Iowane's younger brother, Samisoni, told their younger sister not to watch the video and they begged their mother not to watch it. "I knelt down and cried asking the Lord to give me peace. No mother can accept this if this was their child." Mrs Sanawa said her son had done wrong and she would have accepted it if the security forces had locked him for a long time rather than brutalising him. His father, Vueti Sanawa, a retired military officer of 29 years, said he had given the best of his life serving the country and was disappointed. He said he would not find peace until justice "is done to those who are involved". "God knows who you are," he said. "He knows the pain we are suffering." In all his time as a soldier in the Middle East, he had never come across any torture such as that he witnessed of his son, he added.

THE draft constitution released by the government states that the size of Parliament shall be 45 with a four-year term. Prime Minister Commodore Voreqe Bainimarama said the idea was to attract good quality and honest parliamentarians who "will be paid accordingly and who won't be corrupt".

Cmdr Bainimarama said another key component of the draft constitution was that "for the first time in our history, it gives you the right to change the constitution once implemented via a referendum".

Ports Solution
STEPS are being taken by the Fiji Ports Corporation Limited (FPCL), Biosecurity Authority of Fiji and the Fiji Revenue and Customs Authority to find a solution to the congestion problem at wharves. At the Customs Brokers and Forwarders Council of Fiji (CBFCF) annual general meeting, issues were raised by local exporters and importers about the port congestion and its impact on stakeholders. Ports Terminal Limited general manager Eminoni Kurusiga said there were a lot of regulations that had come into place for inspections of empty containers that were going out. "We have started meeting with both organisations to try and eliminate this problem but we will continue with the talking until we come into some agreement where we can really move containers as fast as we can out of the wharf," Mr Kurusiga said. By doing this, he said they would be able to solve some problems to a certain extent. Ministry of Industry and Trade permanent secretary Shaheen Ali said they wanted to pose Fiji as a regional hub and were aware of the new challenges of levies and fees regarding congestion imposed on exporters and importers. "Such burden on our exporters and importers in the private sector should be minimised as much as possible. "We understand that this is not a problem that is isolated to a particular sector such as ports although they have outlined how they will address the issue, it is a problem concerning a Fijian private sector and Fiji industry," Mr Ali said. He said various bodies had written to the ministry and line minister about the congestion problems. Mr Ali said they were taking a holistic approach in tackling the issues. The ministry had been in talks with FPCL with the national trade facilitation committee expected to discuss and address the levy and fees issue as well as find ways to reduce the congestion that burdened exports and importers. Mr Ali said the ministry wanted to concentrate on the long-term solution so that the problem would not be repeated. "Perhaps we should have been looking at this problem a long time ago before they emerged as problems," he said. The ministry would work with stakeholders to identify areas that could increase capacity and cater for the lack of space at ports of entry.

Dave Pflieger
Managing director/chief executive officer Dave Pflieger will leave the country after deciding not to renew his contract but he will leave Air Pacific in a much better place than when he came. After the arrival of the first of three brand new Airbus A330s, Mr Pflieger reflected on his three years leading Air Pacific and the hard work undergone to turn around the performance of the national airline. Mr Pflieger said he would be leaving Fiji with fond memories, adding that he would miss the warmth of Fijian people the most. When he joined the national airline, he had a vision, and a part of it was realised when the first A330 taxied in at the Nadi International Airport to a cheering crowd. Mr Pflieger said the turnaround in Air

Fijis Biosecurity Authority (BAF) looks forward to improved trade relations with overseas countries particularly Australia. This is after 17 locals, including BAF officers and fumigators, participated in Australian Fumigation Accreditation Scheme (AFAS) training at the Holiday Inn in Suva. BAF acting chief executive, Waisiki Gonemaituba said the AFAS accreditation will ensure Fiji has the same fumigation standard as Australia and other AFAS accredited countries like India, Indonesia, Malaysia, Papua New Guinea, Philippines, Thailand and Vietnam. With the implementation of AFAS, Fiji would have an improved capability to treat products requiring fumigation for export to Australia and other markets, he said. Gonemaituba said that this could see
faster clearance of cargo from Fiji at the ports as well as increased surety of clearance and reduction in costs for local exporters. Fijian exports to Australia would also be promoted as Australian importers would have increased confidence that goods fumigated by accredited fumigators in Fiji would meet Australias quarantine requirements, he said. Moreover, Gonemaituba said the AFAS Scheme would also enhance the marketability of Fijian products to other AFAS accredited countries and assist local businesses by reducing import and export costs. He further said AFAS will contribute to environmentally sustainable development with the decreased use of methyl bromide- a known ozone depleting gas associated with a number of occupational health and safety issues.

Waste wood used for biomass production will earn Tropik Wood Industries more than $3million following a partnership with Korean company GIMCO. The contract was signed before Prime Minister Voreqe Bainimarama and Fijis Ambassador to South Korea, Filimone Kau. This is the first step towards the Tropik Wood providing wood chips for biomass to the Korean investor. Chief executive and chairman of Tropik Woods, Faiz Khan said that there is no such thing as waste in todays market. This joint venture agreement is about developing biomass energy plants in Fiji and we are thinking of exporting biomass from our Wairiki plant and also looking at developing rural gasification, Khan said. He added that they wanted to start their project in Nabouwalu because
although there is a power grid there, they still use diesel generator to supply power to Nabouwalu town. Khan said the venture will help ease Fijis reliance on fossil fuels. The Korean company is also expected to assist Tropik Woods to revive its own troubled bio-mass energy plant in Drasa which is worth $33million but has not been beneficial as it has burnt down twice in the past couple of years. Meanwhile, GIMCO Fiji chief executive, Jae Suk Song said they were planning to expand their business in Fiji especially in the area of independent power producers (IPP). We are also interested to assist Fiji in their rural electrification projects through the department of energy and our people can help with the skills training for the local people in this area, he said.

THE money lending business in Fiji is worth $2 million per year says Consumer Council of Fiji chief executive officer Premila Kumar citing a 2007 report by the Fiji Institute of Applied Studies. Mrs Kumar said 181 licenses were issued to moneylenders since 2012, an increase of 13 per cent from 2007. She said this suggested a lucrative and burgeoning demand, while calling for a review of the Moneylenders Act. "The Moneylenders Act (Cap 234) old legislation (1938) was adopted when the reach of commercial banking was limited geographically and the economy was predominantly agriculture and subsistence-based; initially to regulate non-financial transaction in the agriculture section," Mrs Kumar said. Despite the notoriety of moneylenders, high interest rates and operations of illegal lenders, many consumers continued to access credit from those lenders. "Unlicensed and illegal moneylenders are very hard to track because of the lack of documentation, paper trail and information." Mrs Kumar said many complaints were lodged without documentary proof such as agreements, receipts or full details of the moneylender.

Former Papua New Guinea Prime Minister Sir Michael Somare has called on the Pacific Islands Forum Secretariat (PIFS) and the Commonwealth to include Fiji back into its forum. Fiji was suspended from the Commonwealth and PIFS back in 2009 after it did not bow to demands to have elections in 2010. Somare said PIFS and the Commonwealth need to show patience, compassion and understanding on Fiji and not exclude its membership. I have always held the view that working our differences and disagreements from within is less antagonistic and therefore more helpful to lasting solutions and enduring relationships, said Somare. Ingredients:
1 kg (2.2 lbs) leg of lamb 1/4 cup of olive oil 2.5 tsp of sea salt 6 cloves of garlic, cut into slivers Several sprigs of fresh rosemary 8 potatoes 2 large sweet potatoes 2 white onions Mint Sauce Serves 4 and sprinkle on some salt. Place tray in the oven on the bottom rack and roast. Cover the lamb in olive oil and then sprinkle with sea salt. Use the point of a sharp knife to make small incisions all over the lamb. Place the garlic slivers and rosemary springs in the holes. Place the lamb onto the middle oven rack with the vegetable baking tray beneath it to catch drippings. Roast for 90 minutes. Test meat to see if it's done by slicing it in the thickest part. Remove from oven and transfer to a plate to rest. Cover lamb in foil and let it sit for 10 minutes. Serve with potatoes, onions and mint sauce.

1 lb. boneless skinless chicken breasts, cut into bite-size pieces 1 Tbsp. cornstarch 1 Tbsp. reduced-sodium soy sauce 1 Tbsp. oil, divided 2 cloves garlic, minced 2 tsp. minced gingerroot 2 green peppers, diced 1/4 cup Kraft Catalina Dressing 1/2 cup Jumbo Roasted Cashews chicken; stir-fry 4 to 5 min. or until lightly browned. Remove from wok. ADD remaining oil and peppers to wok; stir-fry on medium-high heat 2 min. Add chicken; stir-fry 2 min. or until done. Stir in dressing. Spoon onto platter; top with nuts. Food Facts Adding cornstarch or potato starch to the marinade before stir-frying is a common Chinese cooking technique. The starch binds together with the liquid ingredients in the marinade and seals them to the meat, poultry or seafood being marinated. This technique is particularly important in quick cooking stir-fry dishes as it helps add more flavour to the food.

A British woman has been injured after jumping from a hotel balcony to escape from alleged harassment in Agra, India, local police say. The woman, in her 30s, told police she asked for a wake-up call at 04:00 but when the hotel owner knocked on her door then, he offered her a massage. She told police he would not leave so she locked the door and jumped from her balcony to the level below, injuring her leg, before fleeing the hotel. Police have arrested the hotel owner. They said he was still in custody and would be charged with sexual harassment in a local magistrates' court. A spokesman for the British High Commission in India said UK consular officials in Delhi have spoken to the woman and to the local police. A consular team went to Agra to provide assistance to the woman, he added. The city is home to the Taj Mahal. The senior superintendent of police in Agra, Subhah Chandra Dubey, said the woman's injury to her leg ligament had been treated, and she had been moved to another hotel. The woman was attacked with her husband as they camped in woodland near a village in Datia district. Six men have appeared in court over the gang-rape and robbery of a Swiss woman holidaying in India. The 39-year-old woman and her husband were attacked on Friday, during a cycling trip through Datia district in the central state of Madhya Pradesh. Datia district deputy police Chief RS Prajapati said the accused men appeared before a local magistrate and remain in custody. "The magistrate sent the accused on a one-day police remand," he said. "These men will be now further questioned." Five of the suspects, all farmers in their twenties, were paraded in front of television cameras in Madhya Pradesh late on Sunday. Police said on Monday that the men had confessed to the gang-rape. Datia police officer ML Dhody said only four of the men will be charged with gang-rape, which carries a
minimum sentence of 10 years. All the men face robbery charges as police say the group stole a laptop, a mobile phone and $185 from the victim and her husband, who was tied up before the sexual assault. The incident comes three months after the fatal gang-rape of a 23-yearold physiotherapy student on a bus in Delhi sparked nationwide outrage. The suspects allegedly saw the Swiss couple pitching their tent on Friday night in a remote forested area in Datia and attacked them. After being treated in a local hospital, the couple is now in the capital recovering and has pledged to stay to help police identify the rapists. The Swiss embassy released a statement on Monday saying the pair has will remain in India for the moment and "expressed their readiness to fully cooperate in the ongoing investigation and identification process."

Auckland has been stuck by two earthquakes, but there are no reports of injuries or damage. GeoNet New Zealand says a medium magnitude-3.9 quake struck just after 4:00pm local time last Sunday. It followed a light magnitude-3.1 quake five minutes earlier. Both tremors were shallow, recorded at a depth of between four and six kilometers, and were centered 15 kilometers north-east of Auckland. Earthquake activity is rare in Auckland.
GeoNet says the last time an earthquake affected Auckland was in 2007. The organisation ruled out that the earthquakes were caused by volcanic activity. "Our Wairakei-based duty volcanologist does not see any evidence from the characteristics of the seismic waves that they are related to volcanic activity," GeoNet said in a statement on its website. The small pottery bowl, finely crafted with an ivory glaze, turned out to be a thousand year old Ding bowl, dating from the Song dynasty, which ruled China from 960 to 1279. The only other similar bowl from the period known to exist has been on display at the British Museum for more than 60 years. After picking it up for a few dollars down the road in 2007, the buyer displayed it the living room. More recently, they became curious about its value and brought it to experts for an appraisal. Sotheby's had estimated the bowl would sell for between $US200,000 and $US300,000. A bill containing harsher punishments for rapists, including the death penalty, has been passed by India's lower house of parliament. It comes after the fatal gang rape of a student in Delhi in December sparked demands for tougher laws. Last month, the government introduced the new rape laws in an ordinance. After a seven-hour debate on Tuesday, members of the lower house gave their assent to the Criminal Laws (Amendment) Bill. It now passes to the upper house. The legislation contains new penalties for stalking, groping, voyeurism and acid attacks. However, Indian newspapers reported a low turn-out for Tuesday's vote, even though various parties had pledged their commitment to making the provisions in the bill become law. The lower house, or Lok Sabha, was mostly empty when the vote took place, reports said, with Congress President Sonia Gandhi, her son and party VicePresident Rahul Gandhi - as well as other senior ministers - prominent among the absentees. One well-known MP - Janata Dal (United) leader Sharad Yadav voted against the bill, arguing that criminalising stalking and voyeurism could result in more false cases being
filed against men. The proposed new law will retain the age of consent for sex at 18 years. The age of consent had been 16 years for three decades before the government raised it in its ordinance in February. The government had proposed bringing it down to 16 again, amid fears that a higher age of consent would be "misused" by parents who disapproved of their daughters' consensual relationships with boys. Some political parties had protested against a return to the lower age limit. The new laws also prescribe the death penalty - which is carried out very rarely in India - in cases of rape that cause death or leave the victim in a vegetative state. "[The] time has come to send out a loud, clear and deterrent signal that the society will not tolerate such errant behaviour," Home Minister Sushilkumar Shinde said, emphasising that the bill was being introduced to plug loopholes in the law. Under the changes, the minimum sentence for gang rape, rape of a minor, rape by policemen or a person in authority will be doubled to 20 years and can be extended to life without parole. Under the existing laws, a rapist faces a term of seven to 10 years.
A milkman on an early morning delivery run has become a volunteer firefighter and put out a fire in innerBrisbane. Emergency Services received a triple-0 call from milkman Shane Fuller who came across a fire in a planter box on the corner of Little Edward and Leichhardt streets at Spring Hill just before 5:00am (AEST). Mr Fuller says he smelt smoke on his morning rounds while driving down Leichhardt Street. He says the fire planter box was well alight when he drove by. "The flames were about half-a-meter high - some of the mulch and palms were starting to burn," he said. "I didn't have any water so I just grabbed some bottles of milk and just drenched it. "It had only just taken off by the look of it but there were flames there, so just still four liters is enough if you get it in
the right spot, I suppose. "There are a couple of cafes that are short of [milk] this morning, so the boss is going to have to pay for that one." Mr Fuller says it is the first time he has put out a fire with milk. "I just jumped in and made sure it couldn't get any worse," he said. "Normally I use water, but it had to be milk today, that's all I had. "It's not something I ever thought I would do - putting a fire out with milk. "Didn't really cost me too much time I waited around to make sure it didn't spark off again." He says he called emergency services after he put out the fire. "I figured I could put it out and I called triple-0 about five minutes later," he said. "I just gave them a call in case they wanted to go up and give it a proper drenching to make sure.
A neurosurgeon in Australia found to have operated on the wrong part of a patient's brain using inappropriate instruments has been denied a chance to appeal the ruling against him. Retired neurosurgeon Raymond Leonard George Newcombe was found to have failed three patients under his care in the 1990s and early 2000s by the ACT Civil and Administrative Tribunal last year. Dr Newcombe was found to have acted incompetently in treating one of those patients, described as patient L. The Tribunal found he had used inappropriate instruments, and had not realised he was, or could be, operating on the wrong part of the patient L's brain. Dr Newcombe was also found to have failed to provide the patient with adequate care after the operation. Lawyers for Dr Newcombe missed the 28 day cut off to appeal the decision. But they sought leave to appeal after the cutoff date, citing lengthy delays between the hearing in September 2009 and the decision in June 2012. The reasons for the decision were not published until October 2, and were not sent to Dr Newcombe's lawyers until October 4. Dr Newcombe's lawyers said those
delays meant their client was not afforded procedural fairness. They argued the delays had also impaired the ability of the Tribunal to assess the allegations and the evidence against the neurosurgeon. Dr Newcombe's lawyers said the Tribunal had made errors in the findings of incompetence relating to patient L, including an error about what instrument was used in surgery But lawyers for the respondent, the ACT Medical Board of the Medical Board of Australia, argued the delays were not grounds for an appeal to be allowed after the cut-off date. "Whilst my learned friend may well be right in saying that there are cases when delay will poison the administration of justice by the inability to properly grapple with the case, with the facts and principles at hand, this is not one of those cases," Counsel for the respondent said. In an order published on Wednesday, the Tribunal found that the delays had not denied procedural fairness and had not impaired the ability to assess the evidence and the allegations against Dr Newcombe. The application to appeal after the cut off was dismissed.
A man froze to death in Russia's Pskov region, having been put in a morgue freezer alive after the staff confused his body with another corpse, officials said. Doctors discovered a 57-year-old man in his apartment in February and said he had to be taken to the morgue after pronouncing him dead, where he was put in a freezer. However, a forensic investigation showed that the man was still alive when he arrived at the morgue.

A woman who cut off a man's penis after luring him to her home where he was drugged and beaten to death has lost an appeal against her sentence. Dianna Gay Wright was jailed for nine years last September for her role in the fatal attack on Noel Clark. She had pleaded guilty in the Supreme Court in Brisbane to manslaughter and interfering with a corpse. During the hearing the court heard Wright lured Clark to her Maryborough house at the request of another man, who believed the intended victim had ''stolen his woman''. Once at the house the jilted lover and a friend sprayed Clark's face with ether and beat him to death with a baseball
bat. One of the men then ordered Wright, who was high on morphine, to cut off Clark's penis because he was, according to them, a rapist or a pedophile. They then disposed of Clark's body, which has never been found. Wright took her case to the Court of Appeal in Brisbane, where her lawyer argued the sentence was excessive and failed to take into account her guilty plea and her co-operation with authorities. In a written judgment published on Wednesday, the Court of Appeal dismissed the application, ruling the sentence was in line with Wright's "high order" of criminality.

Transit police in Metro Vancouver say two teenage girls were arrested late Monday night for allegedly attacking people with a knife on and around the SkyTrain transit line. Const. Anne Drennan said the incident began around 11:30 p.m. PT across the street from the Gateway SkyTrain station in Surrey, when the two girls, aged 14 and 15, appeared to be looking for a fight. One of the girls allegedly slashed a woman on the arm with a knife. They then boarded the SkyTrain and allegedly confronted another woman and slashed one of the seats. The terrified woman then got off the train at New Westminster's Columbia Station where she was allegedly chased by the girls and punched in the face. Then at Joyce Station the girls allegedly attacked a man at random. After he
used a pizza box to defend himself, the girls fled the area. They were arrested shortly afterwards by transit police. Drennan said at least two people were stabbed with a 20-centimetre steak knife during the incidents, but no one received serious injuries. "The woman who was slashed on the arm received a cut several inches long which required stitches. The man who was holding the pizza box, the box was stabbed, but fortunately he wasn't, although he did receive a small cut to his finger. And the woman who was punched received cuts and scrapes to her face," she said. Drennan said transit police are reviewing surveillance footage and have recommended charges of assault with a weapon and assault causing bodily harm. She said the girls are known to police.
Cactus Club paying $5K to have flame lit for opening of Coal Harbour venue Vancouver's Olympic Cauldron was relit on Thursday evening to celebrate the opening of a new restaurant on top of the Vancouver Convention Centre. The cauldron is located in the Jack Poole Plaza, next to the new 500seat Cactus Club restaurant, which is paying more than $5,000 to have it lit for the restaurant's opening night. The cauldron is managed by the Vancouver Convention Centre which is run by the B.C. Pavilion Corporation, the crown corporation also responsible for running BC Place. A spokeperson for the convention centre released a statement saying they consider "requests to light the cauldron in conjunction with events at our facility." "The minimum charge is $5,000 for up to four hours, calculated from the time the cauldron is lit until it is extinguished. An administrative fee of 5 per cent is also applied. This fee covers all cauldron-related expenses." "In this case, Cactus Club Restaurants are covering the costs associated with the lighting to celebrate the opening of their restaurant on the Jack Poole Plaza." The four-armed glass and steel cauldron was built to reflect the 2010 Games theme of fire on ice and was first lit during opening ceremonies of the 2010 Winter Olympics in Vancoouver by hockey legend Wayne Gretzky. He left his role as the provinces director of communications shortly before the NDP leaked the Liberal's ethnic outreach plan, and went to work for the association on Feb. 25. The Dyble report into the scandal found Bonney had spent as much as half his time in government working on partisan activities. Premier Christy Clark said the Liberal Party had cut a cheque for $70,000 to repay part of Bonney's salary. He is the fourth person to step down because of the scandal, along with

A young Greek soccer player has been banned from the national team for life after making a Nazi salute during a league game. The 20-year-old former captain of Greece's under-19 side, Giorgos Katidis, made the gesture as he celebrated his winning goal in AEK Athens's 2-1 Super League victory over lowly Veria. The midfielder apologised and asked to be dropped from AEK's first team. "I would like to confess that I am totally unacceptable and I feel terrible for those I upset with the stupidity of my act," Katidis said in a statement. Greece's soccer federation said the gesture was severely provocative, but the player said he did not know the gesture was a Nazi salute and said he was merely pointing. The federation unanimously decided the sanction after an extraordinary general meeting last Sunday. "The action by the player to salute spectators with a Nazi salute defies common sense, profoundly shows disrespect to all the victims of Nazi atrocities and injures the peaceful and deeply human character of football," the federation said in an announcement. "The Greek Football Federation condemns unequivocally and categorically such actions." The federation said it would take all appropriate steps "to preserve the peaceful nature of football and to promote the values of solidarity, cooperation and respect that it professes." AEK have asked the player to appear before the club's administration on Wednesday to explain his actions, while on the same day Super League officials will meet to discuss the case. Greek media reported that Katidis was given time off by AEK in order to visit his wife in Italy and that his future with the Athens club was in doubt. Last August, Katidis signed a four-year contract with AEK. After the match he wrote on his Twitter site: "I am not a fascist and I would not have done it if I had known what it means. The lack of venues for the Fiji Sun/ GP Batteries National Football League games in the Southern Division has become a serious issue for Fiji Football Association (Fiji FA). Fiji FA vice-president/National League Board chairman Shiek Ibrahim highlighted his concern on the lack of venues available to host the games in the Southern Division. With the major renovation works currently taking place at two major playing venues in the Southern Division at ANZ National Stadium in Suva and Nausoris Ratu Cakobau Park we are facing lot of problems, he said. Ibrahim made the comments after the NFL Premier League match between Nasinu and Tailevu-Naitasiri at Rishikul College was delayed for one hour from its 3pm scheduled kick off time.

In the Premier League game, the host district is supposed to arrange their ground and do everything in order to host the match, unlike Super Premier Division matches where Fiji FA arranges for the game to be played at a particular venue and proper arrangements are done for the match to start without any delay, Ibrahim said. He highlighted that with the crisis they are facing with the ground availability and the problem with the Premier league ground availability they may look into taking the future Premier games to be played with the Super Premier division matches. This is one of the options that we may look into to solve this issue with the ground problem we are facing at the moment, Ibrahim added.

The executives have shortlisted four candidates for the top job and will be making an announcement on the successful applicant before April 7. President Shalendra Prasad said it is vital to get a coach on board first so they can identify the weak links in the team and making signings accordingly. "We do not want to rush through the signings and will make a decision after

hiring a new coach," he said. "A lot of players are keen to join Lautoka in the new window and I have been receiving a lot of calls on a daily basis.
