Penta Council President Stephanie Muccini Burke called the Seventeenth Regular Meeting of the Medford City Council to order at 7:00 P.M at the Howard F. Alden Memorial Auditorium, Medford City Hall.

The Records of the Meeting of May 13, 2008 were passed to Councillor Camuso PETITIONS, PRESENTATIONS AND SIMILAR MATTERS 08-385-Petition by Joseph Viglione, 59 Garfield Ave., Medford to address the City Council regarding the City assigning money to defend the lawsuit filed by Medford Community Cablevision Inc. 08-387-Petition by Steven LeBlanc, 21 West Emerson St., Melrose for a Taxi-Operators License CORI-On File w/Police MOTIONS, ORDERS AND RESOLUTIONS 08-386-Offered by Councillor Marks Whereas now that many states have adopted anti-telemarketing call list and Whereas some companies are switching from phone sales pitches to door to door solicitations and Whereas a potential concern for fraud and home invasions exist especially with elderly residents than Be it resolved that City Solicitor Mark Rumley draft an ordinance to amend section 14-251 to 14-390 entitled door to door salesperson, hawkers and peddlers to include a no knock provision to keep pesky high pressure salespeople off doorsteps. 1

08-388-Offered by Vice President Lungo-Koehn Be it resolved that the MBTA include Wellington Station and the Commuter Rail in West Medford when putting in roughly 1,000 new bike racks at there station locations. Be it further resolved that the council also ask Rite Aid if they would be willing to help out the city and environment by installing bike racks in their parking lot. COMMUNICATIONS FROM THE MAYOR 08-391 May 15, 2008 To President Stephanie Muccini Burke and Members of the City Council City Hall Medford, MA 02155 Dear Madam President and City Councillors: I respectfully request and recommend that your Honorable Body approve the following Loan Order: LOAN ORDER Be it ordered: That the sum of $600,000.00 [Six hundred thousand dollars and zero cents] be and hereby is appropriated to pay for costs of acquiring and installing a wind turbine for the generation of electrical power at the McGlynn- Andrews School Complex, and for the payment of all costs incidental and related thereto, and that to raise this appropriation, the City Treasurer, with the approval of the Mayor, is authorized to borrow said sum and to issue bonds or notes of the City therefor in the aggregate principal amount of $600,000.00 [Six hundred thousand dollars and zero cents] under and pursuant to Chapter 44, Section 7(3B), of the Massachusetts General Laws, as amended and supplemented, or pursuant to any other enabling authority.
