3. Opening Day Configuration (General Aviation) An initial general aviation operation has been part of the plan since at least 2004. This was reconfirmed by MP Paul Calandra (June 12, Stouffville Sun-Tribune). The plans call for demand driven development (see Pickering Draft Plan Report, sec. 9) with clear 2032 goals which were confirmed in the 2010 Needs Assessment Study (see below, item 4). The following is from the 2004 Pickering Airport Draft Plan report.

4. Passenger Allocations The Greater Toronto Airport Authoritys Needs Assessment Study Pickering Lands: Final Report (March 2010; released 2011) is specific with respect to passenger allocations by 2032, and its scenarios form the background for the decision announced June 11, 2013. They are consistent with the 2004 Pickering Draft Plan Report Depending on the extent of the future growth at the Hamilton and Waterloo airports, Pickering will likely receive about 11 million passengers a year by 2032, or about 30,000 passengers daily (Scenario P7; compare Toronto Pearson 2010: 36 million passengers; p. 1.6).

5. Size: The announced size of the Pickering Airport lands (excluding lands announced for the Rouge Park and other development) is consistent with a future, Pearson-sized build-out. Pickering: 4650 acres for airport (excluding lands for Rouge Park and various development) Pearson: 4613 acres Hamilton: 1400 acres Buttonville: 170 acres
