Topic 1: Fundamentals of Disaster, Hazards, and Risk Reduction Frameworks

LEARNING OBJECTIVES:

Students will be able to:

1. Review concepts on events, hazards, and disaster as described in Disaster and Risk
Reduction agencies and health organizations in the community settings.
2. Appreciate the importance of the community risk assessment and its process in the
management of disaster at the community level.
3. Learn how to use and apply risk assessment tools to evaluate risk of communities
using applications and assessment tools.

LEARNING OUTCOME: Students will be able to appreciate the importance of the conduct
of community risk assessment in the preparedness and mitigation phases of disasters
management.

4. Go to Assessment Results to see the hazards within your area. See sample

5. Based on the results and your own analysis/experience, accomplish the matrix in
page 4, and assess whether your barangay is at low, medium, or high risk per
hazard.

6. Once accomplished, save the file and submit assignment

I. Background
Itinatag ang Barangay Yayamanin noong ika-26 Agosto, 1955 bilang isa sa mga
barangay ng Lulubog-Lilitaw Municipality sa Bato-Bato Province.

Sa pasimula, ang Barangay Yayamanin ay nasasakupan ng Barangay Dukha. Nang


mahalal si Ginoong Gongyu Liminho bilang Barangay Captain, humiwalay ang
Barangay Yayamanin sa Barangay Dukha, at nagkaroon ito ng sariling pamumunuan.

Noong ika-30 Disyembre ng 1951, sa pamumuno ni Municipal Mayor Yunbino


Dimatumba, naitayo ang unang elementary school sa Barangay Yayamanin.

Sa pamamagitan ng resolusyon ng Sangguniang Barangay noong 1982,


napagkasunduan na Agosto 26 ang Foundation Day ng Barangay Yayamanin.

II. Natural and Geographical Conditions

Ang Barangay Yayamanin ay isang rural na komunidad. Sa paligid ng barangay ay ang


mga sumusunod:
 Barangay Hampaslupa sa hilaga, napapagitnaan ng Durian Street
 Barangay Hampasapoy sa timog, napapagitnaan ng Sagrada Street
 Barangay Hampastubig sa silangan, napapagitnaan ng Chico Street
 Barangay Hampashangin sa kanluran, napapagitnaan ng Lubi Street

Ang total land area ng barangay ay higit sa 2,850 square kilometres.

Ang land classification ng Barangay Yayamanin, kagaya ng ibang karatig barangay, ay


coastal o malapit sa baybayin. Sa silangan ay maraming kabundukan. Sa timog ay
maraming burol. Sa hilaga ay mayroong malawak na lupaing sakahan. Maraming
mangingisda ang nakatira sa baybayin ng barangay sa kanluran.

Ang transportasyon sa Barangay Yayamanin ay sa pamamagitan ng kalupaan at


katubigan (land and water travel) gamit ang minibus, single motorcycle, at maliliit na
bangka.

Ang barangay ay nahahati sa apat na purok


 Purok 1 sa hilagang kanluran ng barangay
 Purok 2 sa hilagang silangan ng barangay
 Purok 3 sa timog kanluran ng barangay
 Purok 4 sa hilagang silagan ng barangay

III. Climate Conditions


Ang Lulubog-Lilitaw Municipality ay may panahon ng tag-ulan o wet season mula Enero
hanggang Oktubre, at panahon ng tag-araw o dry season sa ibang natitirang buwan.
Ang hilagang bahagi ng munisipyo ay kadalasang nakakaranas ng unos o gales at pag-
ulan lao na sa buwan ng Agosto.

IV. Infrastructure

Matatagpuan ang Barangay Yayamanin Elementary School, isang 3-storey na gusali na


may kasamang gymnasium at open grounds, sa may bandang Chico Street.

Ang 2-storey na Barangay Yayamanin Hall ay matatagpuan sa kanto ng Lubi Street and
Durian Street. Katabi ng Barangay Hall ang Barangay Health Center.

Sa kabilang kanto ng Lubi Street at Sagrada Street matatagpuan ang palengke, isang
grocery store, at fish port.

Mayroon ding isang multi-purpose hall at covered basketball court sa pinakagitna ng


barangay. Minsan ay ginagamit ang mga ito kapag napupuno na ang Yayamanin
Elementary School bilang evacuation center.

V. Social and Economic Conditions

Ang Barangay Yayamanin ay may populasyon na 1,140. Sa kabuuang populasyon, 567


ang kalalakihan o males at 573 ang kababaihan o females. May 34 pamilya ang mga
Purok 1 at 4, may 31 pamilya ang Purok 3, at 29 pamilya naman sa Purok 2.

Ang hatian ng populasyon ay ang sumusunod:

Mayroon ding 15 kalabaw, 40 baboy, 100 manok, at 65 na bibe na pagmamay-ari ng
mga residente sa barangay.

Pangingisda, pagsasaka, at pagpapalaki ng bibe ang pangunahing pangkabuhayan sa


barangay. Mayroon ding mga residente na nagtitinda sa kani-kanilang sari-sari stores.

VI. Disaster Risk Profile

Dahil sa lokasyon ng barangay malapit sa Philippine Sea, ang mga hazards ay Habagat
o Southwest Monsoon, Amihan o Northeast Moonsoon, bagyo o typhoon, at malalakas
na hangin o strong winds.

Kasunod ng pandemyang Korbid-20 noong Marso 2020, ang Bagyong Oppa ay


nagdulot ng matinding pinsala sa barangay, noong Nobyembre ng parehong taon. Hindi
nakapangisda ang mga residente. Nasira ang mga ani dahil sa malalakas na hangin, at
pagbaha o coastal flooding. Nagresulta ito sa kakulangan sa pagkain. Maging ang
transportasyon ay naapektuhan. Naantala ang daanan sa Sagrada Street at Chico
Street dahil sa landslide malapit sa mga bundok at burol. Sinuspende ang paglalakbay
sa katubigan dahil sa laki ng mga alon at malalakas na hangin. Pansamantalang
ipinatigil ang mga online classes at ang mga mangilan-ngilang work from home dahil
ang kuryente at internet ay lubhang naapektuhan.

Mayroon ding kakulangan sa solid waste management na nakadulot sa paglala ng baha


sa barangay.

Ang iba pang hazards sa barangay ay grassfire at landslide. Mayroon ding panganib ng
lindol o earthquake at tsunami gawa ng fault line na matatagpuan malapit sa hilagang
bahagi ng Lulubog-Lilitaw Municipality. Nakakaranas din ang barangay ng tagtuyot at
kakulangan sa tubig. Bukod sa Korbid-20, mayroon ding mga pagkalat ng sakit kagaya
ng ubo at sipon dahil sa pabago-bagong panahon.

Day 1 Post Activity:

1. In 200 words, Arial font, size 12, make a reflection on your assessment of your
own skills or competency on disaster assessment and rate how effective are you
in terms of your skills before exposure to the Disaster RLE and after exposure to
the Disasater RLE? Compare the differences. Due submission June 30, 2022,
2022 11:59 PM.

2. Accomplish the GEO Hunter Disaster Risk Assessment tool using the
communities of Poblacion 4 Indang, Cavite (Group A) and Kayquit 3 Indang,
Cavite (Group B).

3. Create / make a Disaster ready bag “GO BAG” to be prepared by groups. One
Go Bag per group.

Day 2 Post Activity:

1. Make a spot map of the barangay after the community ocular survey for risk
assessment related to disasters.

2. Make a Community Disaster Timeline Matrix – through community interview,


interview of local officials, online search from DOH, DOST, LGU posts, and
search of literatures, news and various media news & communications (radio ,
TV etc.)
