A. ADOPTION OF MINUTES

1. Special Council Meeting – May 25, 2009

That Council adopt the Minutes of the Special Council Meeting held May 25, 2009.

SPECIAL MEETING

1. Funding for Development of Artificial Field at the Proposed

Yorkson Community Park

That Council approve the Request by Michelle Field, Langley Girls Soccer
Association, to appear before Council to discuss funding for development of artificial
field at the proposed Yorkson Community Park.

B. DELEGATIONS

1. Funding for Development of Artificial Field at the Proposed

Willoughby Community Park

Toni Burgess and Michelle Field were in attendance and Ms. Burgess commented
that an opportunity exists for funding through the federal government’s Western
Economic Diversification Grant for “shovel-ready” infrastructure projects. She
requested that Council consider entering into a funding partnership to construct a
new combination artificial turf soccer/softball field at Willoughby Community Park.
Financial assistance is available for one-third of the project costs, to a maximum of
$1 Million. She added that the Langley Field Sports Association recently voted in
support of this partnering opportunity with the Township of Langley, Langley Girls
Soccer Association, Langley United Youth Soccer and Langley Youth Field
Lacrosse. She advised that the estimated cost is $1.8 to $2.2 Million, and that the
benefits of additional artificial turf fields would allow expansion at reduced costs and
all-weather fields, resulting in fewer closures and cancelled games. The community
partnership advised that they currently hold $280,000 that can be applied to their
one-third contribution, and would require Council loan of balance with a repayment
schedule for the remainder of their contribution.
It was communicated that staff will be bringing forward a report on June 15 that will
seek Council’s support of this grant application and budget commitment. The
deadline for the grant application is June 19, 2009.

C. PRESENTATIONS

1. Cancer Clusters

Dr. Elizabeth Brodkin, Fraser Health Authority (FHA), Rick Gallagher and Dr. Nhu
Le, BC Cancer Agency, were in attendance and provided a presentation regarding
cancer clusters in the Township of Langley. R. Gallagher commented that Council
had requested further information on cancer clusters in the Walnut Grove area. He
provided an overview of various types and sub-types of cancer and exposures.

Dr. Le then spoke to comparison methods for assessing cancer rates, noting that the
Langley local health area with a youth population of 18,000 was used in the
comparison relative to the BC population. He continued that the ratio of cases
observed in the community relative to the expected number of cases indicated no
excess cases of cancers in the Langley area for 1998 – 2007, and that 6 out of 10
years were lower than the overall BC population. He advised that there was no
evidence to suggest a cluster of any cancer which might be due to an unknown
exposure, and that changes were within the normal range of random variation.

Dr. Brodkin, FHA, commented that the data is epidemiologically reassuring and that
the number of cases over 10 years in the Langley community area was as expected.

C. PRESENTATIONS

2. Recreation, Culture, and Parks Advisory Committee 2009 Work Plan

Jamey Paterson, Chair, Recreation, Culture and Parks Advisory Committee, was in
attendance and provided a presentation regarding the 2009 Work Plan. He
commented that Suzan Guest was elected as Vice-Chair for the 2009 term and that
the Committee’s 2009 Work Plan includes: discussion relative to recreation facilities
in Aldergrove; a presentation by Langley 2010 BC Summer Games; a BCRPA
Symposium report; review of Fees and Charges Bylaw amendment; update on
Aldergrove Athletic Park re-development concept plan; the Langley Event Centre
opening celebrations; tour of Aldergrove/South Langley Parks and Trails; Joint
Committee meetings with the City of Langley and Ridge-Meadows; updating
Willoughby Community Park Plan; review of Langley Centennial Museum
operations; development of policy regarding advertising in municipal parks and
faculties and community storage for facilities and parks, endorsement of Fort to Fort
Trail plan connection across Glover Road and through Marina Park, review of
Motorized Boat Launch planning initiative, review Cemetery Bylaw, concept plan for
Derek Doubleday Sustainable Horticultural Centre, trail plan for South Langley
Regional Trail, and potential Arts & Cultural Plan.

He noted that two of their sub-committees, the Langley Walk and Awards Sub-
Committees, would become Task Forces in compliance with the 90-day limitation in
Bylaw No. 4700. He added that there were 11 functional areas of responsibility for
liaison roles: Arts and Culture, Aquatics, Community Sport, Sport Tourism, Parks
and Trails, Seniors /Older Adults; Therapeutic Recreation, Recreation and Fitness,
Equestrian, Libraries/Museum, and Early Childhood/Pre-School. Committee
members have been assigned to these liaison roles.

D. Leavers discussed funding implications of the earlier request for artificial turf field
at Willoughby Community Park, and details regarding the Western Economic
Diversification Grant program.

Councillor Ferguson entered the meeting at 4:29 p.m.

accordance with Council’s Liquor Licence Endorsement Policy, providing Council
with public input into the Duke of Wellington Liquor Primary and Licensee Retail
Store endorsement request.

implementation of edge planning measures in compliance with Ministry of
Agriculture and Lands standards.

M. OTHER BUSINESS

2. Products Manufactured in the United States

Moved by Mayor Green,

Seconded by Councillor Bateman,
Whereas the United States has earmarked over $90 billion US of the
$787 Billion US stimulus package for roads, bridges and other infrastructure projects
and states that it must follow NAFTA rules. However, the majority of these monies
are being spent at the city and state level and they are not bound by NAFTA
therefore they can and are insisting on product manufactured in the USA;

Whereas the Town of Halton Hills and the Region of Halton, Ontario have passed a
resolution that is enclosed for your perusal and consideration to counteract this
unfair trade practice; and

Whereas it does not say “Buy Canada”, instead it resolves that Canadian
Infrastructure projects at the municipal level, including environmental projects such
as water and waste water treatment projects, require that any goods and materials
required for the projects be bought only from local companies whose country of
origin do not impose local trade restrictions against goods and materials
manufactured in Canada to better ensure open, fair and competitive practices across
the globe;

Therefore be it resolved that the Township of Langley Council support the attached
resolution that will be brought forward at the Federation of Canadian Municipalities
Annual Conference occurring in Whistler from June 5-8, 2009.
