These activities have expanded to encompass new wellness initiatives for small employers which purchase coverage through Cover Oregon, network and payment innovations designed to contain health care costs, and new membership and shopping features stemming from enactment of national health care reform. Additionally, the Executive Director has the following responsibilities:
Principal responsibility for setting strategic priorities for Cover Oregon with respect to all components of its mission, in consultation with its staff and Board of Directors. The Executive Director must be finely attuned to rapidly evolving health insurance market and health care delivery system trends and opportunities, as well as state and national legislative and political dynamics, to provide effective strategic leadership for the organization.
Provides leadership that emphasizes employee productivity and responsiveness to customer needs. Develops strategies and programs to continuously improve work processes. Sets standards and develops tools to measure service delivery, such as customer surveys, focus groups, and retention statistics.
Directs annual budget development and reviews for appropriateness and sufficiency.
Assembling and retaining a high-performing leadership team whose members have the experience and ability to run the day-to-day operations of a public corporation that includes a complex IT system at its core.
Develops a highly skilled, diversified workforce capable of using Cover Oregon resources to their best advantage in fulfilling the strategic plan, determining scope of staff responsibilities, facilitating staff cooperation on cross-agency policy and operational initiatives and providing guidance and feedback.
