About Cover Oregon
over Oregon is part of the broad effort under way in Oregon to improve the health of Oregonians, increase the quality, reliability, and availability of care, and lower or contain the cost of care. For its part, Cover Oregon will help improve access to health coverage by providing a central marketplace where individuals and small employers can shop for health insurance plans and access financial assistance to help them pay for coverage. Senate Bill 99 in 2011 established the Oregon Health Insurance Exchange Corporation which later became branded as Cover Oregon. It was set up as a public corporation, governed by a board of directors who are appointed by the Governor and confirmed by the Oregon Senate. The board is supported by a Consumer Advisory Committee that provides the board with diverse perspectives from consumers, small employers, advocates and agents .There is no state funding for Cover Oregon. Start-up funding comes from federal grants, and Cover Oregon must be financially self-sustaining by 2015. Senate Bill 99 permits Cover Oregon to raise the self-sustaining funds by charging an administrative fee to commercial carriers that offer Qualified Health Plans in Cover Oregon and to the Oregon Health Authority for services provided to the Oregon Health Plan. Cover Oregon serves two major customer groups:
Individuals who do not have access to affordable coverage through an employer sponsored plan; and
Small employers with 50 or fewer employers, which can use Cover Oregon to provide expanded choices of health plans to their employees. Under a defined contribution model, employers could contribute a set amount to premiums and allow their employees the choice of all plans offered through Cover Oregon. The plans offered through Cover Oregon will meet specific requirements and will be graded in areas such as quality, care coordination, and network adequacy.

Under the direction of Cover Oregon’s Board of Directors, the Executive Director oversees the Oregon Health Insurance Exchange Corporation’s activities, working closely with the organization’s senior managers, staff and Board of Directors to define and execute its mission in light of its statutory responsibilities and the health insurance

This entails overseeing public and private health insurance programs currently providing coverage to 225,000 individuals, policy decisions that set coverage requirements for adults and employers across Oregon and statewide enrollment and outreach initiatives. These activities have expanded to encompass new wellness initiatives for small employers which purchase coverage through Cover Oregon, network and payment innovations designed to contain health care costs, and new membership and shopping features stemming from enactment of national health care reform. Additionally, the Executive Director has the following responsibilities:
 Principal responsibility for setting strategic priorities for Cover Oregon with respect to all components of its mission, in consultation with its staff and Board of Directors. The Executive Director must be finely attuned to rapidly evolving health insurance market and health care delivery system trends and opportunities, as well as state and national legislative and political dynamics, to provide effective strategic leadership for the organization.
 Provides leadership that emphasizes employee productivity and responsiveness to customer needs. Develops strategies and programs to continuously improve work processes. Sets standards and develops tools to measure service delivery, such as customer surveys, focus groups, and retention statistics.
 Directs annual budget development and reviews for appropriateness and sufficiency.
 Assembling and retaining a high-performing leadership team whose members have the experience and ability to run the day-to-day operations of a public corporation that includes a complex IT system at its core.
 Develops a highly skilled, diversified workforce capable of using Cover Oregon resources to their best advantage in fulfilling the strategic plan, determining scope of staff responsibilities, facilitating staff cooperation on cross-agency policy and operational initiatives and providing guidance and feedback.
