CHARTERING POLICY of the

STUDENT GOVERNMENT ASSOCIATION


Of QUINNIPIAC UNIVERSITY

Article I: Organizational Standing

The Student Government Association will accept requests for chartering from all
recognized organizations, which means they are registered with the Office of the Student
Center and Student Leadership Development. There are two classifications an
organization can fall under:
I. A recognized organization:
a. An organization just registered with the Office of the Student
Center and Student Leadership Development.
II. Fully chartered organization:
a. Must meet all requirements set-forth in Article II of the Chartering Policy.

Article II: Eligibility

An organization’s eligibility is determined by the Public Relations Committee.


Organizations must fulfill the following requirements:
I. It has been recognized by the Office of the Student Center and Student Leadership
Development for at least one (1) academic year.
II. Membership is open to all and only Quinnipiac University undergraduate students.
III. No chartered organization can mandate the charge of dues for anyone to be part of
the club or organization.
a. If however, the national affiliate requests the charge of dues to be part of
the national organization, then all dues collected must be used towards the
affiliation only.
IV. It has no holdings in an outside banking institution.
V. It must be in compliance with the Student Government Association Constitution
and Financial Policy.
VI. It is managed and led exclusively by undergraduate students with no power exerted
by faculty/staff beyond the normal functions of advising.
VII. It must demonstrate the following as an indication of significant contribution to
Quinnipiac University undergraduate students:
a. Consistent active membership
b. Regular Meetings
c. Compliance with the organization’s own constitution

Article III: Chartering Procedures

Section 1: Procedures to apply for chartering

I. The Vice President of Public Relations must have received notification that an
organization is recognized by the University via the Office of the Student Center
and Student Leadership Development.
II. The President of that organization must meet with the Vice President of Public
Relations or designated Organizational Liason(s) of the Public Relations’
Committee. It is the Vice President of Public Relations or the Organizational
Liason(s)’s responsibility to outline the policies and procedures of the Student
Government Association.
III. Upon meeting with the Vice President of Public Relations or the Organizational
Liason(s), the organization is asked:
a. To submit a constitution to the Public Relations Committee for approval
of becomingto become a chartered organization in of the Student
Government Association.
b. To revise and resubmit its constitution to meet the requirements of the
Student Government Association’s policies. The organization can then
make changes to be in compliance with Article II of the Chartering Policy,
and resubmit the new constitution to the Public Relations Committee for
approval of becoming a chartered organization in Student Government..

Section 2: Chartering process for clubs/organizations

I. Organizations submit a constitution to the Public Relations Committee.


a. The Public Relations Committee will have a maximum of two (2) weeks
to review the organization’s constitution.
b. All organizations must send at least one (1) representative to the Public
Relations Committee meeting at which the recommendation will be heard.
c. The decision will be presented at the next weekly meeting of the Student
Government Association.
d. The Student Government Association will then vote on the
recommendation of the Public Relation’s Committee.
i. At least one (1) representative must be present to field questions
from the general body.
ii. A majority vote of the Student Government Association is needed
to grant a charter, or not to charter an organization.
e. The Vice President of Public Relations will notify the organization in
writing of their status. An official charter letter is sent to the Office of the
Student Center and Student Leadership Development. A copy of this letter
is also filed in the Student Government Association Office.

Section 3: Constitution changes for chartered organizations

I. Once an organization is chartered, any changes made to its constitution must be
submitted to the Public Relations Committee in a timely manner and approved by
the Student Government Association through a committee recommendation.
II. All chartered organizations who wish to change their constitution must submit the
proposed changes to the Public Relations Committee. within (1) one week of
changes made.
a. The Public Relations Committee must review and either accept or reject
the changes within a (2) two week time-frame.
III. Any changes to a chartered organization’s constitution must:
a. Be in compliance with the Student Government Association’s Chartering
and Financial Policies.
b. Not be detrimental to the long-term growth or success of the organization
as determined by the Public Relations Committee and the Student
Government Association.

Article IV: Charter Removal

I. Failure to comply with the Student Government Association’s policy’s policieswill


result in a review of the organization’s charter.
II. The organization is reviewed by the Public Relations Committee under the same
criteria outlined in Article II and Article III of the Chartering Policy.
III. If deemed necessary, the Public Relations Committee will make a recommendation
to Student Government Association to revoke the organization’s charter.
IV. A majority vote of the Student Government Association is required to revoke an
organization’s charter.
V. If an organization’s charter is revoked it:
a. Forfeits all rights and responsibilities of a chartered organization.
b. Has the right to reapply for a Student Government Charter, at the
discretion of the Public Relations Committee.

All interpretations and explanations of the Student Government Association Chartering


Policy are at the discretion of the Vice President of Public Relations and/or the Public
Relations Committee.
