Following are pics of 232 Bidwell Avenue Apt 2.

I was refered to this apartment by Hudson County


Department of Social Services on 4/12/10. The landlord advised that the apartment had only minimal
work left to be done and that it was pretty much ready to be rented. The walls of the apartment were
freshly painted and the kitchen cabinets appeared to have been new and recently installed. Based on
other conditions in the building I wouldn’t normally have decided to live here. However, rather than
face a long term homeless situation due to having been stripped of my job (see 09-2680-cv) and based
on the landlord’s statement on apartment readiness, I agreed to take the apartment on 4/16/10. I got
the keys on 4/17 and moved in my belongings on 4/18/10. I started staying there on 4/19. There were
no utility services in the apartment until 4/26/10 and Social Services was well aware of this.

Beyond the fact that the fixture was hanging out with exposed wires, I just recently discovered that the
lighting in the bathroom was not up to code when I moved in because there is no wall switch to control
the fixture over the bathroom mirror (a few pics down) – even though the fixture itself was replaced. At
the end of the day, this apartment should have been inspected to meet what is called HQS – Housing
Quality Standard per HUD as safe, decent and sanitary prior to Hudson County Social Services
referring it to anybody. Oddly enough, the apartment was inspected in May 2010 and passed despite
the conditions shown below and the bathroom code violation.

Maintenance man removed frame on April 20 th from kitchen window to install stove. Did not replace
frame.

Old stove attachment on kitchen windowsill. PSEG stated that this line was no good and replaced it
4/26/10.

This is the replacement light fixture that was installed in or about May 2010. The maintenance man left
without giving me the globe to cover the light. The area around the new fixture was never painted.

The kitchen outlet used for the stove and the microwave stopped working on or about June 30 2010.
This outage as well as a nonfunctioning electrical outlet under the windows in the living room was
reported to the maintenance man on July 1, 2010 when he came to repair the leaking shower fixture in
the bathroom.

After replacing the knob it still leaked. The maintenance man left without advising that he was finished
working or advising when the electrician was coming.

The 2nd to the left top mailbox was for apt 2. The bottom right middle box has no door either. There are
many boxes that close but do not lock.

Inside of apt door. The lock is broken, the knob stays loose and the door frame is bent. In order to open
the door from the inside you have to stick your finger in the gap and press the slanted latch back.
