In reply to your letter today of 20 August 2003,1 can confirm the following:

The iISS held a conference styled The lISS Global Strategic Review (GSR) in
London at the Chancery Court Hotel, Holbom 13-15 September 2002 .

2 Dr Kelly registered as a participant, and was included in the delcgatc list published at
the time of the conference.

3. We note that Dr Kelly had a booking at the Chancery Court Hotel and so believe that
he did attend the conference .

4. Andrew Gtlligart did not register as a participant, was not listed as a delegate and we
do not believe he attended the GSR .
