BUDGET ANALYSIS OF CWG 2010


 !he initial total budget estimated by Indian CWG committee in 2003 for hosting the games
was 16.2 billion but escalated official total budget estimation in 2010 became 115 bn, a total of Rs
28,054 Crore, out of which Rs 16,560 Crore had been given to the Delhi government for upgrading
the infrastructure and building of various stadia.

INFRASTRUCTURE ± COMMONWEALTH
VILLAGE

 A total of 34 residential towers


 1,168 apartments comprising 4,008 bedrooms
 All apartments are air-conditioned and have been provided with
facilities like lockable cupboards, televisions, refrigerators,
washing machines, irons and ironing board

 It has facilities like residential centres, CGA Offices, Sports


Information Centre, Religious Services Centre, Polyclinic, Casual

SECURITY
 Security at the Games Village is provided by Delhi Police, with help from the
ational Security Guards ( SG) and the ational Disaster Response Force
( DRF).
 Security coordination is looked after by the Venue Command and Control

FACTS ABOUT TRANSPORTATION


 —stimated Budget - Rs 4,224 cr allocated for improving transport, out of which
Rs 2,019 cr has been earmarked to modernize the existing Delhi !ransport
Corporation (D!C) . Urban development projects get Rs 1,471 cr for roads,
construction of foot-over bridges and street scraping and lighting
 2.2 km underground stretch from odhi Road to trans-Yamuna, linking the
Games Village to the Jawaharlal ehru Stadium and reducing travelling time
between the village and the Stadium to six minutes.

 Flyovers, Cloverleaf Flyovers, and Bridges; Inner and Outer Ring roads signal
free.
 High Capacity Bus Systems
 Indira Gandhi International Airport is expanded, and upgraded. Costing nearly
US$ 1.95 billion, which will hold 37 million passengers a year

 !here are 17 sports to be held at CWG, at 20 competition venues.
 Of these 20, archery (1); aquatics (3); lawn bowls (2); netball (2); rugby (8)
sevens, including seven venues within Delhi University; shooting (2); squash
(1); table tennis(2); weightlifting (1), wrestling (3) and tennis (2).
 !here are three main non-competition venues in the Games, besides the
Commonwealth Games Village namely the Delhi 2010 Commonwealth Games
Organising Committee Headquarters (OC CWG Delhi 2010), the Main Media
Centre, and the Games Family Hotel, Hotel Ashok.

 Sports and Business - Australian Officials said the BCA has already engaged
36,500 business people since its inception through business networking
programmes in major sporting events across the
globe and helped the country generate over 1.7 billion Australian dollars of
business so far.
 !his is the first time tennis will be part of the Commonwealth Games.
 Archery will be played in the Games for the first time since 1982

CORRUPTION IN SPORTS
 Anti-Gravity !readmill- Alter G, was supposed to be bought for
9.75 lakhs for one and a half months. !he original price of the
treadmill is around 36 lakhs.
 !he strategy of making a budget proposal foe acquiring any
product is by quoting the price from company͛s website.
 CWG OC members spend around Rs1.25 cr. On travelling to
countries which has already hosted CWG games.
 !he sports umbrella would also be imported whose rent for one
and half month is Rs. 6308. Original price being Rs. 41,000.
 Fridge, AC, Diesel Generators, !issue rolls etc also to be imported.
All of this could be made in-house.

IMPACT ON ECONOMY
 It is estimated that the Commonwealth Games 2010 would result
in an overall economic impact of approximately $4,940 million on
India over the period of 2008-12," the document said.
 It said the 2002 Manchester Games created an impact of nearly
$3,400 million in Britain͛s, while the Melbourne Games created
an impact of $1,600 million on Australia͛s GDP.
 However, an GO Hazard Centre claimed that Delhiites will have
to pay a huge price for the "development work" carried out for
Commonwealth Games and "in the next 25 to 30 years, each one
of them will have to pay a debt in form of increased prices of
land, basic commodities and petrol.

 !he quantum of revenue likely to be generated during the Commonwealth Games till
December 2010 is expected as follows:-

 !ill now OC has got commitment of 627.20 cr as revenue out of which 264 cr has been
realized.
 Apart from that DDA has taken over 700 flats out of the 1168 cwg games village flats
are being sold at a price ranging from 2.3 crore to 4.75 crores ( 2br to 5 br)
 So in fact around 4500 crores of revenue is expected to be generated till 2012 .

CONCLUSION
 India's decision to bid for the Commonwealth Games 2010 was non-transparent
and undemocratic and cost the country Rs. 137 crore. India offered US $7.2
million to train athletes of all Commonwealth nations - an offer which allegedly
clinched the bid in India's favour.

 !he Government of India and Delhi had underwritten costs and budget shortfall
of the Games, despite the fact that the Ministry of Finance, Department of
—xpenditure, Government of India, cautioned against it in 2003.

 !he budget for the CWG had risen from an initial projection of Rs. 1,899 crore to
an official figure of Rs. 10,000 crore and independent expert estimates of Rs.
30,000 crore.

 !he expenditure on sports infrastructure rose 2,160% of the initial projected


budget.

 !otal expenditure on infrastructure, beautification projects, and security is
unknown but is likely hundreds of crores.

 A July 2009 report of the Comptroller and Auditor General of India (CAG)
raised questions on certain financial aspects of the Games, including
sponsorships and revenue generation.

 —xperience from around the world has demonstrated that mega sports events
result in losses for the host country, especially when security costs are factored
in. India's expenses for the CWG are likely to create a negative financial legacy
for the nation, the effects of which are already visible in the form of higher
cost of living and taxes for Delhi residents.

 !he increase in the Union Budget allocation for the CWG from the Ministry of
Youth Affairs and Sports rose by 6,235% from 2005-06 to 2009-10.

with its national and international human rights and environmental legal
commitments.
