SELECTED ACHIEVEMENTS
• Managed the communications for the perception and reputation of Smartmatic in
implementing the 2010 Automated Elections project by serving as spokesman for the
Automated Election System (AES) and by advocating for Voter Education. Result:
The Philippines was able to have its first, historic automated elections that was seen
as credible by ASEAN countries, EU countries, the US, China, Australia and New
Zealand. The transparent, peaceful election helped Comelec regain credibility with
the Filipino people.
• Managed and planned several crisis communications campaigns and provided
strategic PR services for the following industries: telecommunications, fastfood,
government, vehicle, remittance, and telecom value added services. Result: The
business and reputations of clients concerned were protected and enhanced.
• Managed and planned a nationwide Public Relations campaign exposing a
scandalous government telecommunications project. Result: The President of the
Philippines cancelled the deal with the supplier because of adverse public and
political opinion generated by the campaign. This spared taxpayers from an
unnecessary P16-Billion debt.
• Formed a Non-Government Organization to assist the US State Department in its
public diplomacy program for moderate Muslims in Mindanao. Served as its
Executive Director. In its efforts to spearhead the fight against terror, the United
States had inadvertently earned negative publicity. The Foundation for Peace and
Prosperity in the Philippines (3PF) was able to distribute books, computers, sports
equipment in Mindanao. In addition, it was able to repair schoolhouses in Jolo.
Result: Helped arrest the decline of US stature worldwide by addressing the serious
problem of growing anti-US sentiment in Southeast Asia and particularly in Mindanao
through Public Diplomacy.
• Won the 1998 Travel Writer of the Year Award (foreign and local category). This was
given by the Excellence in Tourism Award for Region XI Convenors Group,
composed of Women in Travel – Davao and the Department of Tourism Reg. XI, in
recognition of professional skill and insight in the marketing, advertising, and
promotional efforts for the region. Taken into account were creativity, imagination,
ingenuity, and factual presentation of information, organization, and effectiveness of
the Davao Rising cover story in the August 1997 issue of Mabuhay, Philippine
Airline’s in-flight magazine. Result: International exposure enhanced the awareness
of Davao’s tourism industry and its investment opportunities. This aided Davao City’s
efforts in attracting higher income from tourist inflow and increased foreign
investments in 1997.

EXPERIENCE

PRESIDENT, Agricultural Inoculants Corp. 2010 to present


• Spearheading engagement with the executive branch, LGUs, multi-lateral
agencies and the private sector to promote organic fertilizers to address food
security and climate change.
• Leading the advocacy with the executive branch, LGUs, multi-lateral agencies
and the private sector for the conversion of municipal waste to organic fertilizer
project to help LGUs comply with the Solid Waste Management Act of 2001 (RA
9003).
• Handling the firm’s tri-media, online, and corporate marketing and advocacy for
the biological inoculant to convert biomass into organic fertilizer.

SPOKESMAN AND PR MANAGER, Smartmatic-TIM 2009 to 2010


• Served as Spokesman and handled Public Affairs for the company that won the
Commission on Elections bid to fully automate the Philippines' 2010 elections. This
entailed a nation-wide marketing effort through appearances on major TV and radio
programs, newspaper interviews and facing various for a like media roundtables,
civic groups, students, and other stakeholders. The company was able to deliver the
Philippines’ first historic automated elections that was hailed by the whole world as
credible, peaceful, and transparent.
• Advocated for Voters’ Education for automated elections, for the key features of the
company’s automatic counting machine, and for the easy use of the ballot.
• Planned, managed, and organized the nation-wide awareness/ information program
to familiarize voters with the automated voting system for the 2010 National Elections
and Overseas Automated Voting in Singapore and HongKong.
• Coordinated with the Commission on Elections (Comelec) and the Project
Management Office (PMO) for the key Public Diplomacy deliverables of the
automated election project.
• Handled marketing communications, corporate affairs, Corporate Social
Responsibility project, and crisis PR for the firm.
• Provided government relations for the project with the executive and legislative
branches such as attending the Joint Congressional Oversight Committee.

CORPORATE AFFAIRS DIRECTOR, Eway54 Corp. 2009


• Handled business development and marketing by identifying market/business
partners and choice properties for the biofuel firm’s potential investments in the
Philippines.
• Provided the firm access to the attendant government agencies, government
corporations, government financial institutions, and the academe to make its
presence known.
• Developing possible businesses for the firm in the field of renewable energy and
alternative fuels.
SENIOR COUNTRY ADVISER, Global Tree Trust 2008
• Handled business development by identifying choice properties for the Luxembourg-
based biofuel firm’s potential investments in the Philippines.
• Provided the firm access to the attendant government agencies, government
corporations, government financial institutions, and the academe to establish its
presence here.
• Developing possible businesses for the firm in the field of alternative fuels.
• Managed the firm’s Public Relations program with its prospective partners.

GOVERNMENT RELATIONS DIRECTOR, Four Star Consulting 2001 to 2009


• Handled initiative for the Japanese Ministry of Economy, Trade, and Industry’s
(METI) proposed clean coal technology for the National Power Corporation and its
investment interests with the Southern Philippines Development Authority.
• Started business development for the firm and prospective mining investors with the
Philippine Mining Development Corporation (PMDC).
• Provided the firm access to the Secretary of the Department of the Environment &
Natural Resources (DENR), to DENR’s other officials, and to the legislative branch in
order for the firm to market its services. Succeeded in gaining the DENR Secretary’s
support for the firm and for its projects.
• Advocating for the government’s implementation of vital environmental projects for
Japan International Cooperation Agency (JICA) and the Japan Bank for International
Cooperation (JBIC) through DENR’s corporate arm, the Natural Resources
Development Corporation (NRDC).

MANAGING DIRECTOR, Bozel Sawyer Miller Group Worldwide 2001 to 2006


• Formed a Non-Government Organization to assist the US State Department in its
public diplomacy program for moderate Muslims in Mindanao. Served as its
Executive Director.
• Served as Consultant in 2001, Associate Strategist from 2002 to 2004, Chief
Strategist from 2004 to 2005, and as Managing Director from 2005 to 2006.
• Responsible for general management and formulating PR, government relations,
and lobbying strategies.
• Served as Special Assistant to the Chairman for special projects and lobbying
concerns.
• Conceptualized and executing PR/ advocacy/ lobbying strategy for the
Department of National Defense (DND) to acquire financial aid package from the
US Congress in order to modernize its equipment, its training, and its human
resources.
• As strategist for the DND account, providing media counsel, media coordination,
and media talking points for former Defense Sec. Angelo Reyes. Helped draft
former Defense Sec. Angelo Reyes’ talking points for meetings with US State
Dept. Sec. Colin Powell and with various Philippine and foreign senior
government officials and legislators. Prepared former Defense Sec. Angelo
Reyes’ media briefing, reference materials and talking points for his 2 meetings
with US Defense Sec. Donald Rumsfeld.
• Assisted Defense Assistant Secretary for Policy & Special Concerns Alejandro
Melchor III in the areas of: RP-US integrated communications, the RP-US
Defense Policy Board, strategic assessment & special projects, and military
diplomacy. Participated in the conceptualization of communication plans for the
United States Joint Task Force’s humanitarian and civic action programs in
Mindanao and the Mutual Logistical Support Agreement (MLSA).
• Provided government relations services, crisis communications management
services, marketing communications, and PR/ lobbying strategy to several
financial institutions, pharmaceutical firms, the country’s top casino firm, a global
bridge-builder, a shipping firm, a carrageenan refining firm, a major Asian airline,
a fuel firm, the Department of Tourism, a helicopter firm, and other accounts.
• Gathered information and edited the BSMG Chairman’s newspaper column in the
Philippine Star.

PR/ GOVERNMENT RELATIONS CONSULTANT, CMMTC 1999 to 2002


• Served as Citra Metro Manila Tollways Corp.'s (CMMTC) PR & Government
Relations Consultant for crisis communications and issues management on property
and infrastructure matters, for lobbying activities, and for toll fee increase initiatives.
• Advocated for and defended the interests of the firm and of its subsidiaries by
organizing events, writing press releases, column feeds, articles, ads for Paris
Match, and letters to the editor. Wrote newsletter articles and speeches for the
president, as well as investor relations PR, corporate profiles, communication plan,
and the Annual Report for the firm and its I.T. subsidiary.
• Strategized & executed crisis communications, issues management, & lobbying
activities with Skyway’s management, lawyers, & corporate communication staff for
toll fee increase initiatives. The Toll Regulatory Board (TRB) granted a provisional
toll free increase after one year and President Gloria Macapagal-Arroyo upheld the
increase despite opposition to it

SPECIAL ASSISTANT TO THE PRESIDENT, Great Wall Advtg. 1999 to 2001


• Handled special projects such as government relations, policy advocacy, and issues
management for the CEO’s corporate and political clients. Responsibilities included
drafting marketing communication and public affairs strategies as well as dealing
with the media, government regulators, government officials, industry associations,
community leaders, and the public at large for clients in the financial, consumer
goods, tobacco, and aviation industries.
• An active member of the government’s Information Technology & E-commerce
Council’s (ITECC) Business Development committee and of the International
Association of Business Communicators (IABC). Wrote various Information
Technology & investor relations articles.
• Selected to be a member of the Business Development Committee of the
government’s Information Technology & E-Commerce Council (ITECC), which was
chaired by ex-President Gloria Macapagal-Arroyo. Helped draft a communication
plan for the promotion of the country’s I.T. E-services niche and that suggested an
international branding/advocacy for the country to take better control of its perception
abroad. The government decided to hire a PR firm to improve the country’s image
abroad to fix the reality and the communication for the perception.

MARKETING COMMUNICATIONS EXECUTIVE , SGV & Co. 1997


• Provided crisis communications PR for SGV & Co. to restore civil client relations with
Monte de Piedad Bank in 1997. The firm was spared from a P20 million lawsuit.
• Wrote SGV & Co.’s marketing communications through Doing Business in the
Philippines advertorials, cover stories, investor relations PR, and special reports on
notable industries and locales. Targeted for prospective foreign investors, these were
published in Mabuhay magazine and in other publications. The reputations of SGV &
Co., Arthur Andersen, and clients were projected and enhanced in a creative PR
campaign. This generated interest in and support for the firm’s service lines in the
form of client inquiries and potential engagements.
• Wrote articles for the firm’s Doing Business in the Philippines series featuring
Information Technology, property, tourism, and industries in Philippine Airline’s
Mabuhay magazine.
• Served as the local Knowledge Manager of the Proposal Toolbox by providing
context and content to the firm’s country proposals and presentations database. This
enabled personnel to write effective and consistent proposals and presentations to
clients.

PROJECT MANAGER, Brendan Wood International, Canada 1996


• Pioneered the Toronto-based management consultancy firm’s Asian market research
(Global Interbank Survey Project). Oversaw the project team’s successful completion
of trade finance surveys with 22 banks in China, Japan, Hong Kong, Singapore,
Malaysia, and Thailand. The Global Interbank Survey was upgraded to full
operational status for 1997.
• Established favorable linkages with various commercial attaches and senior bank
officers for the firm.

PR CONSULTANT, Office of Sen. Ramon B. Magsaysay, Jr. 1995-1996


• Conceptualized and organized the nationally-broadcast launching of ABS-CBN Alas
Singko y Medya morning show’s public service segment Jobs, Opportunities,
Business, & Security for Sen. Ramon B. Magsaysay, Jr. with the support of the
country’s top political, business, NGO, and media leaders. Maximum publicity led to
stronger awareness for the segment from people and firms concerned with current
information and public service advisories.
• Facilitated supplementary funding for the Food Network’s Edible Roots with Martin
Yan: The Flavorful Philippines fall 1996 TV special.

PR CONSULTANT, Office of the President of the Philippines 1993-1996


• Served as program advocate & Editor-in-Chief of Manifest MRP. The newsletter - an
anti-corruption NGO project: of the Moral Recovery Program (MRP) - was distributed
to the whole government bureaucracy nationwide.
• Wrote various speeches, reports, scenario flows/scripts, and memoranda for Pres.
Fidel V. Ramos, cabinet members, and various officials.
• Advocated and explained views on human potential on ABS-CBN’s CityLine. The
goals of the MRP - the President of the Philippines’ anti-corruption NGO program-
was further amplified.

MARKETING MANAGER, Merlynweave Apparel 1989-1993


• Served as marketing manager for a garments manufacturing firm.
• Conceptualized and drafted marketing communications for the firm.
• Sought out leads, networked, and acquired export contracts and sub-contracts.
• Liaised with attendant government agencies like the Department of Trade and
Industry’s Garments and Textile Export Board (GTEB) for the firm.
PR CONSULTANT, Office of the Vice-President of the Philippines 1989
• Served as coordinator for the office and its Washington-based adviser, Black,
Manafort, Stone, & Kelly (BMSK).
• Wrote media monitors, media analysis, and political reports for Vice-President
Salvador H. Laurel & for BMSK.

• Assisted in the Bases Negotiations deliberations of the committees on National
Defense and on Foreign Relations.
