Composition, Structure and Scope

1. Scope of Study for Phase 2:

In addition to examining the Village Centers of North Point, Tall Oaks,


South Lakes and Hunters Woods, we believe that the entirety of
Reston excluding the areas studied in Phase 1 should be included.

Many clusters/buildings that are in areas identified as “high density”


are obvious targets for redevelopment. The matter of “sinews” needs
to be addressed as it relates to the residential areas of Reston.

Projects similar to the pending JBG Fairway Apartment proposal are


likely in other areas of Reston that not included in the Village Center
areas per se. We believe a firm policy set by the Phase 2 Task Force
can eliminate the problems inherent in the first iterations of Fairway
and clarify for investors/developers the parameters allowable for
redevelopment projects within the Reston boundaries. In particular,
we should encourage the expansion of affordable and workforce
housing in Reston consistent with Reston’s vision and County
policies.

Structural composition of Task Force

We recommend the following structure for the Task Force:

1. Chair: A Reston resident who lives in the Phase 2 Study area and
who has no conflict of interest, i.e. employment by any entity which
may gain advantage by his/her participation in Task Force activities.

2. Committees: Committee Chairs should be Reston residents or


have Reston business interests in that sub-area committee.

• North Point
• Tall Oaks
• South Lakes
• Hunters Woods
• Polo Fields
• Dogwood
• Rental Unit Clusters
• Multi-Unit housing Clusters

3. Community representation on Committees: Reston residents not


formally on the Phase 2 Task Force, but attending committee
meetings, would be able to participate in Committee discussions.

4. Consultants: Using experienced consultants who are familiar with


successful commercial shopping center renovation would be
advantageous to the process in looking at Village Center areas. (Two
such firms with extensive experience that could serve in this role are:
Robert Gibbs or Edens and Avant.)

3. Composition of Task Force: Stakeholders for Phase 2

Members must be Reston residents except for developer, merchant,


senior housing, workforce housing, and apartment-owner
representatives. Listed in no particular order, they should include
representatives from:
1. Owner of defined Village Center/developer
2. Merchants of Village Center
3. Adjoining VC residential clusters
4. RCC board, excluding County employees ineligible due to
possible conflict of interest.
5. Workforce housing rep
6. Senior housing in Village Centers
7. Apartment-owner
8. Renters
9. Single family homeowners
10. Townhome clusters
11. High school student, advisory only
12. Reston Interfaith
13. RCA
14. ARCH
15. RA
16. P & Z
17. Professional, experienced planners

4. RCA Reston 2020 proposals for citizen candidates for Phase II of
the Reston Task Force:

Note: We have not had a response from RA nor ARCH for a


consolidated list of candidates. The hope here is to include as
diverse a group as possible with the requisite knowledge and ability—
including experience on Phase I of the Task Force-- to serve
effectively the interests of the Reston community.

Note: Until the last days of his life, Dave Edwards was ebullient at
the prospect of serving on the Phase 2 Task Force. We at Reston
2020 will be forever in his debt for the wisdom he imparted to us as
we worked together focused on our mutual love of Reston.
