On September 21"' 201I at approximately 7:20 am, City of Fayetteville Street workers were preparing the roadway of E Joyce Blvd (East bound lane, closest to the curb) for construction. The employees were wearing high visibility green shirts during this time. They placed cones and signs in the designated construction area and 1500 feet west of this location warning the drivers of the hazards ahead. Two of the employees were in the lane behind cones. They were preparing to rip up the asphalt with a large machine parked
inside the cones.
Jo Jackson was driving east in the same lane as the construction, accompanied by her 12 year old daughter. Mrs. Jackson struck two city workers with the front of her vehicle. The workers were transported to the hospital for serious injuries. Due to the extent of the injuries, officers requested Jackson to submit to a breath test and additional tests. She complied and it was determined she was under the influence of prescription drugs and unable to operate a motor vehicle safely at the time of the collision. Mrs. Jackson was arrested for DWI (drugs), failure to obey a traffic control device, reckless driving, and endangering the welfare of a minr. She was read her Miranda Warnings and admitted she took prescription medications prior to the collision.
On Septembe r 2l"t 2011 , Jackie Luper (5 1 years of age and a 3 l year employee of the City of Fayetteville) was adqitted to the Critical Care Unit at Washington Regional Medical Center for life threatening injuries.
