A debate between supporters and opponents of the Community Preservation Act The Community Preservation Act allows cities and towns to assess a three percent property tax surcharge to fund affordable housing, open space, historical preservation and outdoor recreation projects, while qualifying for additional state funds. Almost a thousand citizens of Northampton put the repeal question on the ballot. Hear from people who support the CPA, hear from the people who support its repeal, hear from people who want reforms in the program. Speak out, make up your own mind.
