3G RNO consultant Service Scope

Conduct WCDMA/HSDPA Radio Network performance daily monitoring & detecting of

hidden problem in network Conducting 3G KPI worst cell troubleshooting & improvement. Deep analysis and trouble shooting for the 3G KPI degradation Drive test analysis using TEMS for Area / Major Roads regular drive test and

taking a corrective action for the findings (Dropped/Blocked calls, IRAT/SHO Failures, and Pilot Pollution) Capacity check and utilization monitoring for different interfaces and resources

(Iub utilization, Power utilization, Code utilization, channel element utilization, MP load Handle customer complaints, VIP care. Deep analysis & fast solution. Conduct detail parameter optimization of 3G RF Network.

Conduct Network database audits & consistency checks. Reviews and approves the site audit reports when team facing with some technical issues Conduct deep dive in counter base KPI analysis based on various measurement groups 3G BSS feature test, algorithm test based on vendor experience Benchmark the RF performance data/DT against different vendors / different operators Suggestion to high level network design , network architecture based on experience in various of projects

Analyze the risk points in the project implementation process and offer executable suggestions. Review all the project output documents.

Conducting reporting, and high level presentation & discussion in different technical forums to management and shareholder

Knowledge transfer to local staff

Resource requirement At least 5 years experience in RF Planning or optimization domain, with at least 2 years in UMTS RFP /RFO experience Huawei , ZTE vendor experience is preferred Expert with 3G basic theory, very familiar with main 3GPP specifications. Expert with usage of map software such as MapInfo, MCOM, PIANO. Expert with usage of planning tools such as Plannet EV/ Aircom Asset Expert with 3G drive test /post analyzing using TEMS/ TEMS discovery /Actix. Expert in 3G counters and parameters in vendor of Huawei or ZTE Expert with Huawei M2000 & Nastar usage. ZTE OMCR usage
