Why was the novel controversial during that time (19th century)

Nov 1891 Governor-General Eulogio Despujol y Dusay granted pardons to tenants and were able to evade deportation (including Rizals family Hong Kong) Arrival in Hong Kong Rizals interest in founding a Filipino agricultural colony in Borneo to start anew. Wrote to his European friends and Despujol about his ideas and to remove himself from the scene since his presence in the Philippines tended to disturb the countrys peace.

Mar 1892 Rizals 2nd letter to Despujol Rizal knew that he was considered a threat to the countrys peace and asked to settle in Borneo with family and friends. 21 June 1892 Rizals 3rd letter to Despujol announced his return to manila even against his familys advice. Despujol granted Rizals relatives pardon.

He makes clear that he knows he is risking his life in returning to the Philippines, but feels that it is his duty to do so when so many have had to suffer for his sake. Though he would be ready to take again the same course he has taken, considering that he has only done his duty, even though he should know it would bring so much suffering on his relatives and friends, yet he feels obliged to do what he can to take that persecution himself, happy if by his death others may be freed.
