Program Goal: To improve postsecondary education by making grants to


institutions in support of reform and innovation.

Data Quality. Similar results are reported in annual report and site visit scorecards.
Explanation. In 2005 FIPSE shifted to a new online data collection instrument that allows for more
accurate calculation of the measure. FIPSE has revised the targets for this measure beginning with 2006
to reflect the changes in data collection.

Data Quality. Data is drawn from annual reports and site visit score cards. The assessment of projects is
drawn from on site visits and evaluation of projects.
Explanation. FIPSE's emphasis on institutional contributions to projects and development of long-term
continuation plans are designed to embed projects within campus structures. In 2005 FIPSE changed the
way that it collects data through a new on-line data collection and scoring system, and has reset its
targets for institutionalization, beginning with 2006, accordingly.
