Program Goal: To improve postsecondary education by making grants to


institutions in support of reform and innovation.

Explanation. FIPSE's emphasis on institutional contributions to projects and development of long-term
continuation plans are designed to embed projects within campus structures. FIPSE has changed the way
that it collects data through a new on-line data collection and scoring system. Assessment of projects is
based on onsite visits, evaluation of projects, and review of final reports sent within 90 days after the
completion of projects.
