Summary/Abstract This bills purpose is the creation of a presidium of pollution regulation and to set out their remits and powers. Article I Mission Statement
Section 1 The major purpose of the presidium of pollution regulation is to create legal limits on pollution to prevent environmental degradation. Section 2 the presidium of pollution regulation is the primary enforcer of these legal limits.

Article II Composition of the Presidium


Section 1 The Presidium shall consist of environmental experts, industry experts, scientific advisors and a member of parliament Section 2 The Presidium will be chaired by a member of parliament at the nomination of the parliament.

Article III Powers


Section 1 The power to impose unlimited fines Section 2 The creation of quotas. Section 3 Provision of financial incentives for businesses to reduce their output of pollution Section 4 - Conduct media campaigns Section 5 submit referrals to parliament of public institutions which fail to meet pollution regulations
