Governors use their program funds to provide support to local education agencies (LEAs), community-based organizations, and other public and private nonprofit entities for drug and violence prevention activities that complement the state education agency (SEA) and LEA portion of the Safe and Drug-Free Schools and Communities program. Types of Projects Governors give priority to programs that serve youths and children not normally served by SEAs and LEAs or that reach populations that need special or additional resources, such as youths in juvenile detention facilities, runaway or homeless youths, pregnant and parenting teenagers, and school dropouts.
