GENERAL DESCRIPTION 195,833 Total Existing Square Footage 1976,1976,1999,1999,1999,2001 Building Dates 9-12 Grades 1,075 Current Enrollment 56 Teaching Stations 25 Site Acreage Turpin High School, which is not on the National Register of Historic Buildings, is a 1976 three story, 195,835 square foot school building located in a suburban residential setting. The existing facility does not use modular buildings. The structure of the original facility contains a concrete frame and non-load bearing masonry type exterior wall construction, with a combination of non-bearing masonry and partition wall with gypsum board type wall construction in the interior. The floor systems consist of concrete slab on grade for the base floors throughout and intermediate floors of precast concrete with concrete topping in the original, and steel joist with metal form deck and concrete topping on the additions. The roof structure is a combination of concrete planks with concrete topping or metal decking on steel joists. The roofing system is a combination of built-up, metal, asphalt roll and rubber roofing systems, installed in phases over the last 15 years. The ventilation system of the building is generally adequate to meet the needs of the users. The classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of a Gymnasium, a natatorium, and an area for wrestling. Student Dining occurs in a separate area that opens into the corridor to provide a commons. The electrical system for the facility is generally adequate. The facility is equipped with a non-compliant security system. The building has a non-compliant automatic fire alarm system. The auditorium addition is equipped with an automated fire suppression system. The remainder of the facility does not have an automated fire suppression system. The building is reported to contain asbestos. The overall building is not compliant with ADA accessibility requirements. The school is located on a 25-acre site shared with Mercer Elementary School adjacent to residential properties. The property is not fenced for security. Access onto the site is unrestricted. Site circulation is fair to poor. The space for school buses to load and unload is the access for the vehicular traffic. Parking for staff, visitors and community events is inadequate.

Facility Assessment
A. Heating System
Description:
The existing system for the original construction is an electric hot water system, installed in 1976, and is in fair condition. The 4 electric hot water boilers, manufactured by Peerless, were installed in 1976 and are in fair condition. Heating water is distributed to terminal units consisting of air handlers. The original building is divided into three separate wings. A wing, which contains the gymnasium, natatorium, and locker room areas is not equipped with air conditioning. Heating and ventilation is provided by air handling units that are original. B wing (center classroom section) and C wing (commons, music department and additional classrooms) are air conditioned. They are served by a 2 year old Marley cooling tower. B wing has two 4-5 year old roof mounted air handling units that serve the various floors of the classroom structure. B wing also has a separate condensing unit that serves the office area. C wing has one 3 year old roof mounted air handling unit, and one original deck mounted air handling unit that serves the student dining area. Original building equipment is generally in good to fair condition. The auditorium has two original roof mounted carrier condensing units, an original deck mounted chiller, and three original deck mounted air handling units. The auditorium addition equipment is in good condition. The athletic addition is equipped with an original pad mounted condensing unit, 1 original rooftop mounted air handling unit serving the locker rooms and a deck mounted air handling unit serving the weight room. Interior doors are not louvered to facilitate corridor utilization as return air plenums. The ventilation system appears to meet the Ohio Building Code 15 CFM per occupant fresh air requirement. The terminal equipment was installed during the various stages of construction and is in fair condition. The T.A.C. digital temperature control system is in fair condition. The system appears to feature individual temperature controls in all spaces required by the OSDM. The existing system is ducted. The overall heating system is evaluated as being in safe and efficient working order, and long term life expectancy of the existing system is anticipated. The site does not contain underground fuel tanks. 1 Satisfactory Existing conditions require no renovation or replacement at the present time. See item C for enhancements to the air conditioning system.

B. Roofing
Description:
The roof over the original construction is a combination of asphalt built-up with gravel ballast, EPDM, asphalt roll, and metal roofing systems that were installed in phases over the past 15 years and are in good condition. The auditorium is equipped with a metal roof over sloped areas and an EPDM roof over low slope areas. The auditorium roofing was installed in 1999 during the construction. The athletic addition is equipped with a ballasted EPDM roof that was installed during the construction. There are no District reports of current leaking. No signs of past leaking were observed during the physical assessment. Access to the auditorium roof was gained by access hatch with access ladder that are in good condition. The main roof was accessed through an exterior door located in a stair tower. There were minor observations of standing water on the roof. Metal flashings are in good condition. The gutters and downspouts are properly located, and in fair condition. Roof drains are adequate in number, properly located, and in fair condition. 1 Satisfactory Existing conditions require no renovation or replacement at the present time.

D. Electrical Systems
Description:
The facility is equipped with three separate electrical services. Each service is a 480 volt, 800 amp, 3 phase 4 wire service. Two services were installed in 1976 for the original building and are in fair condition. One service was installed in 1999 for the auditorium addition and is in good condition. The system in the athletic addition is an extension of the original construction. Power is provided to the school by multiple utility owned, pad-mounted transformers located around the perimeter of the building, and in good condition. The panel system, installed with each phase of construction, is in fair condition, and has limited capacity for expansion. The classrooms are not equipped with adequate electrical outlets. Description:
The 25 acre sloped site is located in a suburban residential setting with generous tree, shrub, and floral type landscaping. There are problems with erosion near the athletic addition. No ponding problems were identified. The site is accessed by a moderately traveled city street. The site is accessed by buses and cars by a single entrance. Cars park in a centralized parking lot with the buses looping around the parking lot to drop off at Mercer Elementary and at Turpin High. Cars that are parked in the centralized lot are blocked in during bus loading times. There is a separate entrance that accesses a separate vehicular parking area. Additional parking occurs in a series of lots that are somewhat remote from the School. Staff, visitor, and student parking is facilitated by multiple asphalt parking lots in varying conditions. The parking lots provide a total of 419 spaces, which does not provide adequate parking for staff members, visitors, and the disabled. The parking lot drainage design, consisting of appropriate slopes and catch basins, provides adequate evacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbs in fair condition are appropriately placed. Concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian traffic, and are in fair condition. Fencing is provided around athletic fields only. No security fencing is provided. The athletic facilities are comprised of football stadium with all weather track, tennis courts, baseball fields, and practice fields, and are in good condition. 2 Needs Repair Replace asphalt on entry drive. Provide asphalt parking in existing gravel lot near baseball fields. Provide asphalt access drive around athletic addition to cooling tower (also eliminates erosion condition). Exit corridors are situated such that dead-end corridors are present in the Level C music area. There are classrooms that must exit through another room, which is a building code violation. Stair towers are not protected by a two-hour fire enclosure. Guardrails do not meet the 4? ball test as required by the Ohio Building Code.
