 The Indian Nursing Council is an Autonomous Body under the Government of India, Ministry of Health & Family Welfare was constituted by the Central Government under section 3(1) of the Indian Nursing Council Act, 1947 of parliament in order to establish a uniform standard of training for nurses, Midwives and health visitors .

Functions of Indian Nursing Council

The basic Aims, Objectives and functions of Indian Nursing Council are as follows

To establish and monitor a uniform standard of nursing education for nurses midwife, Auxiliary Nurse-Midwives and health visitors by doing inspection of the institutions. To recognize the qualifications under section 10(2)(4) of the Indian Nursing Council Act, 1947 for the purpose of registration and employment in India and abroad. To give approval for registration of Indian and Foreign Nurses possessing foreign qualification under section 11(2)(a) of the Indian Nursing Council Act, 1947.

To prescribe the syllabus & regulations for Nursing programs. Power to withdraw the recognition of qualification under section 14 of the Act in case the institution fails to maintain its standards under Section 14 (1)(b) that an institution recognized by a State Council for the training of nurses, midwives, auxiliary nurse midwives or health visitors does not satisfy the requirements of the Council. To advise the State Nursing Councils, Examining Boards, State Governments and Central Government in various important items regarding Nursing Education in the Country.

Appreciate the concept of holistic health and understand the influence of socioeconomic and environmental factors on the health status of the community. Identify health problems/needs and resources in the community and mobilize social support for active participation of the community in health care activities. Provide skilled midwifery services to all mothers in the community and refer mothers at risk to hospitals. Guide/Train birth attendants, Anganwadi workers (AWW)s, other community health activists and volunteers. Provide need-based information and counselling related to health of individuals, family and groups. Participate in all the National health and Family welfare programmes at community level. Coordinate and collaborate with the other health team members and community based organizations, non-govt. organizations (NGO) and village administration. Manage the health centre including equipments and supplies, and maintain the records in order to provide quality based people friendly services. Updates knowledge and skills for professional and personal growth.

A N M MINIMUM STANDARD REQUIREMENTS

A school for training of the ANMS should be located in a community Health Centre having minimum bed strength of 30 and maximum 50 and serving an area with community health programmes. The school should also be affiliated to a district hospital or a secondary care hospital in order to provide experiences of secondary level health care and an extensive gynae-obstertical care.

An organization having a hospital with 150 beds with minimum 30-50 obstetrics and gynecology beds, and 100 delivery cases monthly can also open ANM school. It should have an affiliation of PHC/CHC for the community Health Nursing field experience.
Existing ANM schools attached to District Hospitals should have PHC annexe (accommodation facility for 20-30 students) for community health field experience.

GNM program
Any organization under the Central Government, State Government, Local body or a Private or Public Trust, Mission, Voluntary registered under Society Registration Act wishes to open a School of Nursing should obtain the No Objection/Essentiality certificate from the State Government. The Indian Nursing Council on receipt of the proposal from the Institution to start nursing programme, will undertake the first inspection to assess suitability with regard to physical infrastructure, clinical facility and teaching faculty in order to give permission to start the programme. After the receipt of the permission to start the nursing programme from Indian Nursing Council, the institution shall obtain the approval from the State Nursing Council and Examination Board. Institution will admit the students only after taking approval of State Nursing Council and Examination Board. The Indian Nursing Council will conduct inspection every year till the first batch completes the programme. Permission will be given year by year till the first batch completes.

B.Sc. COURSE
Any organization under the Central Government, State Government, Local body or a Private or Public Trust, Mission, Voluntary registered under Society Registration Act wishes to open a School/College of Nursing, should obtain the No Objection/Essentiality certificate from the State government. The Indian Nursing council on receipt of the proposal from the Institution to start nursing College, will undertake the first inspection to assess suitability with regard to physical infrastructure, clinical facility and teaching faculty in order to give permission to start the programme. After the receipt of the permission to start the nursing programme from Indian Nursing Council, the institution shall obtain the approval from the State Nursing Council and University.

Institution will admit the students only after taking approval of State Nursing Council and University.
The Indian Nursing Council will conduct inspection every year till the first batch completes the programme. Permission will be given year by year till the first batch completes.

On completion of the four year B.Sc. Nursing program the graduate will be able to: 1. P.B.B.Sc. COURSE
Any organization under the Central Government, State Government, Local body or a Private or Public Trust, Mission, Voluntary registered under Society Registration Act wishes to open Nursing programme, should obtain the No Objection/Essentiality certificate from the State Government. If the institution is recognized for B.Sc. (N) programme by INC, then the institution will be exempted from NOC/Essentiality certificate for P.B.B.Sc. (N) programe from the State Government.

M.Sc. COURSE
After the receipt of the permission to start the nursing programme from Indian Nursing Council, the institution shall obtain the approval from the State Nursing Council and University. Institution will admit the students only after taking approval of State Nursing Council and University. The Indian Nursing Council will conduct inspection every year till the first batch completes the programme. Permission will be given year by year till the first batch completes. If the institution is recognized for B.Sc. (N) programme and if one batch has passed out after found suitable by INC, then the institution will be exempted from NOC/Essentiality certificate for M.Sc.(N) programe from the State Government. Super Speciality Hospital* can start M.Sc.(N) programme, however they have to get NOC/Essentiality certificate from respective State Government to start the M.Sc. (N) programme.

On Completion of the two year M.Sc Nursing programme, the graduate will be able to:1. Utilize/apply the concepts, theories and principles of nursing science 2.Demonstrate advance competence in practice of nursing 3. Practice as a nurse specialist. 4. POST BASIC DIPLOMA IN ONCOLOGY NURSING The purpose of the course is to train nurses to: 1. Provide quality care to patients with an actual or potential diagnosis of cancer. 2. Manage & supervise patient care in clinical and community settings. 3. Teach nurses, allied health professionals, patients and communities in areas related to oncology nursing. 4. Conduct research in areas of oncology nursing. POST BASIC DIPLOMA IN NURSE PRACTITIONER IN MIDWIFERY The purposes of the course are to train nurses to: 1. Provide quality care to mother and neonate. 2. Manage & supervise care of mother and neonate at all the three levels of care. 3. Teach nurses, allied health professionals, patients and communities in areas related to mother and neonate care. 4. Conduct research in areas of mother and neonate care.

POST BASIC DIPLOMA IN NEONATAL NURSING

The purpose of the course is to train nurses to: 1. Provide quality care to neonates. 2. POST BASIC DIPLOMA IN EMERGENCY AND DISASTER NURSING

The purpose of the course is to: 1. Provide quality care in emergency & disaster situations. 2. Manage & supervise patient care in pre hospital & hospital settings. 3. Teach nurses, allied health professionals, patients and communities in areas related to emergency & disaster nursing. 4. Conduct research in areas of emergency & disaster nursing.

POST BASIC DIPLOMA IN ORTHOPAEDIC & REHABILITATION NURSING The purpose of the course is to train nurses to: 1. Provide quality care to patients with orthopaedic & neuro muscular disorders. 2. Manage & supervise care of patients with orthopaedic & neuro muscular disorders. 3. Participate in rehabilitation of patients with orthopaedic & neuro muscular disorders. 4. POST BASIC DIPLOMA IN OPERATION ROOM NURSING

The purpose of the course are to train nurses to: 1. Provide quality care to patients in OR. 2. Manage & supervise patient care of patients in OR. 3. Teach nurses, allied health professionals and family members in areas related to OR nursing. 4. Conduct research in areas of OR nursing.

POST BASIC DIPLOMA IN PSYCHIATRIC/MENTAL HEALTH NURSING

The students after completion of the course will be able to: 1. Provide quality nursing care to individuals suffering from mental and emotional disorders. 2. POST BASIC DIPLOMA IN CARDIO THORACIC NURSING The purpose of the course is to train nurses to: 1. POST BASIC DIPLOMA IN NEURO SCIENCE NURSING

The purpose of this course is to train the nurses to:
1. Provide quality care to neuro patients. 2.Manage & supervise care of neuro patients. 3. teach nurses, allied health professionals, patients and communities in areas related to neuro patients. 4.Conduct research in areas of neur science nursing.

Up gradation from School to College

Any "School of Nursing" can upgrade to "College of Nursing" provided one batch of students have passed out after found suitable by INC. Further on up-gradation institution has to stop GNM Programs. Documents to be submitted to INC for Upgradation: Decision of the management committee to upgrade school of nursing to college of nursing. Consent letter of the university to which the college needs affiliation.

Clinical Facilities
School of nursing should have a 120-150 bedded Parent/Affiliated Hospital for 40 annual intake in each programme: Distribution of beds in different areas Medical 30 Surgical 30 Obst. & Gynaecology 30 Pediatrics 20 Ortho 10 Bed Occupancy of the Hospital should be minimum 75%. The size of the Hospital/Nursing Home for affiliation should not be less than 50 beds.

 Affiliation of psychiatric hospital should be of minimum 30-50 beds. The Nursing Staffing norms in the affiliated Hospital should be as per the INC norms. The affiliated Hospital should give student status to the candidates of the nursing programme. Affiliated hospitals should be in the radius of 1530 kms. 1:3 student patient ratio to be maintained.

 If the institution is having both

QUALIFICATIONS & EXPERIENCE OF TEACHERS OF COLLEGE OF NURSING

Note
No part time nursing faculty will be counted for calculating total no. of faculty required for a college. Irrespective of number of admissions, all faculty positions (Professor to Lecturer) must be filled. For M.Sc.(N) programme appropriate number of M.Sc. faculty in each speciality be appointed subject to the condition that total number All nursing teachers must possess a basic university or equivalent qualification as laid down in the schedules of the Indian Nursing Council Act, 1947. They shall be registered under the State Nursing Registration Act.

 Nursing faculty in nursing college except tutor/clinical instructors must possess the requisite recognized postgraduate qualification in nursing subjects.
Holders of equivalent postgraduate qualifications, which may be approved by the Indian Nursing Council from time to time, may be considered to have the requisite recognized postgraduate qualification in the subject concerned.

All teachers of nursing other than Principal and VicePrincipal should spend at least 4 hours in the clinical area for clinical teaching and/or supervision of care every day.

PhD Nursing
National consortium for Ph.D in Nursing (hereafter called as Ph.D Consortium) has been constituted by Indian Nursing Council (INC) in collaboration with Rajiv Gandhi University of Health Sciences and W.H.O., under the Faculty of Nursing to promote doctoral education in various fields of Nursing.

 National Consortium for Ph.D. has been constituted by Indian Nursing Council to promote research activities, in various fields of Nursing. Ph. D Consortium of Indian Nursing Council in collaboration with Rajiv Gandhi University of Health Sciences, intends to initiate Ph.D. degree programme in Nursing under the aegis of RGUHS.
6 study centres namely College of Nursing, NIMHANS, Bangalore, R.A.K. College of Nursing, New Delhi, C.M.C. College of Nursing, Vellore, C.M.C. College of Nursing, Ludhiana, Govt. College of Nursing, Thiruvanthapuram, Govt. College of Nursing, Hyderabad, has been recognized by National Consortium for Ph.D. in Nursing. These centres will be connected by Video conferencing facilities. MOU has been signed between INC, WHO and RGUHS

Philosophy
NHP 2002 emphasizes the need to prepare nurses to function in super-specialty areas who are required in tertiary care institutions, providing adequate training. There is an acute shortage of nursing faculty in under graduate and post graduate nursing programme in India.

Purpose of PhD Nursing

The doctoral prepared nurse will be able to:
Conduct research relevant to nursing Develop nursing theories and nursing science Synthesize knowledge from nursing and other allied sciences to develop and test theory that affects health status. Demonstrate the leadership skills in nursing practice, education and research. Disseminate the results of theory development and research

Calender of events
Provisional registration- 1st July every year Submission of half yearly progress report- 15th July every year/15 Jan every year No two half yearly progress report should be submitted simultaneously Conduction of the pre-Phd examination after the approval of 1st and 2nd half yearly progress reports and completion of one year from the date of provisional registration Exact date of the examination will be notified by the university Confirmation of registration after successfully completion of pre-Ph.D examination Submission of ethical clearance certificate within one year after provisional registration

 Submission of final synopsis of research work leading to Ph.D degree after approval of all half yearly reports and on permission to submit the synopsis of Ph.D registration committee. Submission of Ph.D Thesis along with the application within 6 months after the approval of the final synopsis and permission to be sought by Phd registration committee to submit the thesis. Final viva-voce examination after the acceptance and approval of Ph.D thesis by the examiners (date to be notified by the University) Ethical clearance from the institution should be obtained from where data is being collected Viva-voce to be conducted in the study centers

Examination
Conduct of pre-ph.d examination will be at the respective study centers. A study center which has the videoconferencing facility shall be center for presentation of seminar, term paper and viva-voce examination. A candidate has to come to the nearest study center to his/her place. A guide has to come to the nearest study center to his/her place. Scope of changing the topic is there within one year. Implication to nursing to be incorporated in the topic selected by the candidate.

Indian nursing council

The president who is an elected or nominated member, hold office for a term of five years from the date of his election or nomination or until his successor has been duly elected or nominated The Secretary of the Council (who act as Treasurer) work for three years. The Council elect from among its members a VicePresident The council constitute from among its members an Executive Committee for general or special purposes

 The Executive Committee consist of nine members, of whom seven shall be elected by the Council from among its members. The President and Vice-President of the Council are members ex officio of the Executive Committee.
In addition to the powers and duties conferred and imposed upon it by this Act, the Executive Committee exercise and dis-charge such powers and duties as the Council may confer or impose upon it by any regulations

Recognition of qualifications
The qualifications recognized by the State Government in consultation with the State Council, grants a qualification in general nursing, midwifery, auxiliary nursing midwifery, health visiting or public health nursing No person after the date of the commencement of this Act, is entitled to be enrolled in any State register as a nurse, midwife, auxiliary nurse-midwife, health visitor, or public health nurse unless he or she holds a recognized qualification.

 Any person holding a recognized higher qualification is entitled to have the qualification entered as a supplementary qualification in any State register in which he or she is enrolled

 A person not being a citizen of India who is employed as a nurse, midwife, auxiliary nurse-midwife, teacher or administrator in any hospital or institution situated in any State for purposes of teaching, research or charitable work may work with the approval of the President of the Council, be enrolled temporarily in the State register for such period as order issued by the said President:

Inspections
The Executive Committee may appoint number of inspectors to inspect any institution recognised as a training institution, and to attend examinations for the purpose of granting any recognised qualification Inspectors appointed under this section shall report to the Executive Committee on the suitability and adequacy of the training The Executive Committee shall forward a copy of such report to the authority or institution concerned, and shall also forward copies, with the remarks, to the Central Government and to the State Government and State Council of the State in which the authority or institution is situated.

Withdrawal of recognition
Upon report by the Executive Committee, if it appears that the courses of study and training and the examinations to be gone through are not in conformity with the regulations or that an institution recognized by a State Council for the training of nurses, midwives, auxiliary nurse-midwives or health visitors does not satisfy the requirements of the Council, the Council may send notification to the Government of the State in which the authority or institution is situated and an intimation of the period within which the authority or institution may submit its explanation

2) On the receipt of the explanation or, where no explanation is submitted within the period fixed, then on the expiry of the period, the State Government shall make its recommendations to the Council. (3) The Council, after such further inquiry, if any, as it may think fit to make, and in a case referred to in clause (b) of sub-section (1), after considering any remarks which the State Council may have addressed to it, may declare,(a) in a case referred to in clause (a) of that sub- section, that the qualifications granted by the authority concerned shall be recognised qualifications only when granted before a specified date, or (b) in a case referred to in the said clause (b), that with effect from a date specified in the declaration any person holding a recognised qualification whose period of training and study preparatory to the grant to him of the qualification was passed at the institution concerned shall be entitled to be registered only in the State in which the institution is situated. (4) The Council may declare that any recognised qualification granted outside the States 2* * * shall be a recognised qualification only if granted before a specified date.

Indian Nurse Register

The Council maintains in the prescribed manner a register of nurses, midwives, auxiliary nurse midwives and health visitors which contain the names of all persons who are for the time being enrolled on any State register.
Each State Council supply to the Council twenty printed copies of the State register after the 1st day of April of each year and inform the Council about other amendments made from time to time.

Power to make regulations

The Council make regulations for the summoning and holding of the meetings of the Council Times and places at which such meetings shall be held Prescribing the powers and duties of the President and the Vice-President Prescribing the tenure of office and the powers and duties of the Secretary and other officers and servants of the Council

 The council prescribes the powers and duties of the inspectors It prescribes the standard curricula for the training of nurses, midwives and health visitors, for training courses for teachers of nurses, midwives and health visitors, and for training in nursing administration

Prescribing the conditions for admission to courses of training Prescribing the standards of examination and other requirements to be satisfied to secure for qualifications recognition under this Act
