Early Applicants Six countries and three regional programs are being invited as early applicants to participate in the full process of the new funding model, from submitting a concept note to creating a new grant. The countries Zimbabwe, El Salvador, Myanmar, the Democratic Republic of the Congo, Kazakhstan and the Philippines will be able to access a total of US$364 million in new funding in the transition period. They can also apply for additional funds that incentivize ambitious and high impact investments and co-financing. An indicative funding amount is being provided to each of the countries. But the amount of funding that can be accessed may change based on discussions and considerations of specific circumstances in each country. Interim Applicants The funding amount allocated to interim applicants is up to US$1.5 billion for the 20132014 transition period.

Three countries Democratic Republic of Congo, Philippines and Zimbabwe are on both the early applicants list and interim applicants list. For India, funding will cover activities managed by a civil society organization for a Round 7 grant that will come to an end on 31 August 2013. For the Russian Federation, funding will cover programs run by non-governmental organizations to avoid disruption of key services to most-at-risk populations under the NGO Rule in the Policy on Eligibility Criteria, Counterpart Financing Requirements and Prioritization. The amounts shown in the above table do not represent final funding allocations. The amounts will likely shift as applications are reviewed by the Global Fund Secretariat.
