Meanwhile, a day after arresting two MPPEB system analysts Nitin Mahendra and Ajay Kumar for having close links with the inter-state impersonation racket's kingpin Jagdish Sagar, the Indore police crime branch has now detained an assistant programmer of MPPEB C K Mishra for being questioning, additional SP (Crime) Dilip Soni informed. Mishra has been picked up for questioning based on revelations made by the two system analysts already arrested. The crime branch team is already in Bhopal and has sought a statement from the examination controller of the PEB. Continued grilling of the arrested kingpin has also revealed that it is the fifth time he has been arrested in connection with fraud and other criminal acts. He was arrested four times between 2000 and 2003 in Gwalior on various criminal charges. One of the cases in which he was arrested pertains to fraud related to PMT in 2003. Also, it has been revealed that Sagar operated a makeshift training centre at his Indore house for youths from UP and MP, who were to impersonate real candidates at the MPPMT. These youths were code worded 'masterpiece' and were given behavioural training by Sagar and aides, particularly on how to deal with tricky situation if ever caught doing the fraudulent act at the examination. Also, investigations have brought to the fore that Sagar owned a palatial house in Indramani Nagar (Gwalior) and a residential plot worth Rs one crore at Panchsheel Nagar, also in Gwalior. Further, Sagar also owned 2 bighas of land in Mehgav (Bhind), part of which was sold for Rs 1.5 crore. SP (EOW-Indore) Manoj Singh meanwhile said if the crime branch or the Indore district police referred the matter pertaining to Sagar's property, the EOW will certainly probe the matter as that of disproportionate assets case.

Leader of opposition in the Madhya Pradesh assembly Ajay Singh in a statement here on Sunday said, The State Government is trying to hush up the PMT scam case and also trying to save the real culprits of the scam who are directly associated with the power. Singh further said the intents of the Government are not clear as the real culprits of the PMT scam are not even interrogated and repeated his demand for CBI enquiry of he scam. He said that the PMT scam is a high profile scam in which the ministers of the State Government and its top leadership of the ruling party are under doubt. During the last ten days besides arresting the main accused some small employees are also arrested but the masterminds of the scam are away from the investigations as they enjoys patronage of the Government, he added. The leader of opposition said that the controller of the professional examination board Pankaj Trivedi was holding double charge whereas he is not connected with the technical education instead he is concerned with the higher education. He got the chance of holding double charge due to being blue eyed boy of the minister. He is famous for indulging in anarchy wherever he remained posted and he was made examination comptroller by flouting norms, he added. He said that whatever investigations are being done in the PMT scam are done with the intents of hide or destroy all those proves that directly exposes the links of BJP and Government with it. The two persons of a private organisation are arrested in the scam this organisation is owned by a close confidant of Chief Minister and brother of vice chairman of a Government organisation,he added. Only a CBI investigation would expose the real culprits of the scam, he added.

SC order on school toilets goes unheeded


BHOPAL The Supreme Court order for separate toilets for girls and boys in the schools of the state has gone unheeded once again. Also, even in the schools that have toilets most have no facilities for water. A recent survey carried out by a voluntary organization reveals, that more than 91% of the 159 schools surveyed have no water facilities and almost half of the toilets are used by girls. Moreover only 15% of the schools have clean toilets. A study conducted by Madhya Pradesh Lok Sangharsh Sajha Manch (MPLSSM) shows that out of 124 primary schools and 35 schools surveyed in 10 districts, toilets existed in only 140 schools. The districts covered in the study were - Bhopal, Gwalior, Indore, Dhar, Sheopur, Mandla, Dindori, Rewa, Satna and Damoh. "The Supreme Court order of October 3, 2012, that directed all states and Union territories to ensure basic toilet facilities are provided in schools within March 31, 2013, particularly for girl students, has failed miserably . Not only do schools lack toilets, but unfortunately those that do have toilets, there is lack of water facilities and basic hygiene in them which deters girls from using them and consequently stops them from attending schools altogether," said secretary MPLSSM Javed Anis. "Last year a circular was issued by the Rajya Shiksha Kendra (RSK) that panchayats would be responsible for maintaining cleanliness of toilets. However, the panchayats we spoke to claimed ignorance on the same and also that they do not have any additional funds regarding employing any sanitation workers," he said. Since Right to Education (RTE) Act came into effect in 2010, there has been improvement in the infrastructure, but the constructions being done are not up to the mark and they are showing signs of wear and tear after just one monsoon season, he added. He also informed that the report has been submitted by them to school education principal secretary Sanjay Singh and commissioner Rajya Shiksha Kendra Rashmi Arun Shami. Besides, the national commission for protection of child rights (NCPCR) and state commission for protection of child rights (SCPCR) have also sent a copy of the report. After the October 3 order, chief secretaries of all states were directed to ensure separate permanent toilets for boys and girls in all schools on or before March 31, 2012. In case it was not possible to build permanent toilets, at least temporary ones were to be made on or before February 28, the apex court had said.

The case against Singh was registered late on Saturday . A complaint in this regard was initially filed at the Shahpura police station of the State capital on July 19. The complainant, Sangeet Verma, who is associated with RSS has underlined that the tweet of Singh in which he allegedly wrote "Baccha Baccha Ram Ka Raghavji Ke Kaam Ka" has hurt the majority community . After taking legal opinion in the complainant, the police registered a case against Singh under section 295 A of the IPC (Delib-

erate and malicious acts intended to outrage religious feelings of any class by insulting its religion or religious beliefs) and various sections of the IT Act. The officials said sections are non-bailable. The superintendent of police (SP), Anshuman Singh confirmed that a case has been registered against Singh. As further course of action, he said statements would be recorded and the twitter account in question will be examined.Meanwhile, the local congress workers led by Bhopal district Congress Committee president PC Sharma held a protest at Shahpura police station against registration of the case. Sharma talking to the media persons said that on many occasions the Congress leaders and workers tried to lodge complaint against many BJP leaders in same sort of issues but the police never lodged complaint, while the

Negligence of National Tiger Conservation Authority (NTCA) puts Tiger cubs life at stake Photo :Tiger Cub The negligence of the Madhya Pradesh forest department and the National Tiger Conservation Authority (NTCA) has endangered the life of five forlorn tiger cubs in the State.NTCA and the state forest department are playing letter-letter with each other despite taking any concrete step to relocate tiger cubs. Wildlife and RTI activist from the State capital Ajay Dube on Sunday informed that of the five endangered forlorn tiger cubs three are kept in Kanha national park and two at Bandhavgarh in open enclosures. Dube said that of these forlorn tiger cubs a tigress was died in Bandhavgarh due to the negligence of the park administration on May 18, 2013. The mothers of all these cubs were also killed by the poachers and that is why these cubs were kept in the enclosure due to safety reasons. Dube said that the documents obtained through RTI revealed that the NTCA and the state forest department are playing letter-letter with each other despite taking any concrete step to relocate these tiger cubs. In 2009 the chief wild life custodian of the state wrote to NTCA demanded procedure and protocol for shifting these tiger cubs, but neither the NTCA bothered to reply nor any follow up was done form here. It was only after the death of the tigress in Bandhavgarh that the officials of the forest department got awakened and after over four years again wrote a letter on June 3, to the NTCA wishing to know the guidelines for the relocation of these cubs, he added.

BJP has always used traditional tools to attract the nationalistic crowd by projecting communal leaders, temple building, and now by attacking English .It seems that BJP wants to ignore 129 Loksabha seats from South India, if they follow this ANTI ENGLISH POLICY ACTIVELY !! Taking on BJP president Rajnath Singh for his remark that the spread of English had hurt Indian culture, Congress said the opposition party had itself "outsourced" its vision document to people who only spoke English. "I sometimes feel like laughing at our

friends. On one side their vision document is outsourced to people who don't speak any language other than English. Is this medievalism or hypocrisy," Information and Broadcasting Minister Manish Tewari said here. Tewari said the debate whether preschoolers should be taught English so that they can use the Internet had taken place in other countries also. But he is also the King of Yakshas and one of the Ashta-Dikpalas, representing the north direction. He is also referred to as Kuvera, Kuber, Dhanapati and Vaisravana. In the Kritayuga, Kuber meditated on one leg, surrounded by fire for ten thousand years, and when Brahma appeared asked to be one of the digpalakas. Brahma gifted Kuber his vehicle Shankhanidhi, Padmanidhi and the Pushpak. He then made him a digpalaka along with Indra, Agni, Yama, Nirriti, Varuna, Vayu, Shiva. Kuber was then given a city named Mahodaya. Kubera's residence Lanka (which he captured from the Demons) was captured back by his half brother Ravana. When Ravana captured Lanka, Kubera moved to palace on Mount Kailash, in the Himalayas. Kubera is normally assumed as a dwarf with an ugly and deformed body having three legs, one eye smaller than the other and having only eight teeth. Because of his deformity Lord Brahma gifted him the Chariot Pushpak built by Vishwakarma, the architect of Gods. The magic Chariot Pushpak was stolen by Ravana and used for his misdeeds. The leaders in the board meeting are likely to discuss and finalise the election management mechanism for the 2014 Lok Sabha polls. The proposals before the board include constituting sub-committees on manifesto, mobilisation and publicity .

Coming back to the latest topic. Rajnath Singh reportedly said, English language has caused a great lot of loss to India. We have started forgetting our religion and culture these days. There are only 14,000 people left in this country speaking in Sanskrit. Knowledge acquired out of English is not harmful but the Anglicization penetrated into youths in this country is dangerous, Singh went on to add. Take a holistic view of the whole issue. You will realise that the hue and cry over the issue is mindless. Rajnath makes it very clear in his statement that gaining knowledge out of JP president Rajnath Singhs recent remarks about English have caused great controversy . And as always, members of the ruling party are busy condemning the oppositions the English language is in no way harmful. He is, however, concerned about the youth of this nation that may unconsciously ape an Anglicized culture, which may in turn eclipse indigenous culture and tradition. As a responsible citizen of a democratic nation, which has a unique identity of its own, Rajnath Singh was in no way wrong in expressing his concerns. Each of us has the rights to voice our opinions and so does he. Most European nations and Asian nations like China and Japan have indigenous languages spoken officially and they take great pride in their roots. Knowing English may certainly help one in communicating with the global community but may not necessarily help him proceed towards development. The Japanese, the Germans, the Chinese are way too ahead in technology but they hardly speak English. So, Minister of State for Parliamentary Affairs Rajeev Shukla may broaden his vision and understand that someone doesnt become narrow-minded if he/she doesnt endorse English. There are far more important matters to be dealt with rather than indulging in useless verbal fights. The nation would certainly benefit if the ruling party members could make constructive use of time and stop digressing from issues of national, social, and economic concerns Every word uttered by BJP leaders gets thoroughly scanned by the Congress and counter-remarks are witnessed by the nation. Cmon have you never heard this idiom Busiest men have the most leisure and busiest men find the most time? You know why those people are always busy? They are busy because they find the time for everything, they do everything they like, they always say YES to almost everything! Are they Super-heroes? Or are you the one who only says no all the time? I think I need not answer this. It is all about prioritizing your time. That is what is called Time management by our intelligent friends, which we never seem to understand, because normal people can never understand words that include the term management in them. We can understand business, but not business management, we understand anger, but not anger management, time, but not time management, we know people but not people management. Oh wait! We do not know any of them, neither people, nor their management, people is a bigger thing that must be discussed later J so yeah, we do not find ease with the word management. So what? Big deal? If not anything else, just go home from office and spend time with your family , your mother, father, wife and kids, call your friends up and talk to them. For this, what a close of mine, Ben, does is make a list of all his friends, close or far make it a habit to check the list once in a while, and call them up, talk to them, ask them about their lives, tell them about what is going on with our own lives, get to know about them at times, share our own problems and solve theirs too, if not, just call up and say a simple Hieeeeee!! to them with a smile, ask them how are they and thats it. It doesnt need more than 10 minutes to call up one friend at the end of the day; do those ten minutes feel like any loss of track of time to you? I dont think they do! I think if they do not teach you how to manage your time, it at least bring you closer to your family and friends! Is that a thing too small that it doesnt deserve a little time from your busy schedule? Nope! I say whatever you do, you get something in return, something good, be it good health from 10 minute of simple exercise, little satisfaction from a little cooking you do, even if it is just a sandwich, be it just a little happiness from playing a game of scrabble with a friend, be it a little more eaten while you have your dinner with your family at the weekend, be it a thing too small to get noticed, you always get something good from every minute spent doing something to pursue your hobby! So never say Ahh! How I wish I could do something of my choice, but I dont have any time. Just try to adjust, try to accommodate, and who doesnt like to accommodate activities of their choice in the gaps they get while working for money? A little break is always good. Not for earning or getting something. Just do it, for yourself ! For it is only you who can do what you like. No one is going to make you happy by cooking, or singing or dancing or painting or reading on your behalf. It is only you who can follow your dreams, not your family or friends or kids. In the end, it is only you, who cares about your own happiness, your hobbies. So, just do it, dont think of it as a hobby that cannot be pursued because you do not have time. Think of it as a thing that you love so much that it is just effortless for you to take out an hour or two for it. If nothing, you will at least end up making half a painting, a ruined burnt dinner, a stupid dance for your loved ones, an awfully clicked photograph, and if nothing else, you will at least get to know your family, your friends, yourself ! Is that not a deal good enough for an hour or two? So, never say I dont have the time; I am busy keeping up with my work schedule, I cannot manage the time, I dont have the weekend off, I dont get enough spare time because of our naughty children, or, I just havent painted for a long time now! all these are the lamest of excuses for running away from yourself. Just remember, your hobbies are the only thing that are yours for keeps till the end of time, and the one who pursues their hobbies never falls short of time. When your hobbies keep you busy , you have not time to waste, you have no time to cry or whine, you have no time left to say, I dont have the time!! if you are busy with your hobbies, you are happy with yourself, and if you are happy with yourself, why on earth would you even need someone else to make you happy? Hobbies make you enough for yourself ! Wouldnt that be an amazing feeling? Wow! So, which one are you? The empty vessel or the one with all the leisure? This is not charity . It is their right. Child Activists has reported that some Govt. Schools engage teachers in the cooking process. Why the Government is burdening teachers with cooking mid-day meals. Let teachers teach. Build a separate mechanism. to school enrollIf they involve School Management Committees (which include parents and is mandatory under the RTE Act), Panchayati Raj Institutions and self-help groups. if mothers of children are involved, they will ensure quality . Why not transfer responsibility to these committees? What has happened in Bihar is a prime example of how government schools are neglecting the programme. Why doesnt this happen in the Kendriya Vidyalayas, or the Pratibha Vidyalayas, or unaided or aided private schools? It is because these schools are neglected and the children who go these schools are neglected This is an attack on the dignity of children. This is an example of negligence of children because they come from the marginalised sections of society . Condemning the alarming neglect and continuing political indifference towards the midday meal programme, education experts and child rights activists are urging the government to clean up the rot in the system to avert another Bihar-like tragedy.They are calling for institutionalising the preparation and distribution of midday meals instead of farming it out private contractors and NGOs or burdening teachers with it. n a case of sheer medical negligence, patients who turned up to donate blood voluntarily were declared HIV positive at a district hospital of Ratlam, thanks to substandard HIV testing kits, which the hospital staff later rectified with fresh kits. The donors were in for a rude shock when hospital authorities tested blood samples of 40 persons and declared them positive. As HIV testing is mandatory before taking blood from donors, nearly 40 donors has come to

"We had come here to donate blood voluntarily but the blood report was demoralising. Though the hospital staff admitted mistake due to faulty kits, such incidences will hold people to come forth for blood donation," a donor Rakesh Goswami said. As soon as the news related to the blood report spread in the hospital, the staff rechecked the blood samples in haste with new kits, which turned out negative and

Chhattisgarh lags behind in education development

hen it comes to the Education Development Index (EDI) in Primary (I to V) and Upper Primary (VI to VIII) schools, Chhattisgarh ranks among the 10 bottom most states in the country, standing at 28th position on a list of 35. Among other things, Naxalism is to be blamed for this dismal record, as violence has prevented schools to function normally . Though it's appalling that a state with an overall literacy rate of 70.28%, (average rural at 66.76 % and urban at 84.79 %) has a poor EDI record, it can draw solace from the fact that it is ahead of bigger states like Bihar and Uttar Pradesh. Even Chhattisgarh's parent state, Madhya Pradesh, does not have an envious record, as it stands a notch above at 26th position. The latest EDI (2011-12) released by the National University of Education Planning and Administration (NUEPA) and the Ministry of Human Resource and Development (MHRD) reveals that Chhattisgarh has fallen behind in most of the 24 performance indicators, broadly grouped under the four heads

of- access, infrastructure, teachers and outcome. As for infrastructure- determined on the basis of classroom-teacher ratio, drinking water, separate toilets for boys and girls, ramps and kitchen rooms, Chhattisgarh stands 25th on the list for primary schools and 31st for upper primary levels. However, its performance is better in Access Ratio, determined by the density of schools per 10 square km and the availability of schools per 1,000 child population, as it stands at 19th and 21st positions on the list of 35 primary and upper primary levels respectively . The student-teacher ratio is dismal at the class VI to VIII level as the state is 31st on the list. It's a notch better for primary levels as it stands at 28th position. On an average, there are only 3.8 teachers per school. The state's performance under the Outcome head, calculated on the basis of dropout rate, transition loss, enrolments, Muslim participation, working hours of teachers and gender diversity, was however, better than all the other indicators with Chhattisgarh securing the second position in primary level after Tamil Nadu and 11th in upper primary level.

"Moreover, a few schools have been shut down due to inadequate infrastructure," she claimed adding that even Right to Education (RTE) had not been implemented in letter and spirit. "We do not fulfill the criteria of having a primary school within 1km of habitation and an upper primary school within 3km," she said while maintaining that due to Naxalism, recruitment of teachers was a big problem in many areas. "No experienced teacher wants to join there and as per the RTE mandate there should be trained staff. We are trying to do our best but due to such problems we are not able to perform. These are constraints beyond our control," she said.

INDORE: In order to compensate shortage of doctors, the state government is soon going to introduce SMS-based medicine prescription. The activity is in pipeline and is expected to roll from October 2. The medicines will be provided free of cost from government health centres on showing the message received from identified mobile phone. Joint director (health) Dr Sharad Pandit said, "The scheme is in pipeline. However the details are yet to come." According to the sources, recently senior officers of health department held a meeting with doctors and experts of AIIMS Bhopal. The aim of bringing in the facility is to increase the reach on healthcare services in far flung areas. The service will help patients getting free consultancy from government doctors on phone and SMS sent by them through their identified mobile number will be treated as prescription to get free medicines and test at the nearest hospital and health care centre. Though the facility was appreciated by the doctors' community, they believed physical examination is important for better understanding. "The service will save time and money of the patient as they will need not to go to hospital for consultation. However, there are chances of misuse of the service for collecting free medicines," said a doctor.

Justice P Sathasivam sworn in as Chief Justice of India

Elaborating on his plan during his less than 10 month long tenure as Chief Justice of India, Sathasivam had said yesterday that "Delay in disposal of cases is a major issue." "This difficulty can be overcome by enhancing judicial productivity both qualitatively and quantitatively," he said. Justice Sathasivam said he would work towards reducing the backlog of cases by "fixing time limit for arguments, submitting written notes," etc. Some major judgements by Justice Sathasivam include the Mumbai blasts case and that of Pakistani scientist Mohammed Khalil Chisti. A bench of Justice Sathasivam and Justice B S Chauhan had upheld the conviction of actor Sanjay Dutt and several others in the Mumbai blasts case. The bench had slammed Pakistan and its intelligence agency ISI for training the perpetrators of the 1993 blasts and failing to discharge its obligation under international law to prevent terrorist attacks emanating from its territory . GURGAON A case of murder has been registered against Chief Judicial Magistrate of Gurgaon, Ravneet Garg, four days after his wife was found dead with three bullet injuries near his official residence in high security Police Lines area here. Gurgaon Police lodged an FIR against Garg last night for allegedly murdering his wife Gitanjali. 30-year-old Gitanjali was found dead on July 17. The post mortem report has mentioned that one bullet hit her stomach while another bullet hit the chin and pierced through her head. A third bullet was also fired which injured her neck minutely . The police had also recovered a weapon near the dead body and the CJM has confirmed to the police that the weapon belonged to him. While the judge claimed that Gitanjali had killed herself, her family members suspected a foul play . They have also raised doubt over fair investigation into the matter and demanded a CBI inquiry . "Since, Ravneet Garg is posted here as CJM, we very much doubt that fair and fearless investigation can be done by the local police. "It would be better if the matter is in-

IRCTC signs deal with Yebhi.com, to


he Supreme Court will decide on summons as witnesses in 2G scam issued to Reliance Telecom chairman Anil Ambani and his wife Tina Ambani. A bench headed by Chief Justice P Sathasivam, before whom the matter came up today for an urgent hearing, agreed to hear the case and posted it for July 24 before an "appropriate bench". The Reliance telecom Ltd (RTL) filed the petition before the Supreme Court challenging trial court's order summoning Reliance ADAG chairman and his wife as prosecution witnesses in 2G spectrum allocation scam case. The plea is important as the apex court had restrained all the courts from entertaining any plea arising out of 2G scam case. Ambani group's RTL is an accused in the case. Three top Reliance ADAG executives - Gautam Doshi, Surendra Pipara and Hari Nair - are also facing trial in the case. The CBI had alleged that the RTL had used Swan Telecom, an ineligible firm, as its front company to get 2G licenses. The trial court had on July 19 allowed CBI's plea that the testimony of Anil and Tina may throw light on alleged investment of over Rs 990 crore by his group companies in Swan Telecom. It had said CBI's plea to summon Anil Ambani, Tina and 11 others as prosecution witnesses was essential for arriving at a just decision in the case.

ndian Railway Catering and Tourism Corporation (IRCTC), a subsidiary of the Indian Railways, has made a move towards becoming a major online retailer by forging a partnership with Yebhi.com. Under the one-year deal announced today, Shop Online Trading Pvt Ltd (SOTPL), a subsidiary of Yebhi.com, will manage everything from running the new e-commerce platform to logistics, pricing, offers, delivery of goods, payment gateway among other things for IRCTC, which gets close to 1.2 million daily visits. The new e-commerce platform will sell everything that is there in Yebhis catalog including apparel, shoes, furniture, home decor, etc. To be sure, IRCTCs partnership with Yebhi is only for a year. Our thinking is that it will give us the access to the rest of India, which no e-commerce company, except IRCTC has been able to target. It is the largest e-commerce property, which has access to rural India and they want to generate more revenue by adding retail to their bouquet, Manmohan Agarwal, CEO at Big Shoe Bazaar India (which owns Yebhi), told Entrepreneur. interest in other categories like air ticket and hotel bookings besides its flagship business of selling train tickets. The process for partnering with an e-commerce portal had started in February with the floating of a tender by IRCTC. The front-end of the new e-commerce platform will be handled by IRCTC, whereas all the back-end work will be handled by Yebhi. The new portal will be available on the IRCTC website under a new tab and will probably be called IRCTC Shopping. The reason for us to get into this partnership with IRCTC is that it gives us an audience that is beyond urban India and what I call the real India, which are the Tier IV and V cities, Nikhil Rungta, Chief Business Officer, Yebhi told Entrepreneur. According to Rungta, this deal has the potential of generating revenue of more than Rs200 crore for Yebhi. IRCTCs new e-commerce platform will go live by August and Yebhi might also hire new people for the venture, Agarwal said.

MP govt wants early translocation of lions from Gujarat

Facilities such as roads, drinking water, electricity , irrigation, schools, fruit orchards, etc. were provided to the displaced villagers. Multiple study reports are being compiled by State forest department to suppress a review petition filed by their Gujarat counterpart in the Supreme Court challenging the earlier April 15 order of the apex court which directed the Gujarat to translocate lions to Palpur-Kuno wildlife sanctuary . The Gujarat government raised a dozen issues to oppose the translocation besides alleging that the earlier order had violated the Wildlife Protection Act, 1972 as shifting of wild animals mandates prior permission of the chief wildlife warden of the state to which the animal belongs. On this point, MP forest officials claim that they have already sent a letter to the Centre and would sent a fresh reminder for the same to the Centre. "Since it's an inter-state matter, it's for the Centre to take the initiative. We are sending a request to the Union government to do the needful," says Narendra Kumar, PCCF, MP .

Tigers moving from Rajasthan to Chambal range in MP


GWALIOR: Movement of tigers from Rajasthan's Ranthambore to the Chambal range in Madhya Pradesh has become a cause for concerned of the two states. Three tigers who went missing from Ranthambore have been located in Madhya Pradesh including one in Seoda range in Datia district - a mix of reserve and protected forest area and two in Kuno Wildlife Sanctuary, selected for relocating lions from Gir in Gujarat. After writing to the Madhya Pradesh forest officials to check whereabouts of the missing tigers, a team of officers from Ranthambore visited Datia district last week. They installed camera traps to check its movements. The tiger was finally caught in the camera traps of Madhya Pradesh forest department. "Our team followed the tiger all the way to MP. We are happy that it's safe there and the officers were very cooperative. We cannot stop dispersal, only concern is its safety," said YK Sahu, district forest officer Ranthambore. The tiger in Datia is said to be a 3-year-old cub of Ranthambore's T-26 tigress. Information collected from the forest officials and the GPS tracking indicates this cub travelled more than 220 km to reach the Seoda range. On March 14, 2013 the tiger was found in Seoda range of Datia territorial forest division, which is a forest patch of 55km in length and width of 11-12 km. The range has both reserve and protected forests with the Sindh river flowing in the middle and the Vindhya hill ranges on the western side. There are many villages on both sides. From March 14 till date several samples and pugmarks have been recorded while following the tiger. There was no tiger sightings reported from Datia till one was shot dead by poachers in 1998.

Finest temple art in the world: Khajuraho


The temples are superb examples of Indo-Aryan architecture, but it's their liberally embellished carvings that have made Khajuraho famous. Around the temples are bands of exceedingly artistic stonework showing a storyboard of life a millennium ago - gods, goddesses, warriors, musicians, real and mythological animals. The temples are described here in a clockwise direction. Varaha, dedicated to Vishnu's boar incarnation, and the closed-up Lakshmi are two small shrines facing the large Lakshmana Temple. Inside Varaha is a 1.5m-high sandstone boar, dating to 900-25 and meticulously carved with a pantheon of gods. The large Lakshmana Temple took 20 years to build, completed in about 954 during the reign of Dhanga according to an inscribed slab in the mandapa (pillared pavilion in front of a temple). One of the temple's many anonymous sculptors has added himself to a subsidiary shrine at the southwest corner. One of the earliest and best-preserved monuments in this group, Lakshmana is dedicated to Vishnu, although in design it is similar to the Shiva temples Vishvanath and Kandariya-Mahadev. The 30.5m-long Kandariya-Mahadev, built between 1025 and 1050, is the largest temple in town and represents the highpoint of Chandelan architecture. There are 872 acrobatic statues (226 inside and 646 outside), most of them nearly 1m high - taller and more slender than on the other temples. The 31m-high sikhara is, like linga, a phallic Shiva symbol, worshipped by Hindus hoping to seek deliverance from the cycle of reincarnation. It's decorated with 84 subsidiary spires - replicas of itself. Mahadeva, a small, ruined temple on the same platform as Kandariya-

he Kamasutra carvings that swathe Khajuraho's three groups of temples are among the finest temple art in the world.

Mahadev and Devi Jagadamba, is dedicated to Shiva, who's carved on the lintel of its doorway . Although small and insignificant compared with its mighty neighbours, it houses one of Khajuraho's finest sculptures - a sardula (mythical beast, part lion, part some other animal or even human) caressing a 1m-high lion. Devi Jagadamba was originally dedicated to Vishnu, but later to Parvati and then Kali. Some believe it's still a Parvati temple and that the Kali image is actually Parvati, painted black. The carvings include sardulas accompanied by Vishnu, sarasundaris, and mithunas frolicking in the third uppermost band. Its three-part design is simpler than Kandariya-Mahadev and Chitragupta (1000-25). It has more in common with Chitragupta, but is less embellished with carvings so is likely a little older. North of Devi Jagadamba, Chitragupta is unique in Khajuraho and rare among north Indian temples - in being dedicated to the sun god Surya. In the inner sanctum, Surya drives his seven-horse chariot, while on the central niche in the south facade is an 11-headed statue of Vishnu, representing the god and 10 of his 22 incarnations. Continuing around the enclosure, the closed-up Parvati Temple is on your right. The name's probably incorrect, since this small temple was originally dedicated to Vishnu and now has an image of Gauri riding a godha (iguana). Believed to have been built in 1002, the Vishvanath Temple and Nandi Shrine are reached by steps flanked by lions on the northern side and elephants on the south. Vishvanath anticipates Kandariya-Mahadev, with which it shares saptamattrikas (seven mothers) flanked by Ganesh and Virabhandra, and is another superlative example of Chandelan architecture. At the other end of the platform, a 2.2m-long statue of Nandi, Shiva's

bull vehicle, faces the temple. Matangesvara, outside the fenced enclosure, is the only temple in Khajuraho still in everyday use. It may be the plainest temple here (suggesting an early construction) but inside it sports a polished 2.5mhigh lingam (phallic image of Shiva). The ruins of Chausath Yogini, beyond Shiv Sagar, date to the late 9th century and are probably the oldest at Khajuraho. Constructed entirely of granite and the only temple not aligned east to west, the temple's name means 64 - it once had 64 cells for the yoginis (female attendants) of Kali, while the 65th sheltered the goddess herself. It is possibly India's oldest yogini temple. A further 600m west is the sandstone-and-granite Lalguan Mahadev Temple (c 900), a small, ruined shrine to Shiva.

Archaeological Museum
The Archaeological Museum, announced by a wonderful 11th-century statue of Ganesh (dancing sensuously for an elephant-headed deity), has a small but well-presented collection of sculptures from around Khajuraho. This is a good opportunity to get up close to some very well-preserved carvings. At the time of research, there were plans to move this museum to a larger site north of the Western Group, but dont hold your breath; theyve been telling us that since 2006.

The museum-cum-art gallery, Adivart Tribal & Folk Art Museum, makes a colourful change from the temples. It gives a taste of the vibrant tribal culture of both Madhya Pradesh and Chhattisgarh through pointillist Bhili paintings, terracotta Jhoomar sculptures, masks, statues and bamboo flutes.

Dhyan Chand preferred over Sachin Tendulkar for Bharat Ratna


Union Sports Minister Jitendra Singh has written to Prime Minister Manmohan Singh to confer Bharat Ratna to hockey legend of yesteryear Dhyan Chand. In fact, the sports ministry has chosen the hockey wizard over ace cricketer of contemporary time Sachin Tendulkar. Names of both sporting icons had come up for discussion in a recent meeting where the hockey player ultimately prevailed over the cricketer. Dhyan Chand, who died in 1979, was an integral part of India's golden period at the Olympics. He was a member of the team which had won gold at the 1928, 1932 and 1936 Olympics. What worked more in favour of Dhyan Chand is that Tendulkar is still an active sportsperson and will have all opportunity to earn the country's highest honour in the future. Tendulkar, 40, is currently two short of 200 test matches and is the first man on the planet to make 100 international centuries. In December 2011, the government had overlooked a collective plea to back Dhyan Chand for the award. The man is, however, much near to the award this time and will be the first sportsperson ever to win the award once the president approves the proposal. The Bharat Ratna is normally conferred to social workers, litterateurs, politicians and musicians.

Tiwary is currently out of cricketing action due to a knee injury which required him four months of rest. In an interview to Times of India last year, Tiwary had revealed about their first meet. "Our first date was at a small cafe in Howrah. For me, it was love at first sight and I proposed to her. She said yes, and well..., recounted the batsman. While Tiwary hails from West Bengal, Sushmita belongs to a Brahmin family from Uttar Pradesh. A year ago Tiwary had confirmed that they would be marrying according to Bengali tradition and also by the rituals followed by the brides family . Tiwary, during the 2012 Indian Premier League (IPL) had dedicated a sixer he hit off Malinga to Sushmita as she had challenged him to hit a maximum off the Sri Lankan bowler. Supreme Court: acid attack victims to get one lakh within 15 days

Lot more needs to be done to stop acid attacks
he central government recently took measures to curb the rising number of acid attacks across the country by regulating the sale of acid. According to the Union Home Ministry estimates, around 500 attacks have taken place over the past four years. Perpetrators of this crime are mostly spurned lovers. Sulphuric and hydrochloric acid are usually used in attacks and are easily available in local hardware stores. However once the government issues the notification, those who want to buy sulphuric and hydrochloric acids will have to produce identity cards before they can purchase these acids. The government's notification will set tougher rules and regulations for selling, sorting and transporting unsafe acids. This is no doubt a step in the right direction. However, lot needs to be done to reduce the episodes of acid attacks. India is an unregulated society . More stringent steps should be taken by the government so that innocent lives aren't lost or ruined due to acid attacks. Pragya Singh, an acid attack survivor and activist, says buying acid is as easy as buying candy . "Even a child can buy harmful acids. Once the government regularizes the sale of acid, it will be easy to track criminals. Moreover, those who contemplate using acid to attack others will know they can be traced," says Pragya. Founder of the Stop Acid Attacks (SAA) campaign, Alok Dixit, says a law can't make much of a difference when it comes to incidents related to acid attacks, which are mostly targeted at women. SAA is extensively using social media to create awareness about the issue.

n a bid to curb acid attacks on women throughout the country, the Supreme Court today ordered that acid should be sold only people above 18 years of age, who have valid identity cards issued by the government. The buyer will also have to declare the purpose for purchasing acid. The acid seller will have to submit the details of the sales to the local po-

lice within three days and undeclared stocks of acid can be confiscated and may impose a fine of up to Rs. 50,000. The top court has asked states to frame rules within three months to regulate retail sale of acid and other corrosive substances. It also asked the Centre, states and Union Territories to make the acid attack offence non-bailable.

Cabinet nod to women's share in husband's ancestral property

he Union Cabinet on Wednesday approved amendments to the marriage law to enable a married woman to get a share of her husband's ancestral property as compensation in case of a divorce. Accepting a slew of recommendations of a Group of Ministers (GoM) that was set up to debate the issue, the Cabinet cleared the Bill that is now expected to come up for passage in the Monsoon Session of Parliament next month. The GoM had been tasked to ensure that the marriage law was made more women-friendly and decide how sufficient compensation can be given to a woman from her husband's ancestral property in case of divorce on the ground of "irretrievable breakdown of marriage". The GoM was also asked to take a view on whether a judge can exercise discretion in granting divorce if one of the partners does not move a second "joint application" for divorce with mutual consent. In the event that ancestral property cannot be divided, the new bill says that the woman should get adequate compensation by calculating the husband's share. The GoM also discussed the issue of allowing courts to decide on doing away with the mandatory sixmonth waiting period for couples seeking divorce through a joint petition by mutual consent.

Bihar mid-day meal tragedy: govts failure established T


he heartrending tragedy in Bihar, in which 27 school children died after consuming contaminated food supplied under the mid-day meal scheme, underlines yet again the failure of governments everywhere to insulate such welfare schemes from the cancer of greed and exploitation. Whether it was sheer negligence that the cooking oil was spiked with strong pesticides, or there was a wider conspiracy, the truth is that there is no administrative mechanism to ensure that the countrywide scheme runs well and the food provided to over a hundred million children is wholesome and edible. Several independent tests have established that in almost all parts of the country , the scheme is being run in a most callous manner. Even in the national capital, a huge percentage of such meal samples were found to be deficient last year. Most NGOs, which had undertaken to supply mid-day meals to primary school children, were clearly out to make money . If the entire NGO sector has come to be treated with suspicion and distrust, it is because it has become a tool for personal aggrandisement for a vast majority of such self-styled do-gooders. In the case of the tragedy in Saran district in Bihar, the school principals husband ran a ration shop, which supplied the ingredients for the mid-day meal to the village school. Both the principal and her husband were on the run after the tragedy . Food was being cooked out in the open by an untrained village woman, who was paid Rs 1,000 a month, but not regularly .

SITUATION NOT BETTER IN MP


Payments to cooks under this scheme throughout Bihar were so irregular that often the arrears ran over a year. But this should not be surprising in a state where school teachers complain of not being paid for years and where the basic school infrastructure is either absent or in a state of disrepair. The point is if the school principal could be unbothered with the quality of food being supplied to her wards, how could one expect sincerity from others who were merely using the mid-day meal scheme for profiteering?
he situation is not any better in Madhya Pradesh where lack of effective monitoring system is responsible for deteriorating quality of mid-day meals. A survey found out that 72% of the schools in the year 2011 used to be monitored by SMC (school management committees), people's representatives and community members. Surprisingly, last year (2012) only 57% of schools were found to be monitored by people representatives and community members, resulting in downtrend of quality of mid-day meals in government schools. The survey was conducted by MP Lok Shiksha Sajha Manch in 121 schools in 90 villages of 10 districts of the state.
