Other agenda item - Restrictions vs.

restriction Does "restriction(s)" plural mean the aff have to do more than one? Could we just use "restriction" (which would make it a verb instead of a noun).

Much, if not all of the literature, refers to restrictions plural rather than restriction. However, the singular noun restriction is defined as something that limits action or a regulation that creates restrictions.
