Assembly Bill 214 (Skinner) Emergency Voter Protection

ISSUE California is no stranger to the devastation that can result from a natural disaster. In a state where earthquakes, fires, floods, and other destructive events are the familiar subjects of disaster preparedness efforts, it is critical that the state be prepared to carry out one of its most vital functions, the administration of elections, under these extraordinary circumstances. Within the last 25 years, Californias fault lines have been the site of many destructive earthquakes; for example, the 1989 Loma Prieta earthquake led to 63 deaths, more than 3,000 injuries, and the displacement of more than 12,000 Californians. The 1994 Northridge earthquake led to 57 deaths, more than 9,000 injuries, and more than 20,000 displacements. California should be prepared for a seismic event of even greater magnitude that could cause even more widespread damage. Superstorm Sandy, which struck the East Coast just eight days before the 2012 general election, resulted in widespread disruption of the electoral process and highlighted the necessity of preparing a contingency plan to address the impact of natural disasters. AB 214 (SKINNER) AB 214 will reduce the disruptive power of natural disasters on Californians fundamental right to vote. AB 214 will require the Secretary of State, in consultation with county elections officials, to establish procedures and guidelines for voting in the event of a natural disaster or other state of emergency by December 31, 2014. This bill will also require the Secretary of State to report to the Legislature on the readiness of the state to hold elections during or following natural disasters.
