Congress could request Congress has right to levy states to pay taxes but could taxes on individuals. not enforce it. No federal courts. There were state courts. Court system created to deal with issues between citizens and states. Congress had the right to regulate trade between states. Executive branch headed by President who chooses Cabinet and checks on power of judiciary and legislature. 2/3 of both houses of Congress and of state legislatures or national convention. Upper house (senate) with 2 representatives from each state. Lower house (house of reps.) based on population. Congress can raise an army to deal with military situations. Interstate commerce controlled by Congress. Federal court system handles tiffs. Constitution the supreme law of the land.
