    D ear Chairman Obey and Ranking Member Lewis:

    I am requesting funding for d,e Idaho Meth Project in Fiscal Year 2010. The entity to
    receive funding for dus project is the Idaho Meth Project, located at 301 Nordl 8'h Street,
    Room 446, Boise, Idaho 83702. The funding would be used to support the core strategic
    operations of d,e Idaho Meth Project. I certify d1at dus project does no t have a direct and
    foreseeable effect on the pecllluary interests of me or my spouse.

    Consistent with the Republican Leaderslup's policy o n earmarks, I hereby certify dlat to the
    best o f my knowledge d,is request ( I) is no t directed to an enrity or program d,at will be
    named after a sitting Member of Congress; (2) is not intended to be used by an entity to
    secure nmds for o d,er entities unless the use o f funding is consistent widl d,e specified
    purpose o f d,e earmark; and (3) meets or exceeds all stanttory requirements for matching
    funds where applicable. I furth er certify that should dus request be included in d,e bill, I will
    place a statement in the Congressio nal Record describing how d,e nmds will be spent and
    justifying the use of federal taxpayer funds. In addition, I h,,-e pos ted information regarding
    dus request on my official House website in compliance wid, Chairman Obey's new rules.
