ABSTRACT
The paper presents the new systems approach towards the protection of coastal areas,
which is based on the management of flood risk.
The flood phenomenon is dealt with as a natural hazard, which threatens the flat
coastal areas. From the various types of floods the study focuses on floods caused by heavy
or intense rains in the mountainous zone of the river basin, which then evolves in time and
space in the flat coastal zone.
Flood risk is based on the cost of damages caused by floods of various probabilities of
occurrence. Critical element in the estimation of damages is the vulnerability of the coastal
system, which is exposed to this type of flood hazard.
The study comments on the application of the EU directive on floods.
Finally, an application of this proposed approach is presented. The area selected is the
coastal area of Marathon Attica. Useful conclusions on the limitations of the proposed
methodology are drawn and some improvements are proposed.
