Reference: Indecency with a Child

The McKinney Police Department (MPD) has received two separate reports of similar incidents involving an unknown white male
performing a lewd sexual act to himself while driving. The unknown male allegedly drives up next to young teenagers (male and
female victims have been reported) and positions his vehicle so that the victims can see him performing the lewd act. The suspect is
described as a white male, between 20 & 30 years old, skinny build, medium complexion, short brown spiked hair, and no facial hair
or glasses. The suspect’s vehicle is described as a white mini-van (luggage rack, rear taillights which extend from quarterpanel to
license plate, rusty wheels, dent on drivers-side quarter panel, and 2 stickers on the lower right side of rear window – unknown license
plate # or state). The first sticker is pink with unknown numbers and the second sticker is black with white lettering and reads,
“Abortion is Mean”.

Both incidents occurred in residential districts (see map – page 2). The first incident was reported on July 28, 2009, and the second
incident reported on August 7, 2009, – both incidents were alleged to have occurred between the hours of 3:00PM and 5:00PM.

We are requesting that the members of our community review the picture (see image – page 2) which is similar to the subject’s van.
The make and model of the van is unknown; however, two witnesses reported seeing a Chrysler emblem on the front grill.
