GENERAL DESCRIPTION 234,103 Total Existing Square Footage 1961,1961,1964,1964,1964,1967,1971,1988,2001,2003 Building Dates 9-12 Grades 1,196 Current Enrollment 90 Teaching Stations 30.00 Site Acreage Anderson High School, which is not on the National Register of Historic Buildings, and originally constructed in 1961, is a 4 story, 234,103 square foot brick and glass school building located in a suburban residential and commercial setting. The existing facility features a conventionally partitioned design, and does not utilize modular buildings. The structure of the 1961 Original Construction, the 1961 Auditorium Fixed Seating Area, 1964 Addition, 1964 Natatorium, 1964 Auditorium Fixed Seating Area, 1967 Addition, and 1988 Addition contains a steel frame with brick veneer and curtain wall type exterior wall construction. The structure of the 1971 Addition has interior steel columns with a brick veneer on load bearing exterior masonry wall type exterior wall construction. The structure of the 2001 and 2003 Additions have a brick veneer on load bearing masonry wall type exterior wall construction. The overall facility has concrete masonry units, brick, stone, ceramic tile, glazed block, concrete, metal stud framed partitions with gypsum board and plaster and operable partition type wall construction in the interior. The base floor system of the overall facility is concrete slab on grade type construction. The floor system of the first floor of the overall facility over the Boiler Room is structural reinforced cast-in-place concrete type construction. The floor system of the intermediate floors of the overall facility is metal form deck on steel joist with concrete topping type construction. The roof structure of the 1961 Original Construction is gypsum deck on steel type construction. The roof structure over the 1964 Addition is structural cementitious wood fiber deck on steel joist type construction. The roof structure over the 1967 Addition is tectum deck on steel trusses type construction. The roof structure of the 1971, 1988, 2001, and 2003 Additions is metal form deck on steel joist type construction. The roofing system of the overall facility, except for the 2003 Addition, is a modified asphalt built-up system with gravel wear coat that was installed in phases in 1988, 1989, 1990, 1991, 1997, and 2000. The roofing system of the 2003 Addition is a fully adhered EPDM membrane system that was installed in 2003. The ventilation system of the building is inadequate to meet the needs of the users. The Classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of a 13,516 SF Primary Gymnasium, 2,922 SF Auxiliary Gymnasium, and 1,983 SF Natatorium, and separate Student Dining. The electrical system for the facility is inadequate. The facility is equipped with a non-compliant security system. The building has a compliant manual and automatic fire alarm system. The facility is not equipped with an automated fire suppression system, except in limited areas of the 2001 Addition. The building is reported to contain asbestos and other hazardous materials. The overall building is not compliant with ADA accessibility requirements. The school is located on a 30 acre site shared with Bus Maintenance Garage, District Maintenance Offices, Food Service / Transportation Offices, and the District Board Offices adjacent to residential and commercial properties. The property, play areas, and athletic facilities are partially fenced for security. Access onto the site is unrestricted. Site circulation is poor. There is dedicated space for school buses to load and unload on the site, but is not separated from vehicular traffic. Parking for staff, visitors, students, and community events is inadequate. This school is the largest facility in the District and has served as the original High School for the District.

Facility Assessment
A. Heating System
Description:
The existing system for the 1961 Original Construction is a natural gas fired heated water boiler type system, installed in 1961, and is in fair to poor condition. The existing systems in the 1961 Auditorium Fixed Seating Area, 1964 Auditorium Fixed Seating Area, 1964 Natatorium, and 1964, 1967, 1971, 1988 Additions are an extension of that found in the 1961 Original Construction. The existing system in the 2001 Addition is an electric fired ducted packaged roof top HVAC units, installed in 2001, and in fair condition. The existing system in the 2003 Addition is an electric fired unit heater type system, installed in 2003, and in fair condition. 2-pipe vs. 4-pipe designations are not applicable in the overall facility except for the 2001 Addition, as no central air conditioning is provided. 2-pipe vs. 4-pipe designations are not applicable in the 2001 Addition due to the system being an electric fired ducted packaged HVAC unit type system. The facility is equipped with three (3) heated water boilers, manufactured by Atlas, which were installed in 1961 and are in fair to poor condition. Heating water in the overall facility, except for the 2000 and 2003 Additions, is distributed to terminal units consisting of unit ventilators, cabinet heaters, unit heaters, fin tubes, and air handlers. Heating air in the 2001 Addition is distributed via ducted Carrier packaged HVAC units. The terminal equipment is original to each addition and is in fair condition. The system does not comply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. The digital/electric type system temperature controls were installed in 2001 and are in fair condition. The system does not feature individual temperature controls in all spaces required by the OSDM. The overall system does not feature any central energy recovery systems. The facility is equipped with widespread louvered interior doors to facilitate Corridor utilization as return air plenums. See Items J and O for replacement of doors. The existing system is ducted, but the ductwork cannot be integrated into a possible future system due to arrangement, air volume, and routing of existing ductwork. The existing system is not ducted, and floor to structural deck heights will accommodate the installation of properly sized ductwork for a future Ohio School Design Manual approved system. The overall heating system is evaluated as not being in safe and efficient working order, and long term life expectancy of the existing system is not anticipated. The structure is not equipped with central air conditioning. The site contains a single 10,000 gallon fuel storage underground fuel tank that is currently in use. 3 Needs Replacement Provide new overall heating, ventilating, and air conditioning system to achieve compliance with Ohio Building Code and Ohio School Design Manual standards. Convert the overall facility, except for the 1961 Original Construction Administrative Offices and 2001 Addition, to ducted system to facilitate efficient exchange of conditioned air. Replace the existing ductwork in the 1961 Original Construction Administrative Offices and the 2001 Addition to facilitate efficient exchange of conditioned air.

B. Roofing
Description:
The roof over the overall facility, except for the 2003 Addition, is a modified asphalt built-up system with gravel wear coat that was installed in phases in 1988, 1989, 1990, 1991, 1997, and 2000, and is in fair condition. The roof over the 2003 Addition is a fully adhered EPDM Carlisle membrane system that was installed in 2003, and is in good condition. There are District reports of current leaking over the 1961 Auditorium Fixed Seating Area. Signs of past leaking were observed during the physical assessment. Access to the roof was gained by four roof access hatches with roof access ladders that are in fair condition and step ladder for the area above the Football Locker Room in the 2001 Addition. Fall safety protection cages are not required and are not provided. There were observations of standing water on the roof. Metal cap flashings and copings are in fair condition. Roof storm drainage is addressed through a system of roof drains, which are properly located, and in good to fair condition. The roof of the overall facility is not equipped with overflow roof drains, though they are not required on this building except for the 2001 Addition. The roof over the 2001 Addition is equipped with overflow roof drains of insufficient quantity and in good condition. No problems requiring attention were encountered with any roof penetrations. There are not any covered walkways attached to this structure. 3 Needs Replacement The roof over the overall facility requires replacement to meet Ohio School Design Manual guidelines for age of system and due to condition. New flashing is included in roof replacement. Replace 3 roof access hatches on the 1961 Original Construction due to condition. Provide new roof access hatch and access ladder on the 2001 Addition. Provide new roof access ladders to facilitate access to various roof levels. Repaint existing steel roof access ladder on the 1964 Addition due to condition. Provide 3 additional overflow roof drains in the 2001 Addition.

D. Electrical Systems
Description:
The electrical system provided to the 1961 Original Construction is a 120/208 volts, 1,600 amp, 3 phase and 4 wire system installed in 1961, and is in fair condition. The existing systems in the 1961 Auditorium Fixed Seating Area, 1964 Auditorium Fixed Seating Area, 1964 Natatorium, and 1964, 1967, 1971, 1988 Additions are an extension of that found in the 1961 Original Construction. The electrical system provided to the 2001 Addition is a 120/240 volts, 400 amp, 3 phase and 4 wire system installed in 2001, and is in good to fair condition. The existing system in the 2003 Addition is an extension of that found in the 2001 Addition. Power is provided to the 1961 Original Construction system by multiple district owned, pad-mounted transformers located in an underground vault buried near the facilitys main entry, and in fair condition. Power is provided to the 2001 Addition system by a single utility owned, pad-mounted transformer located near the Stage, and in good to fair condition. The panel systems, original to each addition with incremental upgrades, and are in fair condition, and cannot be expanded to add additional capacity. The Classrooms are not equipped with adequate electrical outlets. The typical Classroom contains five (5) general purpose outlets, zero (0) dedicated outlets for each Classroom computer, and one (1) dedicated outlet for each Classroom television. Some Classrooms are equipped with as many as seven (7) general purpose outlets, while others are equipped with as few as three (3) general purpose outlets. There are not any spaces that have no electrical outlets. The Corridors are equipped with adequate electrical outlets for servicing. Adequate GFI protected exterior outlets are not provided around the perimeter of the building. The facility is not equipped with an emergency generator. Adequate lightning protection safeguards are not provided. Stage lighting power systems including control panel, breakers, and dimmers are inadequately provided, in fair condition and do not appear to meet OSDM requirements. The overall electrical system does not meet Ohio School Design Manual requirements in supporting the current needs of the school, and will be inadequate to meet the facilitys future needs. 3 Needs Replacement The entire electrical system requires replacement to meet Ohio School Design Manual guidelines due to condition and age, lack of OSDM-required features and to accommodate the addition of an air conditioning system. Provide new transformer due to age, condition, and assumed hazardous materials, with funding to be coordinated with the utility. Provide an emergency generator, with funding included in the electrical system replacement. Provide adequate lightning protection safeguards in the overall facility, including associated grounding system, with funding included in the electrical system replacement. Provide control panel, dimmers, and breakers to support the Stage lighting system, with funding included in the electrical system replacement.

The overall facility is equipped with thermally broken aluminum frame windows with double glazed insulated glazing and aluminum frame curtain wall systems with double glazed insulated glazing type window systems, which were installed in phases between 2001 and 2003, and are in good to fair condition. The window system features operable windows throughout the building, and operable windows are equipped with opening limiters in good condition and insect screens in good to fair condition. Window system seals are in good condition, with no air and water infiltration being experienced. Window system hardware is in good condition. The window system features surface mounted blinds in most areas of the facility, which are in fair to poor condition. There is one glass block window in the 1964 Addition located adjacent to an overhead door, in good condition. The exterior doors in the overall facility are equipped with thermally broken aluminum frame sidelights and transoms with a combination of tempered single pane glazing and double glazed insulated glazing, in good to fair condition. Exterior door vision panels are a combination of tempered single pane glazing, single pane glazing with internal wire mesh and double glazed insulated glazing. The school does not contain skylights. The school does not contain any clerestories. Interior glass is partially OSDM-compliant. The District reports they have replaced approximately 50% of the non-compliant glazing with new glass that complies with current Ohio Building Codes. Window security grilles are not provided for ground floor windows. The overall facility contains a GE NetworX NX-8E motion detector and door contact type security system in fair condition. Motion detectors are adequately provided in main entries, central gathering areas, Offices, main Corridors, and spaces where 6 or more computers are located. Exterior doors are equipped with door contacts. An automatic visitor control system is provided. 32 compliant color CCTV interior cameras and 5 compliant color CCTV exterior cameras are provided at main entry areas, parking lots, central gathering areas, and main Corridors. CCTV is monitored in Administrative Area with the use of 3 LCD monitors and 3 Speco Technologies computer based hard disk recording device and multiplexer, which are in good condition. A compliant computer controlled access control system integrating alarms and video signals, with appropriate UPS backup, is not provided. The system is not equipped with card or biometric readers, but is equipped with a KeriSystems key pad door access control system. The overall facility is equipped with a Siemens Cerberus Pyrotronics MXL-IQ addressable type fire alarm system, installed in 2009, and in good condition, consisting of manual pull stations, horn and strobe indicating devices, smoke detectors, and heat sensors. The system is automatic and is monitored by a third party. The system is equipped with sufficient audible horns, strobe indicating, smoke detectors and heat sensors. The system is not equipped with any flow switches and tamper switches. The system thus will not support future fire suppression systems without flow and tamper switches. The system is adequately provided throughout, and does have additional zone capabilities. The system is compliant with Ohio Building Code, NFPA, and Ohio School Design Manual requirements. 2 Needs Repair Provide flow and tamper switches for a future sprinkler system.

At the site, there is an accessible route provided from the public right-of-way, the accessible parking areas, and from the passenger unloading zone to the main entrance of the school. There is an accessible route connecting all or most areas of the site. The exterior entrances are mostly ADA accessible. Access from the parking / drop-off area to the building entries is not compromised by steps or steep ramps. Adequate handicap parking is not provided. Exterior doors are equipped with ADA hardware. Building entrances should be equipped with 2 ADA power assist doors, and none are provided. No playground issues were considered due to existing grade configuration. On the interior of the building, space allowances and reach ranges are mostly compliant. There is not an accessible route through the building, which does not include protruding objects. Ground and floor surfaces are compliant. Ramps and stairs do not meet all ADA requirements, and are insufficient due to non-compliant guards and handrails. Elevation changes within the overall facility are facilitated by 6 non-compliant stair towers in good condition, 1 compliant stair tower in good condition, 7 non-compliant steps in good condition, 2 compliant lifts in good condition, 2 compliant exterior concrete steps in good to fair condition, and 1 compliant exterior concrete ramp in good condition. This multistory building does not have a compliant elevator that accesses every floor except for the 2001 Addition. The multistory 2001 Addition has a compliant elevator that accesses every floor and is in good condition. Access to both Stages is facilitated by a Corridor at Stage level and is in good condition. P. Site Condition
Description:
The 30 acre sloped site is located in a suburban residential and commercial setting with generous tree, shrub, and floral type landscaping. The site is shared with the District Bus Maintenance Garage, Food Service and Transportation Office, District Board Offices, and the District Maintenance Offices. Outbuildings include athletic storage sheds. There are no apparent problems with erosion or ponding. The site is bordered by moderately traveled city streets. Multiple entrances onto the site impede proper separation of bus and other vehicular traffic, and one-way bus traffic is provided. A bus loop is provided for student loading and unloading, which is not separated from other vehicular traffic. Staff, visitor, and student parking is facilitated by multiple asphalt parking lots in poor condition, containing 523 parking places and 9 disabled places, which does provide adequate parking for staff, visitors, students, but not for the disabled. The site and parking lot drainage design, consisting of storm sewers, catch basin, and sheet drainage, provides adequate evacuation of storm water, and no major problems with parking lot ponding were observed. Small areas of ponding were observed in the school courtyard sidewalks. Concrete curbs in poor condition are appropriately placed. Concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian traffic, and are in fair to poor condition. Trash pick-up and service drive pavement is heavy duty and is in poor condition, and is not equipped with sufficient concrete pad areas for dumpsters. Existing concrete pad for dumpsters is undersized and in fair to poor condition. Exterior steps, hand rails and guard rails are provided where necessary and are in fair condition. An exterior ramp with handrails supported by brick construction is provided leading to the large storage area behind the stage, and is in fair condition. Site fencing is provided for the separation of athletic fields and vehicular traffic, and is in fair condition. The athletic facilities are comprised of a football field with track and stadium, a football practice field, four tennis courts, a baseball field, a practice baseball field, and a soccer field, and are in good condition. Site features are unsuitable for outdoor instruction due to lack of appropriate outdoor spaces, with the exception of the school courtyard. Site conditions that might significantly affect master planning are related to topography and wooded area, and would require site modification and the relocation or removal of athletic fields. Due to the size of the site, future expansion is not recommended. 3 Needs Replacement Provide additional ADA parking stalls as required. Replace and resize current concrete dumpster pad due to condition on the north end of the building. Provide a new concrete dumpster pad on the south end of the site due to dumpsters on asphalt. Provide for replacement of exterior steps due to condition. Replace exterior handrail/guardrails due to condition. Provide for the replacement of the asphalt wear layer due to condition. Description:
The School District provided the AHERA three year reinspection reports, prepared by M.A.C. Paran Consulting Services, Inc., and dated January 30, 2009, documenting known and assumed locations of asbestos and other hazardous materials. The AHERA Reports referenced only assumed asbestos containing materials, and failed to document all quantities and locations. An Enhanced Environmental Hazards Assessment (EEHA) will need to be conducted in order to establish abatement budgets. Vinyl asbestos floor tile and mastic and roof drain tile containing hazardous materials are located in the overall facility in fair condition. These materials were described in the report and open to observation and found to be in non-friable condition with light damage. There is an underground storage tank on the site which is in current use, storing diesel, and is in good condition. Due to the construction date, there is a potential for lead based paint. Fluorescent lighting will require special disposal. 3 Needs Replacement Remove all hazardous materials, inclusive of asbestos-containing materials in the overall facility, as noted in the attached Environmental Hazards Assessment. Provide for the testing of paint that has the potential of being lead-based. Provide for disposal of fluorescent lighting. The overall facility, except for the 1964 Auditorium Fixed Seating Area Storage Mezzanine of the 1964 Addition and the 2001 Addition, is not equipped with an automated fire suppression system. The 1964 Addition Storage Mezzanine and the 2001 Addition Second Floor Storage Room are equipped with a non-compliant limited area automated fire suppression system tied to the domestic cold water supply system, in good condition. Exit Corridors are situated such that dead-end Corridors are not present. The facility features 7 interior stair towers, 4 of which are not protected by two hour fire enclosures. The facility features 2 exterior concrete stairways providing egress from intermediate floors, which are in good to fair condition. Guardrails are constructed with vertical bars that do not meet the 4 ball test, and do not extend past the top and bottom stair risers as required by the Ohio Building Code. The Kitchen hood is in good condition, and is equipped with the required UL 300 compliant wet chemical fire suppression system. The required 6 overhang of the cooking equipment is provided by the hood. Kitchen hood exhaust ductwork is of proper construction, material, insulation, and installed as required by the OSDM and OBCMC. The cooking equipment is interlocked to shut down in the event of discharge of the fire suppression system. Fire extinguishers are provided in sufficient quantity. Existing fire extinguishers are adequately spaced. The facility is not equipped with an emergency generator. The existing 4 water supply is provided by a tie-in to the municipal system, and is insufficient to meet the future fire suppression needs of the school. Rooms with a capacity greater than 50 occupants are equipped with adequate egress. 3 Needs Replacement Provide new automated fire suppression system to meet Ohio School Design Manual guidelines. Provide increased water service of a capacity sufficient to support the fire suppression system, funding included in fire suppression funding. Provide new emergency generator, with funding provided via complete replacement of electrical system in Item D. Provide new handrails and guards to meet the requirements of the Ohio Building Code. The facility is not equipped with a centralized clock system, but is provided with battery operated clocks. Specialized electrical and sound system requirements of Gymnasium, installed in 2013, are adequately provided, and in good condition.
